Dodson, M.P., fur bringing to a successful issue the Employers' L'abitity Bill. Another motion was adopted, cautioning the members of the society against contracting away the protec- tion afforded them in respect of insurance by Mr Dodson's Act. It was further decked that the number of hours usually worked by railway servants was excessive, and that the special and united attention of the employes should be called to the subject, with the view of remedy. The dinner took place in the evening. The monthly meeting of the Bhondda district of miners was held on Monday at Hopkins Town, Pontypridd, Mr Abraham presiding. The question of timbering by deputies, as is the rule in the North of England, was the principal subject under i discussion, and resulted in the adoption ot the following resolution That this 1) n meetmg is of opinion that introducing the Northern system of timbering by deputies into the South Wales coal mines will not diminish the number of accidents in the same, but would tend rather to increase them and would strongly recommend that none but thoroughly competent men should be put in charge of all working places in the collieries, be heving that this would be the only enect- ual means of lessening the number of acci- dents from falls of roof that are so numer- ous in;this district." Several battalions will, however, be available at the end of the year. The notices at North Gawber Collieries, Barnsley, expired yesterday, and the men, numbering 600, have brought out their tools. They struck against a reduction. Yesterday afternoon, in the presence of a large concourse of spectators, the Czar's yacht Livadia left the shipbuilding yard, Glasgow, Admiral Popoff and Mr Pearce, the builder, being on board. The public were excluded. Sir H. Bessemer was yesterday presented with the Freedom of the City of London in a gold casket. WORKING PEOPLE AND CHURCH ATTENDANCE. THE address delivered by the R;Jv. S. Row- LAND-JoNES, Vicar of Glyntaff; at a ruri- decanal meeting held at Ystrad last Tuesday, dwelt upon a subject which has pressed sorely upon the ministers of all denominations for a long time. "How best to secure the at- tendance of our working peculation on the ministration of the Church" was his theme, and from a clerical and Christian point of view it is a very important one. It is of more importance in England, how- ever, than in Wa!es. The work- ing people in Wales may not be present in great force at the religious tAe ..l1al& R J1fW¡ that they are to be found in very large numbers in the various places of worshiD throughout the Principality. In England it is otherwise. It is a wiclelv-acknowled(;-ed fact that in England an enormous per centage of working people attend no place of worship at aH, and many overtures have been made within the last twenty years to prevail upon them to come "within the fold." We Lave ourselves never felt satisned that this question has been thoroughly handled. It is a well-known fact that working people are the majority of the population, and, therefore, if they were to absent, themselves from Sunday ordinances in the same proportion as trades- men and aristocrats, the absentees would necessarily form a great multitude. Can any- one tell us in what proportion the nobUity and the aristocracy attend a place of wor- ship ? It is usHaIIy taken for granted that persons of quality need no looking after. The city missionary is never to be seen at their doors. The tract-distribu- tor ta..e3 for granted that a word in season would always be out of season where they are concerned. It seems to be generally admitted that to meddle with their spiritual affairs would be personalty offensive, but that there can be nothing offensive in accosting a working. man, and putting very delicate questions to him. Here we meet, at the very outset, with a distinction which working people are not so blind as not to recognise and even resent. It is but natural for a worl.:ing man to consider his religious beliefs and opinions and his moral and social life to be as much his own and as sacred as those of a peer or a prince. Working people would not resent this interference to any o-reat extent if ministers, %missionaries, and others made a point of putting all ranks on 1. perfect equality in their dealing with them, but it is not reasonable to expect them to mbnut to be treated in an exceptionally is it they were not t; of like passions with )ther men, and as sensitive as their richer "'L. 'I. Ut:It;l1UOurs. The minister or missionary who has not the courage to waylay and question or exhort a nobleman or a man occupying a high social position, has no right to tackle" a working man. Of course we make allowance for un- ] educated ministers and Christian teachers. Such men may shrink from ad. dressing a person in a high position, not from want of courage, but because he feels himself incompetent. Even this, however would not have weighed with an apostle. There is no dimculty in persuading working people to attend political meetings, and for that reason some are of opinion that such persons are more deeply interested in politi- cal than in religious questions. We are not quite so sure of that. It must be remem- bered that in political matters all men are treated alike and on the same level. It is not taken for granted that Lord BEACONSFIELD, being an illustrious personage, needs no looking after, no political tract or pamphlet. When a general election is approaching the canvasser b does not pass by the rich man's costly man- sion, and knock only at the door of the humble cottager. Far from tbis-all social distinctions are set aside, and rich and poor are subjected to the san:e delicate or indeli- cate supervision. Then, again, there is another point to be considered. Mr JoHN BRIGHT was severely censured not long aco for an observation made in the House of Commons which undoubtedly contains an enormous amount of truth. He stated that working men as a rule pro- fessed as much Christianity as the upper classes practised. It was to be expected that such a remark would create a storm of indignation, but we believe the offence, if there was any, consisted in making the statement, in speaking it out, instead of merely believing and thinking it. We will not take it upon ourselves to judge others so far as to say that the upper classes carry most of their Christianity on their tongues and ceremonies; but we utterly refnse to admit that, ao far as sound religious practice goes, working men are worse than the upper classes. Men who are religious on Sundays only, have not much to he proud of; and ministers and other workers in the Church will 6nd the attitude of the working classes materially altered when regular Church-goers display as much real Christianity on Mondays as they do on Sundays. It would be well also if religious reformers would bear in mind that working people can never reliah being spoken to on Sundays as "brethren" and "sisters," and even "dearly beloved brethren," by persona who would think it an act of great condescension to take any notice, not to say friendly notice, of them on a week day. A brother in a fustian jacket cannot relish being passed by as if he were an unclean beast.

SHORT AND EASY METHOD WITH DISSENTERS. How to win Dissentera back to the Church is a question, which has had some new light thrown upon it. A rev. gentleman has made a discovery, and he believes that if he can only persuade others to adopt it he is sure to succeed. This gentleman is no other than the Vicar of Glyntaff, to whoso address at a ruri-decanal meeting we have referred else- where. He has, it must be admitted, thrown very hard missil-ea at the heads of those whom he is anxious to reclaim as lost sheep, -but he hits all round. He comes dow-ii with no gentle hand upon his own clerical brethren. H lie denounces the self-sumciency and spiritual pride of RiCHARD BAXTER, he does not forget the vices of the modern vicar and curate. He thinks that a good deal of blame is attibut- able to both parties. Nonconformists have, of course, been at fault, but as a set-off against their misdeeds, he reminds us of clergymen who think of nothing but pleasure and frivolity, dinner parties and picnic parties, and lawn-tennis parties." This is a grave indictment. H&d we accused the clergy of such delinquencies, we should never have heard the end of it. And yet this is not the worst of it. The vicar tells us of clergymen whoso voices ring out "Y louder than any other" in every gay party and fast company, of drinking and guzzling." Shocking shocking we exclaim; if it be true. We cannot refuse, however, to coincide with the vicar's obser- vation that to have the parson's name bandied about and made a. butt of for the coarse jokes and jests of the irreligious, is c Idegradin,, to his omce.ruinous to his useful- ness, and a disgrace to his profession." We leave the accused to defend themselves, if they deem it wise to do so. What we are mainly concerned to notice ia the plan proposed for winning back those incorrigible Nonconformists who, according to the same authority, constantly make systematic and unprovoked attacks upon the citadel of the Church. We should like very much to kno'.v what the Rev. S. R. JoNES means by the "Citadel of the Church." So far as we can understand, Nonconformists wish well to the Church, but object to ita connection with the State. Is this connec- tion the citadel ? If so, we regret very much to hear it. However, the rev. gentleman is displeased with those who try to lecture or entice Nonconformists back to tlie fold. He proposes silence as a new and effective weapon. He is of opinion that if b'shops and other Church dignitaries would simply leave them alone, they would all find their way buck. Tl is certainly not complimen- tary to the shepherds of the Church. One would imagine that if they were true shep- herds the sheep would know their voices and folrbw them. We have been told that it is the voice of the hireUng and the baying of the wolf that terrify the sheep and cause them to See but, of course, if the hireling and the wolf maintain perfect silence, the giieei,) may mistake the one for its not, at the same time, offer any objection to the experiment. The rev. gentleman is of opinion that his plan will have the effect of realising the happy issue recorded in a few lines which lie quoted, but not from Hymns Ancient and Modern," so that by leaving them alone they will come home, and carry their tails behind them." This is his way of mentioning Dissenters while proposing to treat them with courtesy and respect." What their -tails are, we are allowed to conjecture, but we may assure the Vicar that if genuine Dissenters have tails they will always carry them behind them. They will not all turn tail by going to Carmarthen College to be educated as Dissenters, and then turn tail by going into the National Church. True, he may, in making that notable change himself, have come home but we have never heard of anything or anybody having been carried behind him on that occasion. His tail, if he had one, must have declined to follow.

SWANSEA SCHOOL BOARD. THE TRUANT SCHOOL. *'A monthly meeting of this body was held at the Guildha;! on Wednesday, Mr YV. F. Richarda presidh)?. There were also preaent—Mrs Higgin. son, the Revs. W. Williams, W. B. Williams. Dr. Davies, Bishop, Rosser, Naysmith, and Martin.—Mr Cole, the local inspector of schooht, reported that out of 37 examinations of pupil teachers, four of them obtained nrst-claM and 20 second-class certificates, whilst 13 were un- classed. This was far from satisfactory.—In con- nection with the report of the schools manage- ment committee, the Rev. W. Williams complained of the manner in which teachers were appcmted, saying that the ttppointmentd were virtually made by the school management committee, and not ? by the board. The committee recommended one person only, aud the board had nothing to do but appoint him :.or her. He (Mr WiHiaujs) would like to see three natnes submitted for considera- tion.—Dr. Davies expressed a similar view, and Mr Bishop, who moved the adoption ef the report, signified his willingness to tali in with the saggesticn on future occasions.—Mr Naysmith, in moving the adoption of the report of the schools' building committee, said that since the board entered into an arrangement with the Corporation for an exchange of aites on the Dyvetty nelJ. the latter had beeu compelled to give up some por- tion of their scheme, and it seemed probable that tLey would not make <t road up to the neld as anticipated. Therefore the Corporation wanted the Board to build on one side, so that at eome future time a road might be made. This, how. ever, would put the Board to considerable expense in purchasing gardens facing upon the neld; and the commit-tee, therefore, recommended, that in the event of the Corporaticn insisting upon thia new arrangement, the School Board should return to their original intention of building at the bottom of the Seld. The report was seconded by Dr. Davies and adopted.—The special committee on truant schools recommended the purchase of Bonymaen House, and an acre of ground situated near Cwm, subject to the permission of the Homo Secretary being given to the erection thereon, of a truant school. It appeared that the house and grouuds beong to the Earl of Jersey and that his lordship is willing to dispose of them for k3CO. It is proposed to provide accommoda. tion for 20 children. Clause 1 was considered to be dealt with by the surveyor's report, which was ordered to be sec!; to the Commissioners. Clause 3 required the Governors to consent to an alteration of the scheme, by substituting the aum of E250 Ver annum for the present payment by average attendance and passes i standards, which at the present time is very low, but which in the future may largely increase. The Governors, after a long discussion, resolveJ to resist to the utmost the proposedc}¡an(;e, :'nel upon putting the resolution to the meeting sit voted for itaud one (Mr Cope) against. The Rev. Mr Archer declined to vote upon the question upoa the ground that he did not approve of it'* j wording and tone. During the discussion upon this subject 1'1 it was contended by Mr Cope that tb< consequences of the defiant attitude of tl< governors in compelling the Commissioners M dr.?ft a. now scheme, which would require to M submitted to the Committee of Council of Edn* cation, and receive the Royal assent, would pro* bably recoil upon themselves, as it was extremely probable that, in the event of their being com- polled to adopt this course, they might Sad othe< clauses in the scheme which woulu. also require con-iderablo amendment, and that, among othef matters, the constitution of the governing body have to be considered. He further pointed out thut the first consequence of this Act "ould be to imperil the Government grant, as it wa< quite clear that the Education Department and the Charity Uommissionerswere conjointly dea'ing with this 35th clause. Mr Cope also asserted that his reason for disapproving of the action of the Kovetnora 'as the wretched quality of the educa- t:on now afforded the inhabitants of Caerleon, the result of the last examination of the Govern* ment Inspector phoning the emciency of the school to be upwards of 20 per cent below the average of England and Wales, and 50 per cent below a good elementary school, as shown by the Government grant. Clause 3 w.is disposed of by the foregoing re* solution. Clause 4 (ireiv the attention of the governors to their disregard of several clauses in the scheme, thereby cami!Jg a probable loss to the charity, and also pointing out their personal liability in the event of any loss. Mr Cope strongly objected to this grant of m09 to the vicar. The Clerk stated that the grant could be made by the Governors without consulting the Commissioners. SHOCKING ACCIDENT NEAR LEEDS. On Wednesday afternoon a shocking accident occurred on the railway at Newlay, near Leeds. Some workmen were employed fixing new tele* graph wires, and three others were engaged m carrying wires across the railway bridge which spans the/river close to the station, when a train was observed approaching. Aa though panit stricken they were observed to throw the wire* over the bridge into the river, and rush acroaa the lines. Two succeeded in clearing them before the train came up. but the third was struck by the engine and killed, his head being cut open, and one of his legs severed in two.
