SHIP NEWS. The barque Economist, Smith, left Quebec for Newport on the 5th instant. Loss OF THE PRINCE REGENT.—This vessel, which sailed from our port last week, after undergoing a thorough repair, we regret to hear, went asbore in Tramore Bay, on the night of Sunday last, and is likely to become a total wreck. During the severe storm on Thursday night, the 20th instant, as one of the Severn pilots was returning from Kingroad to the Old Passage, his boat was upset in a squall; but he was fortu- nately picked up by a trading vessel. The latter would, proba- bly, have been lost, but for the pilot whom they had just saved from the waves, whose unexpected help materially assisted in getting the vessel into harbour. The pilot boat was one of the first class, intended to have contested the prizes at the ensuing Beacbley regatta. The storm was very violent in Chepstow, but no damage of any consequence was sustained.

CORING EXPLOIT.—The schooner Emnlous, of Penzance-, Capt. Strotff, arrived at that port last week from Plymouth, witht no person on boatd but the master, the crew having left her oni account of her being leaky. Captain Strout says that he was. obliged to heave-to three times, to pump. HEAVY FINE ON A FRRNCH VESSEL.—The Gratitude cutter was run down last month below Gravesend by the Castor, m French steam-vessel. A man named Marcus Bock, a member of the Jenisfi persuasion, and of Dutch extraction, was lost oro that occasion. A botfy was picked up at the commencement o4' the present month at East Tilbury, and was taken ashore on the? Essex side of the river, where an inquest was held upon it, and ífíHe being no evidence as to who the deceased was, or how lie came info the water, a verdict of Found Drowned" was re- turned. It was however afterwards ascertained by the owner of the Gratitude, that the deceased was the run who was drowned when the vessel was run down. Another inqa>e»t was. last week held on the body, when tbe jury, after a short delibe- ration, returned a verdict of "Accidental Death, with a deodand of £ 500. on the Castor steam-ship," as a salutary caution to the conddc'ffrs of steam-vessels, and that they woald take care how they navigated snch large bodies in a river like the Thames. On Wednesday se'fmight, the import duty of 6s. 8d. per qr. was paid upon no less than 180,000 quarters of foreign wheat bonded in London, leaving only about 20,000 quarters still in bond, belonging to parties who imagine the duty will fall to Is. again before the next harvest. In the outports the quantity IT- ing in bond was also large. VERA CRUZ.—It is rumoured that the custom house at Vera Cruz has been consumed by fire, and that property vatued at £ 60,000. sterling was destroyed. A French house is supposed to have suffered more severely than any other in the city.

HOUSE OF LORDS.—MONDAY, JUNE 24. The Duke of Rutland presented a petition from Northampton, in favour of an uniform Penny Postage fate. Viscount Melbourne presented three petitions (but we did not hear from whom) against the Beer Act, (in part) Repeal Bill. Lord Brougham postponed his notice for moving the second reading of his Education Bill from Monday next to Tuesday next (2nd July). BILLS OF EXCHANGE BILL. The Marquess of Lansdoicne, in moving the committal of this Bill, stated that the object of it was to render perpetual the temporary act which repealed a portion of the usury laws, and permitted a higher rate of interest than five per cent. upon the discount of bills.—The House then went into Committee on the Bill; when, after a short discussion, The Duke of Wellington moved a clause to the effect that the operation of the Bill should be limited to the year 1842. The House having divided, the amendment was carried by a majority of 17.—The Bill went through a Committee, and the House resumed. TUESDAY, JUNE 25. PENNY POSTAGE.—Viscount Melbourne, in answer to a ques. tion by the Earl of Radnor, stated that it was the intention of the Government to carry out the plan of a Penny Postage with as little delay as possible. FURTHER REFORM. Earl StanJwpe presented several petitions, prayin" for Uni- versal Suffrage, Annual Parliaments, Vote by Ballot, and the other measures of extreme reform demanded by the Radical and took occasion to address the house at great length on the subject of further reform. With respect to the Suffrage, he thought it should not be enjoyed collectively by the people but by classes, and each class should have its representatives! The Ballot could only be beneficial with the largest extension of the suffrage. As to the property qualification, many of those who were chosen under it at present were inefficient; and if there were no qualificatIon-If the people should choose impro- per represenlatives,-the. hlame, as well as the injury, would be their own. As to paying members, it would be well enough if it were left to members to accept or refuse pay, as they pleased. Annual Parhaments he considered an absurdity. The country never could have peace or prosperity as long as the free-trade system continued or as long as they persevered in the Currency Bill of 1819. He concluded by warning the house of the tremendous revolution which was at their door but which might be averted, at even this twelfth hour, by the adop- tion of prudent measures. J r Lord Brougham followed, and entered into a vindication of the Reform Bill of 1832, but repudiated the idea of finality. Viscount Melbourne did not approve of discussions such as the present, which were mere exhibitions of oratory-occasions for declamation. He did not think the demands contained in the petitions were generally favoured even by the labouring clas- ses, and nothing afforded him more astonishment than the good sense of the country holding out against the flood of contagion which assailed it, and so little impression made upon it. His Lordship then proceeded, seriatim, to discuss the several de. .mands contained in the petitions, and opposed them all. The Duke of Wellington and other noble lords spoke, after which the house adjourned till Thursday.
