A NEW YEAR'S MESSAGE. Mr. Lloyd George has given the nation a ringing New Year message. He speaks with con. as to the future, recalls with pride what has already been achieved, and then goes on to emphasize the importance of thrift and economy in every department of life. This is no doubt the supreme need of the time, and it is the urgent duty of every citizen to come forward with every available penny, to the assistance of the State. Instead of floating a new Loan, the Government have decided to provide the necessary sinews of war by the issue of National War Bonds. These are being brought within the reach of the humblest investor and it is hoped to secure by this means a sum of twenty-five millions weekly. Llanelly has already done well in this direction, but a continued effort is called for, not only in Llanelly but all ,over the country. Our magnificent soldiers and sailors are doing their duty nobly. Let us at home emulate their splendid example by placing our all at the disposal of the State. FACILITIES FOR THE SMALL 1 INVESTOR. It is announced that on and after Mon- day next a new form of National War Bond for £ 5 only will be on sale at all banks. The bonds will be called Nomina- tive Bonds, and wll be more easy to pur- chase than any other bond. The purchase will be quite as simple as in the case of a postal order. There will be no applica- tion form to fill up. The purchaser will be able to go to any bank, pay £ 5, and take the bond away with him. The bonds will bear interest at 5 per cent., and will be redeemed in 1927 at the same premium as the National War Bonds-namely 5 per cent. The bond will be a bearer document until it has been registered by the purchaser. It will begin to earn in- terest from the date of purchase, but in order to receive the 'dividends tke pur- chaser will have to register the bond in his or her name by sending to the Post- Office a registration slip, which is at- tached to the bond. War Savings Asso- ciations will be able to sell the bonds just -is they sell certificates, and it will be possible for firms to purchase the new 85 bonds for the purpose of selling them to their employe 3, customers, and otlwrs. These new bonc^ will not be sold at the local post offic s, but arrangeaenta ru-a being maØ-e for their sale at many other places besides offices and banks. OUR GREAT TASK FOR 191d. Mr. G. A. Barnes, the Labour member of the War Cabinet, has issued a stirring call to the workers for their continued support in the prosecution of the war for democracy. He says very truly that democracy is in the crucible, and if the war is lost by the Allies the cause of democracy will be eclipsed for generations to come. The weak link in our chain at present is Russia. At present she is naked to her enemies, and has been made to appear faithless to her friends. Ger- many under specious pleas is likely to occupy permanently part of her territory, and that is a menace to the future peace of the ^pfcLd. We may hare Riga and the Baltiè provinces, instead of Alsace and Lorraine, as disturbing elements in future affairs. It is to be hoped, how- ever, that Russia may be able yet to stand up against those unscrupulous people, in whose hands she is at present but as clay in the hands of the potter. At all events, our path is clear; we have to see to the restoration and reparation of Belgium and the small countries. We have to get security against future war, by a League of Nations which will have to exercise economic or material forces against any future aggressor. That is the great task for 1918. A NEW SOCIAL ORDER. I An ambitious programme of re-con- struction after the war has been drafted for the acceptance of the Labour Party. Disdaining half-measures and "patch- work," a wholesale transformation of the present social order is recommended having for its four pillsrs—•enf«r*x',m^n^ of a national minimum, democratic co.n" trol of industry, revolution in nationaF finance, and surplus wealth the com- mon good. With regard to the minimum, this is to be fixed at not loss than 30s. a week, and with the view of avert- ing unemployment, great schemes of housing, new roads, light railways, re- clamation of land, etc., are advocated. It is further stipulated that the school-leav- ing age should be increased to 16, to shorten the hours of labour of all young persons, to increase the number of bur- saries and scholarship and to bring about a 48 hours week for all adult labour. The Labour Party sees the key to temperance reform in taking the manufacture and retail of alcoholic drink out of the hands of those who find profit in the utmost possible consumption. Localities should have conferred upon them facilities to prohibit the sale of liquor, and to reduce the number of licenses. A special capital levy is suggested to pay off a very sub- stantial part of the National Debt. These are some of the proposals which are now being circulated to every Labour organ- ization throughout the country, and they will come up for discussion at a special conference in June. BURRY PORT GENEROSITY. With the advent of the new year, Burry Port and Pembroy are entering upon a new chapter of good work on behalf of local soldier and sailor boys." e ha ve nad frequent occasion to refer in this column to what the War Funds Committee have been able to do in the way of providing comforts for all the local lads. Thanks to the generous co-operation of the churches and chapels substantial amounts have been realized for this noble purpose. For instance, last month, nearly a hund- red parcels were despatched to the Eastern fronts, while, those serving in France received acceptable Xmas Boxes in the shape of Treasury notes. We are glad to find that in the present year the work of the committee will suffer no abatement. Already arrangements have been completed for a series of concerts to be held during the coming months, and in other ways, too, it is hoped to secure fresh funds so that the good work may he continued unimpaired. We congratu- late the committee on their enviable re- cord and can only once again express our regret that a similar organization does not exist in Llanelly. FOOD MORE VALUABLE THAN MONEY. This country has now entered upon a condition, of things whioh brings us face to face with the primary, fundamental truth that food is of more value than money. To waste food in order to make money is now a pernicious, and un- patriotic act. From the nation's point of view, to burn a JE1 note is nothing; to burn a crust is to burn part of the natiea's irrecoverable treasure. What is needed is the public acceptance and consciousness of this elementary fact. There has been great confusion in the minds of many people in the use of the word "economy." Hitherto economy has meant only econ- omy in money, and it is almost impossible now to divorce that meaning from it. Economy in foodstuffs should mean that food is handled with the most meticulous integrity and scientific care from the moment it is produced or comes into our country until the moment when it is eaten There should be no leakage and no waste, no spoiling and no deterioration. The ultimate value of food lies of course in its power of nourishment, and to handle food in such a manner as causes it to be less nourishing is a very terrible waste of the nation's treasure. No fraud or em- bezzlement of money- could be half as serious as the loss of food value-a loss which does not even enrich those respon- sible for it.
