WEDNESDAY.—Four o'Chck. TluMoorts have been for sometime afloat respecting changes in the arrangement of the existing Adniinistralion. We have copied the following as the most prevalent report of the appropriation of officeil, without Vouching for the truth thereof:- Lord E, liloji to resign the Great Seal; and become Pre.ideut of the council in the place of Lord Cainden, or Speaker of the House of lords; Mr. PerceYalto be I he new Lord Chan- cellor } Lord Wellesley First Lord of* the Treasury; Mr. Canning to resume the Seals of the Foreign Depart meHt; and Mr. lluskissou to be Chancellor of the Exchequer." Among other proposed enqnirit's in Parlia- nvent, it would be extraordinary were not an iuvestigation to be instituted into the causes of the almost entire disappearance of specie from circnlatiou. This is a subject, of the highest importance lo the guardians of the public purse. It is believed tli,,t-t gold coin has lately been drawn into France by vessels coming with grain and other commo- dities, which have refused to take colonial produce or British manufactures in rel urn, de- clining all payment otherwise than by specie. We are happy to learn,tltat notwithstanding the burning of the Storehouses at Isle Bour-, bon, ill which the greater part of the cargoes of the Captured British ships, was laid up, that island is likely to prove a most valuable, prize to the land and sea forces to which it surren- dered. It is said that letters receiveil at the Admiralty, from admiral Bertie, Commander in Chief uf-his Majesty's ships and vessels on the Cape station, announce the arrival of treasure at that place from Isle Bourbon, to the amount of three, miillions, and a half of dollars, supposed to have been realized al- together by the sale of British captured ships and property, to the Americans who frequent- ed the ishuift, and the Isle of Fiance, for the purpose of making purchases. Judging from this fact, the capture of the Isle of Frauce niay be louktid forward ,to as a perfect mine of wealth. 5 A Portuguese paper contains a long instru- ment in the name of Pope Pius VII. giving n detaifcdàCCollllt of the proceedings of the French in the papal territory, and entitled— Apostolical Letters iu the form of a Brief," by which the authors, executors, and abet- tors of the usurpation of the State of Rome, and other States appertaining to the Holy See, are declared excommunicated.

On Tuesday last Capt.j. Matthews of Wrex- ham arrived at his native place, fo the great joy of his family and fellow townsmen; after all absence of nearly 'seven' vears. The mercliaivts, in a variety of conferences, with Biionaparle's ministers, have represented the absolute iiiefficacy of his cele- brated Berlin and Milan decrees, ,hich, while they were intended to effect the ruio of the commerce of Great Britain, have had a direct contrary tendency, by causing the totat anni- hilation of their own. A report is prevalent that this bill has been enforced against Mr- Jackson in. deed it can be considered in no other light, than as obviously directed against the British minister, we should therefore be not in .the least surprised if this report proved corroct A most lamentable iinancia) report has been presented to Congress by Mr. Gallatin, Secre- tary to the Treasury; by this document, il appears, that a vast defalcation in the revenue has taken place in the tast two years, amount- ing to nearly sixteen million of dot- lars; a loan has therefore become necessary to defray the èxpenccs of their peace estab- lishment of course, in clIscof war, loaus to much greater extent will be required. With such facts before their eyes, how they can prate about a war with Great Britaia is astonishing. ,17
