WHY IS'NT WALES TOBY ? WHY isn't Wales Tory ? That is the question, that is agitating the minds of Tory, journalists,. parsons, squires, politicians, scholars,, and Mr.. JOHN LITTLEJOIINS, of Ferndalfe. In the Western Mail all these gentlemen have beenL giving vent to their views on the subject, and the conclusion they have come, to is that it is. because the Tories have taken the Church. of England under their wing. This is very true. Radicals have beea trying to convince the English people of the unpopularity of the Establishment in Wales for generations without avail. They have been treated with abuse and scorn, and contumely equally by great Church dignitaries and by the Tory Press for daring 11 9 to suggest such a thing. We hope that now the Radicals have been reinforced in this un- expected manner, we shall be- credited with having told nothing but the truth of the invidi- ous position the Church Establishment holds in Wales. Even the Western Maily the organ of the Church and Conservative party in Wales, has had to bear witness to the exceeding un- popularity of the English Church. It is a pity, however, its unpopularity was not discovered somewhat sooner. It is rather late in the day to talk about dropping Church De- fence from the Tory programme when a Government is practically in power which is pledged to carry Welsh Disestablishment, and which will redeem its pledge within a short time. It would be more to the purpose to inquire why the Church, which is still, and perhaps abidingly, popular in England, is unpopular in Wales. The answer is an easy and a simple one. It is because the Church of England in Wales is an alien institution. Its form of worship and its system of Church government are foreign to the soil. Wales could never take kindly to a Church whose bishops were appointed by an English officer of State, and whose clergy and observances were under the supervision of the alien See of Canterbury. There is nothing more surprising in this than there was in the fact that the Scots refused to accept bishops and Prayer-books from King CHARLES I, But if the Tories are unpopular in Wales be- cause they are the defenders of the Establish- ment, it does' not follow that they will cease to be so once the Church is disestablished. The Tory party will be unpopular in Wales as long as they oppose the national sentiment of Wales. In no part of the United Kingdom does there seem to us to be so little hope for the Tories as in Wales. Their leadeis are all anti-national- ists. In Scotland anl Ireland we find plenty of Tories who are ardent Nationalists indeed, it may be said with truth, that the founders and the inspirers of the Nationalist movement in those countries were Tories. The case is very different in Wales. The Tories of Wales, as a rule, speak a foreign tongue, they are unacquainted with the native literature,they wor- ship in an alien church, their mode of life and habit of thought are essentially English, They have been taught to regard all things Welsh either with indifference or with aversion. They have ridiculed Welsh institutions and Welsh senti- ment, and they have always done their best to make Wales an integral part of England, It is beside our present purpose to show wltat a low
