HOW TO CATCH SPENCER BALFOUR* A PLOT FOB HIS ABDUCTION. I am informed (writes a correspondent of the Pull Mull Gazette), on authority which I can place the most implicit reliance, that it was determined to complete a plan whereby the runaway Jabez Spencer Balfour would be brought within the ii fluence of the British authorities. The most minute precautions will be taken to avoid failure, find these I have been unable to procure.
