TOWN COUNCIL. Friday, 17th February, 1865. At the adjourned meeting held this day, chiefly to consider the proposal made for purchase of ground in Portland-street, on which to erect an English Congregational Church, the following members were present: Aldermen John Hughes and Thomas Jones; Councillors Thomas O. Morgan, J. Jones Atwood, George Fossett, John Roberts, jun., John Rees, G. T. Smith. Phiii). Williams, and John Mat- thews; Mr. John Parry, Town Clerk and Mr. Theo- dore PHul, Engineer. In the absence of the Mayor, Alderman Hughes was voted to the chair. Mr. Parry said that he had obtained the opinion of an Actuary as to the increased rent whit h ought to be paid by Mr. Pell for an extension of the lease of the Belle-vue Hotel, and as it very far exceeded the sum offered by Mr. Pell, the consideration of the subject had better be dropped for the present. He (Mr. Parry,) would not state whether the Ac- tuary's estimate was treble that of Mr. Pell. THE NEW CHAPEL. Mr. Matthews addressed the meeting. He said that, in accordance with a request which had been made to him at the last meeting, he had proceeded to set a valuation on the ground to be occupied by the new chapel, and in doing so he had considered the matter in a commercial point of view. He had come to the conclusion that in Portland-street there was space to erect three houses, the ground rent of which would be £ 3 each, and in Newfoundland-st. four houses of a lesser compass, at a rent of £ -2 each. He had calculated the land at 30 years' purchase. He thought (lakiner the existing lease into con- sideration) that £50 would be a fair purchase money for the plot. After some discussion it \\8S agreed that the fee simple of the ground be granted, subject to certain conditions, for the sum of £30. This proposition was moved by Mr. Williams, and seconded by Mr. Fossett. The meeting then in a body proceeded to inspect the new line of sea-wall from Victoria Terrace to Constitnfion Hill which had been staked out by Mr. George Lumley.

♦ LAMPETER AGRICULTURAL CLUB. The prizes were awarded as follows :— Senior class :—1st prize to John Hughes, Pantcov; 2nd ditto to Joseph Morgans, Beudyau 3rd ditto to John Davies, Rhiwonen. Junior class 1st prize to Richard Thomas, Maesmynach 2nd ditto to Evan Hughes, Pantcoy 3rd ditto to Thomas Evans, LJwynygroes. After the successful competitors had been paid, several of the gentlemen and farmers retired to the Royal Oak, Lampeter, where a substantial dinner was provided by Mrs. Evans, and which was presided over by W. Jones. Esq., Llwynygroes, the chairman of the society. BRONJXOYD :—The following quarterly report was p esen ed to the general meeting of this company, g held in London, on the 30th ultimo — • Sm.-Since the last Quarterly Meeting the 52 fins, course ofXf mZe' J1*18 been extended on the this Hrivn i""8 ^at^oms seven fathoms of fir fSh gC y'fldfd on an average 3 tons of Lead Ore per fathom the last two fathoms has not been go productive. The lode in the present forebreast has a very promising apperance, and is now worth quite I ton ot Lead Ure per fathom, and is in course of driving by 6 men, at f8 per fathom. The Western end has bee* extended from Winze 8 fathoms 1 foot, on the South part of the load. Two fathoms of thig v drivage yielded over 3 tons of Lead Ore per fathom the last 5 fathoms only from 10 to 20 cwts. per fathom. The main part of the load is standing to the North of this drivage, and, as instructed by you, I have put the men to cut through the lode, from which we have since broken some good stones of Lead. Judging from its masterly apperance at this point, I believe, that when cut through, it will be found to be very productive. There are 6 men working this bar- gain the ground is very hard, consequently the progress is slow. Eight men are rising and stoping about 5 fathoms behind the Eastern end. The quan- tity of ground broken from these points during the past three months, i. e. in driving, stoping, is about 40 cubic fathoms, and has yielded 110 tons of Lead Ore, an average of 2 tons 15 cwtsforevery fath- om of ground broken. After we have properly opened out the ground, put in stulls, & and got the stopes in a fair way of working, the Mineral will come away much more expeditiously, and at less cost. Barton's cross-cut North (about 5 fathoms from Shaft in this same level) has been extended during the last 3 months 11 fms. I ft., and I am inclined to think we have cut the South part of the lode, whence all our returns are made 50 fathoms West. The lode being large, we shall have several fathoms to drive to reach the North wallbut this is an important trial, and should the lode prove to be productive, its value cannot be overestimated. The lode in the present end is composed of Blue Slate, Spar, Carbonate of Lime, and spots of Lead Ore. This point is in course of driving by 6 men, at. C4 per fathom. The stops in the bottom of the 40 are without change, still producing Ii tons of Lead per fathom. Six men are working this bargaiu. We have sold in the past quarter 117 tons 1 cwt. 1 gr. of Lead Ore, and I hope to sample in the nex 3 months quite 100 tons of good quauty Lead Ore at a cost of about JE700. STATE OF THE TOWN. TO THE EDITOR OF THE ABERYSTWITH OBSERVER. SIR,—That eminent nautical surveyor, "Davy t Jones," liaving recently inspected the outworks of 'a his immense territory, has in due course paid a ma- jestic visit to this coast, attended, as appeared by s your paper, with more or less disaster. ^There is no doubt but that the inhabitants of the foreshore of this tight little island" have, from time to time, encroached upon "Davy Jones;" and this fact is with some satire, admitted in your last issue, wherein you. apologise fur a previous assertion that the sea-wall at the Castle House was utterly swept away, where- as, in truth, after all, one single stone was found resting upon another single stone! The records of the past prove that whenever an infringement of the sea limits are made, "Davy Jones" is in no way jealous of the fact, provided good, substantial, and permanent erections be placed thereon. His visit on the late occasion was attended with grandeur and majesty his approach was wit- nessed by hundreds of the adjoining populace his roar soon became louder and louder, until in the end, with a tower of strength, his battering-ram opened upon all encioachments. The liliputian pron efiade wall was the first to feel his mighty influence; and this, almost without a ? struggle, was hacked away pe/Zinell, till not a vestige remained of either wall or turf. The miserable state of the Castle House, wall has been previously no- ticed—two single stones alone being in place. The £ promenade pier—an erection of a different charae- ter-well stood the brunt of his fury; while the Queen's Hotel proudly maintained its grand dignity, notwithstanding the croakings of the more downy w ones, and the prognostications of the interested few whose continued watchfulness in expectation of its exhibiting a travelling or slipping propensity, was something ridiculous to It-ten to. This test of its solidity was however a severe one, for, owing to the opening beyond the Telrace wall, the sea completely encompassed the building; but, however great Davy Jones's" talent as a surveyor may be, he failed, in this instance, to find a crack or aperture. wherein to insert the thin edge of his lever, or even a settlement in the structure to justify a single mark of displeasure or condemnation. Its stability, like the throne of her most gracious Majesty, (to whom the hotel is humbly dedicated), stands as firm as a rock. Before I apply tbe aphorism "Once well done is thrice done" to this building, and to the state of the town, let me enquire once more, through yonr co- lumiis, why the notices for lenders for the comple- tion of the Terrace wall northwards, and the suspen- sion of the quarry works next the Qu- en's, are so long delayed ? The corporation cannot give one moment's reflection on the imminent danger which might result from delay, or they would act more promptly and more energetically. The preparation for this needful work has been substantially set out by the corporate surveyor his plans have been per- fected and approved, and yet the corporation shelve the matter by deputing one of their body to take the initiative. Thus the work is deferred from time to time, and, upon enquiry, to abuse the attorney is the only defence. With this digression, I would urge that the roads and pathways of the town should for once be welt done, by scraping off layer upon layer of accumrnulated mud, and by macadamizing the streets with good sound broken stones, instead of depositing more sea gravel. This once so done would save much after expense, and would certainly save the annoying, hut tru- hful complaints of your many correspondents of extreme dereliction of duty on the part of the town commssioners, who, with few exceptions, adopt the cheap and nasty system, to the great loss of the funds, as well as the reputa- tion of the town. As a large rate-payer, I do not hesitate to say that these half-measures are a wasteful expenditure of the improvement rate and the sooner the town streets are placed under the surveillance of a com- petent pains-taking officer, so soon will the stigma now attached to the commission be on the road to- wards improvement. Unless this be done, the com- ing season will find the town in a worse plight than the last. The crust of the road is now hardened by frost; the thaw Vill make it one mass of batter; the round stones for many inches deep are without a firm bed; the traffic will cause these stones to twist; the snow water will then penetrate and fill the vacuum until the growing traffic on so soft and unsteady a foundation will make the entire bed a slouch of mud and filth.
