THE ANNUAL MUNICIPAL STRUGGLE. Not in the whole annals of local muni- cipal conflicts have we witnessed such a quiet encounter as the present District Council Election in Aberdare. The only contested ward is the Gadlys or No. 2 Ward, where the old member, Mr. James H. James, is opposed by Mr. W. Harper, the nominee of the Aberdare Trades and Labour Council. This will doubtless prove to be a close fight, and neither can- didate is likely to register a very large majority over his opponent. But al- though the conflict is keen it is not as yet attendant with great excitement. Moun- tain Ash beats Aberdare. this time in electioneering enthusiasm. There will be two figlits at Mountain Ash. In the Dar- renlas Ward, Mr. W. Da vies, the old member an-d a Labourite, will be opposed by Mr. Gwilym Jones, solicitor. In the Duffryn Ward Mr. W. S. Davies retires. and there is a struggle for his seat hc- tween Mr. David Williams, the Labour Candidate, and Mr. Gwilym A. Evan", J.P. As may be gleaned from our corres- pondence columns the battle rages fur- iously at the Mount. In both contests the Labour issue seems to be predomin- ant. The same may be said of the single contest in Aberdare. Year by year muni- cipal elections are resolving themselves more and more into economic encounters between the forces of Labour and Cani- t&lism.

MINERS & JUDGEi BRYN ROBERTS- Our readers well remember that a few weeks ago the miners of Aberdare passed a very strong resolution protesting against the attitude of his Honour Judge Bryn Roberts towards compensation cases which came within his jurisdiction. It is worthy of note that last week, almost simultaneously, two events occurred which have a very important bearing OIL the action of the Aberdare miners. The Master of the Rolls and Lords Justices Moulton and Farwell had before them on Thursday. the appeal of a workman named Matthews from a refusal of Judge Bryn Roberts at Merthyr Tydfil to con- tinue payment of compensation under an order which had been made in his, favour. Judge Roberts had given judg- ment terminating the compensation on the ground that the man was quite able to do the work offered to. him. Now both Lord Justice Moulton and the Master of the Rolls said there was not a particle of evidence to show that the man was able to do the work which was offered to him, and to justify the learned judge in arriving at the conclusion which he did. The appeal was allowed with costs both in this court and in the court below. The other event occurred on the previous day. We read that at the Conference of the Miners Federation in Cardiff the ad- ministration of the Compensation Act by Judge Bryn Roberts was the subject of a long discussion, and that eventually Mr. Stanton succeeded in carrying through the resolution of protest which had been passed at the Aberdare meeting. These two events respectively force us into the two following conclusions: —(1) That in the judicial world men of eminence and authority agree in disagreeing with the decisions of Judge Bryn Roberts. (2) That the dissatisfaction with Judge Bryn Roberts' administration of the Compen- sation Act is not in essence a parochial agitation limited to one leader and a few unsuccessful litigants residing in the Aberdare district. It is evident that to a certain extent legal and lav opinion coin- cide with regard to. Judge Roberts' atti- tude in compensation cases.
National Union of Clerks.
National Union of Clerks. The monthly meeting of the Merthyr and District Branch, was held on Thursday last at Ollin's Central Restaurant, the president in the chair. A member was added to the Executive Committee, and the secretary appointed a- the Branch Delegate to the Bristol Conference in May. It was decided to arrange an outing to Gilwern,on Whit-Monday. As two of the members of this Branch are at present out of employment, the sec. was instructed to communicate with Mr E. C. Reed, South Wales Organizer, with a view to forming an Out-of-Employment Register for South Wales. The official organ of the Union, The Clerk," has now been introduced into the Merthyr Y.M.C.A. Aberdarian's Death in ¡America.
Aberdarian's Death in America. The current issue of" Y Drych" an- nounces the death of the Rev. Thomas Jenkins, D.D., of Madison, New York, in his 81st year. Dr. Jenkens was a, native of Aberdare, and he became a minister with the Wesleyans. In 1850 serious differences in that body led to the formation of the Wesleyan Reformers, and in the Aberdare and Merthyr districts most of the Churches so formed ultimately joined the Independ- ents. Mr Jenkins, having thrown in his lot with the Reformers, was selected the first minister of Salem Congregational Church, Merthyr, which had belonged to tbe Wesleyan Reformers. In 1864 he emigrated to the United States.

Glamorgan Assizes. ACCOUNTANT'S FORGERY. John Clarke (36), accountant, pleaded guilty to forging and altering cheques for £ 35, £ 16 9s 6d, £ 2 10s, andX3 5s, drawn by the Hibernian Band Musical Institute, Mountain Ash.—Mr Ivor Bowen, instructed by Mr Gwilym Jones, said accused was the secretary of the Hibernian Institute, and he bad control of all the books since 1905. In January last he confessed to the com- mittee of management to defalcations amounting to £ 204. Mr Hugh Jones, instructed by Mr S. Shipton, for the de- fence, referred to the prisoner's previous good character, and said be was tempted to +h.r-r"o.] L- tibiae uttuus uy losses at a refreshment house he acquired at Caerphilly. He always hoped to replace the money.— Prisoner was sentenced to 18 months' hard labour. A MOTHER'S NEGLECT. Elizabeth Ann Howells (30), of Miskin was summoned at the • instance of John Thomas (inspector of the N.S. P.O.C.) for neglecting her three hildred, aged eleven, nine and lour years, in such a manner as to cause unnecessary suffering. Mr Lovat- Fraser (instructed by Mr W. Thomas, Aberdare) appeared for the prosecution; Mr Hugh Jones (instructed by Mr Samuel Shipton) defended. Though once in a re- spectable position as a school teacher, P" isoner, it was alleged, is now of drunken ha,bits, and neglects her home and children. The husband who is an assistant repairer said that owing to his wife's conduct he had ceased his contributions. The jury re- turned verdict of guilty, and asked the judge to censure the husband for the con- dition of home.—The case was held over* for a day in the hope thut prisoner would consent to enter some suitable home, but this turned out a vain hope. In view of this refusal his Lordsuip had no other alternative but to deal with the woman in the ordinary way. She had, he remarked been in prison sincr- February 11, and he sentenced her to a further term of 1 month.
