LOCAL NOTES. We think the Barry School Board were wise in passing the resolution suggested by Dr. Edwards, namely, that the School Management Committee should consist of the whole Board as well as two members from outside. The tendency of all bodies who have large and im- portant works to do, is to do the work in com- mittee, and it is therefore a matter of great importance that every member should have an opportunity of being present at the School Management Committee, which has to carry oat the most important duties which devolve upon the School Board. In proposing the resolution which was carried by the Board, Dr. Edwards used one argument to which we must take exception. He stated that Holton was not represented on the School Management Committee appointed at the first meeting of the Board. We think it is a great mistake (as the district of a School Board is not divided into Wards) to state that certain mem- bers should represent certain places. Each member of the School Board represents the United District. No member has the right to claim that he represents any special part of the district, as each represents the whole. The whole matter is of course quite different on the Local Board, were the district is divided into wards and men are specially selected for each ward. Dr. Treharne, at the School Board meeting, gave notice that he would propose that the minutes of the Board and of all the committees should be printed in the same way as the minutes of the Local Board meeting and com- mittee meetings are now printed. We think it a very excellent suggestion. The Local Board would never have been able to carry out the amount of work they have in the last couple of years if they had not had the minutes printed. The chief advantages to be derived from this system are (1). No time is wasted at the Board meetings in the reading over of the minutes of the last meeting, and reports of the several committees. This is no small matter, not only is the time of the members saved, but they are not wearied and tired out before they come to the considera- tion of the several matters upon which they have to decide. (2) That all the members of the Board who are not members of any particular committee have an opportunity of reading over what has taken place at each committee, and carefully considering the several recommendations before they come to the Board meeting. It is almost impossible for the average man to make up his mind wisely in a few minutes upon important matters. (3) Every member of the Board is able to keep a record of all that has transpired, and it has been found extremely useful to have minutes to refer to in this way. The Local Board at their meeting on Tues- day made a rate of Is. 6d. in the 2. We con- sider that they were right in doing this, although the clerk pointed out that the rate would not be sufficient to cover the expenses of the half-year. The fact is, the Local Board have not been making a sufficiently high rates for the last two or three half years, and it would be a mistake at this period of depression to attempt to remedy matters all at once. There is a good time coming for Barry, and what would be a grievous burden at present will hardly be left in the prosperous half years that lay before the district. A public meeting of owners and ratepayers will be held at the Thompson-street Public Hall on Friday, the 16th inst., to consider the details of the Bill which the Board are promoting in the next session of Parlia-
