ANOTHER JOB; Why it is that Wales should be singled out as a victim by our great men when a ra^k piece of legal jobbery has to be perpetrated we have never been able to understand, unless it be that Wales has for many years borne such treatment uncomplainingly. But it is time to show these great men that a new spirit has arisen in Wales, and that if the Lord High Chancellor or one of. the minor legal lights wish to provide for a relation, or friend, or dependent, they must do so elsewhere than in Wales. In August of last year we drew attention to as rank a bit of legal jobbery as we had ever heard of. when Mr. ROBERT WOODFALI. was appointed Revising Barrister for West Car- marthenshire, Cardiganshire, and Pembroke- shire, simply and solely, we have no hesitation in saying, because lie happened to be a brother- in-law of the Lord Chancellor. In our issue of August 14th we protested most strongly against the appointment, but, unfortunately, public opinion was not sufficiently awakened on the subject, and Mr. Jus-riot LAWRENCE, who made the appointment, was let off very lightly. A few weeks after the Lord Chancellor was guilty of another outrageous job when he appointed Mr. CECIL BERESFORD, Lord Salis- bury. godson, to the County Court Judgeship of Mid-Wales. We are glad to think that, owing in some measure to the efforts of the South Wales Star, 'Mr. BBRF.SFORD'S appoint- ment did not pass unchallenged, and the deter- mined action of the Welsh members in the matter did away for ever, we trust, with the chance of the repetition of such a job. Our protest against Mr. WOODFALL'S appoint- ment was not supported by the Welsh members and other prominent Welshmen in the manner it should have been. The consequence has been that Mr. Justice MATTHEW has had the hardi- hood to repeat Mr. Justice LAWRENCE'S mistake. As the senior judge on circuit it became Mr. Jus- tice MATTIIEW S duty to appoint a successor to Sergeant PI LLING as Revising Barrister for the South Wales District. At one time it used to be the rule that a three years' standing at the Bar was sufficient to qualify for the post, but it was found that inexperienced young men, I generally some connection of the appointing judge, were invariably the fortunate recipients of such appointments. To remedy this, the limit of standing was raised to seven years, and proposals have been made to raise it to ten, but it has, however, been the custom-until MI. Justice LAWRENCE appointed Mr. WOODFAWJ last year-to appoint the barrister of longest standing, unless he should be in some way dis- qualified to act. Justices LAWRENCE and MATTHEW have not only insulted the Welsh nation, but they have ignored the usual custom of the Bar in appointing Mr. ROBERT WOOD- FALL and Mr. BULLEN. respectively, as Re- vising Barristers for the South Wales district. Mr. Woon FALL had only been at the Bar for eight years when he was appointed, two of which had been spent in New Zealand and Mr. BULLEN, who has just been appointed by Mr Justice MATTHEW, has a standing of only eight years while there are several other gentlemen of considerably longer standing, and with a much closer connection with the South Wales Circuit, who have been entirely over looked. We consider, also, that it is most im- portant that a Revising Barrister in Wales should be acquainted with the Welsh language. This is not a mere matter of sentiment, for it should be remembered that the ordinary work of registration is done by the parish overseers,. who, in rural Wales at least, have too often but the slightest acquaintance with the English language. The proceedings at a. revision courts are sufficiently technical and difficult without being further mystified by the use of a language imperfectly understood by many of the appli cants. It is therefore all the more annoying to find monoglot Englishmen appointed to these posts when we find that, if the usual custom of appointing the barrister of longest standing had been followed, a bilingual Welshman would have been appointed. The custom of the Bar and the requirements of the Welsh people were ignored by Mr. Justice LAWRENCE because Mr. WOODFALI. was a brother-in-law of the Lord Chancellor but why lYfr. Justice MATTHEW should also have ignored them, unless it be that the appointing judge and the lucky recipient are both Roman Catholics, we cannot under- stand. Lest it should be thought that we are making general statements which we are not prepared to substantiate, it is only right that we should mention the names of some gentlemen of longer standing at the Bar. and who are conversant with Welsh, whose claims have been overlooked. Mr. WILLIAM EVA.NI, of Mertbys, for instance, is a barrister of 18 years standing, and is not only a throrough Welshman but a man of very great literary reputation Mr. DAvrr LEWIS the Recorder of Swansea, is also a barrister of 18 years standing, and is a well-known Welsh scholar Mr. D. JONE-, LEWIS, of Llanwrda, is a barrister of 18 years standing, acts as associate of the Circuit, and is well acquainted with the Welsh language and Mr. T. WALTER WRI.UAMS, a nephew of Mr. THOMAS WILLIAMS, of Uwaelod-y-garth, is 4 good Welsh scholar, and a barrister of H) years standing. There are many more that we could name, but these names will suffice to show how needless it wa to choose a young monoglot English barristers of few years standing over tbe heads of more competent and more deserving Welsh barristers. We cannot describe the appointments but as jota of the worst description and gross insults to Welsh Nationality. The question is only par: of the larger one of
