The present outfall answers satisfactorily, and my feu-s are that if it was exten- ded the cost would be enormous, and the danger to the boach would be increased, instead of being re- duced. However I await the completion of the tidal observations before forming a final decision on the latter point. Should it be clearly demonstrated to me that an improvement at a reasonable cost can be achieved I shall be prepared to give it my serious consideration. As regards a Summer Baud I am in favour of the Commissioners providing one under their own entire control; and to give a small subsidy out of the rates on certain judicious conditions. ELECTION OF COMMISSIONERS. tl ON Thursday next the ratepayers of Rhyl will again be callcd upon to elect seven gentlemen to represent them on Clio lioard of Improvement Commissioners, in the room of the seven who are retiring by rotation. Tbeseare: Messrs Wm. Y/illiams,* builder; J. Roberts,* Queen-street Joseph Williams,* Alexandra Hotel John Frimston, draper; Llewelyn Lloyd,* J.P.; R. D. Roberts,* auctioneer; and H. J. B. Lawrence,* Royal Hotel. Those after whose names an asterisk is placed seek re-election, and the aldress-s of the majority of them will be found in our j present issue. We regret very much that Mr Frimston has decided not to come forward again. Several new candidates have been nominated. At the time of writing the list of probable candidates numbered fifteen but two or three of them were, we hear, norni nated without their consent, and have with- drawn others may follow suit before the time for withdrawing expires. Nevertheless, a contest appears now inevitable; and it is important that the ratepayers should well consider the merits of those who seek their suffrages. With regard to the retiring Com- missioners opportunities have been afforded to judge of their qualifications and of their zeal in the performance of their duties during the time they have been in office. The return issued annually by the Town Cierk, shewing the attcndauce of members at the meetings of the Board and Committees during the preceding twelve months, is a very usoful and interesting document; and can betaken, as a rule, as a fair index to the interest they take in their work after being elected. From the return before us of the attendances from March 25th, 1887, to March 25th, 1888. we find that each of the retiring members this year have a satisfactory record. Mr Lawrence heads the list with 22 attendances out of a possible 26 Mr Joseph Williams attended 93 out of. a possible 122; Mr Lloyd 94 oat of a possible 132; Mr R. D. Roberts 31 out of a possible 52; Mr Wm. Williams 91 out of a possible 129 aud Mr John Roberts 39 out of a possible 50. When we remember that the majority of the gentlemen named have private business which, of course, demands I their time and attention, all must admit that there is no reasonable cause of complaint against either of them on the score of non- attendance. But there are other consider- ations which ought to weigh with the rate- I payers. Mr William Williams has beeu it member of tho Board for t.velve years. During that time several matters of importance hive beeu before the Board; aud on one or two wide differences of opinion have prevailed among the outside public. On all these questions Mr Vviiiiams has brought to bear the valuable qualities of a keen intelligence, a varied experience, an independent judgment, and unflinching courage. Notably has he shewn these qualities during the more recent dis- cussions re the sower outfall. Boldly—though at all times open to conviction — has he defended the town, aud especially its renowned fc-i re, against the damaging aspersions thrown upon it and the special report submitted by tho Medical Officer of Health to the monthly meeting of the Board on Tuesday—and a more important and valuable document the Board had nut had presented to it for many years— proves that Mr Williams was right. This question, we have reason to believe, will be a great factor in deciding the result of the coming election. The strong and stirring speech of the Medical Officer at Tuesday's meeting was at once a complete and eloquent answer to the gratuitous insinuations aud statements calculated to damage the fair fame of our town, and it will doubtless decide the j votes of hundreds. Mr Wiiliams deserves special sympathy and support in the present contest, inasmuch as, owing to the death of a near relative, he will be debarred from taking I an active personal part In the contest. We have no doubt his friends, and the friends of tho town, will be stirred by this to greater activity and energy in his behalf. Mr Llewelyn Lloyd during his three years of service can claim to have taken the ini- tiative in, and of having given his warm and able support to, several improvements of im- portance to the town; and Vale Road in particular. He is popularly styled the member for Yale Road," and he has issued a special address to his constituents in that part ot the town. Vale Road is in many respects a viry important thoroughfare-it is the principal entrance into the town, by road, and it is highly necessary that from sanitary and other points of view it should be carefully looked after. We have no doubt of Mr Lloyd's election, Mr Joseph Williams is one of the heaviest ratepayers in the town. He is not blessed with the same gift of the gab as some of his colleagues but he is a shrewd man of business; and always votes right. We have no hesitation but that he will this year occupy a similar position on the poll as he did on former occasions. Mr Lawrence has been a hard working member during his term of office, and much can bo expected from him if returned again. He will be influentially supported, and will, no doubt,be one of the elected. Mr H. D. Roberts is one of the most widely- known of the retiring members but opinions differ greatly as to the value of the service he has rendered. As a large ratepayer and pro- perty-owner be has a claim for consideration, and his views on the band question will gain him mnch support. Of the fresh candidates we may moke special mention of Major Penn and Mr J. H. Eliis. The former has served the town in the sajQe capacity before, and was for three years chairman of the Board. We are pleased to find him again returning into public life. Mr J. H. Ellis is a rising young tradesman in th9 town, and takes an intelligent interest in its affairs. The tradespeople will do well to support him. Posaibiy then something may be done towards getting a readjustment of tho present anomalous railway rates. We hope no foolish sentiment will militate against his return. We wish him success.
