DINAS POWIS HIGHWAY BOARD. ALLEGED ENCROACHMENT BY THE BARRY RAILWAY COMPANY. THE BOARD AND THE PARISH COUNCILS ACT. MISS JENNER ASKED TO RETIRE. The monthly meeting of the Dinas Powis High- way Board was held on Wednesday at St. Nicholas Police-court. Mr O. H. Jones occupied the chair, and there were also present, Messrs D. T. Alexander, W. Thomas (The Hayes), W. Evans, D. Lougher, J. M. Savours, O. Williams, D. W. Savours, J. Thomas, Lougher (Llancarvan), J. Huntley, J. Morris (clerk), and Frank Laurens (Surveyor). According to instructions given at the last meeting, the Surveyor said he had paid surprise visits to the roadmen who worked under the Board, and found them all at their work in proper time. On the proposition of Mr D. T. Alexander, seconded by Mr W. Thomas, it was unanimously agreed that Mr O. H. Jones, Fonmon Castle, be re-appointed chairman for the ensuing year, and Major-General Lee vice-chairman. The question of changing the place of meet- ings of the Board was considered, most of the members being in favour of holding the meetings at Barry Dock. Miss Jenner thought they ought to hold the meetings alternately at Barry and St. Nicholas. At this point, Miss Jenner was requested to retire, and a resolution was passed that she be not admitted to the room while the Board were discussing any matter, it being then decided to hold the meetings as usual. Tenders were invited, on the, motion of Mr Alexander, to build a wall near the St. Andrew's Rectory. The Surveyor reported that an encroachment of 450 feet of Parish land had been made by the Barry Railway Company near the Swan Inn, Eastbrook, by putting up an iron fence. Mr Laurens had been in communication with Mr Bell, who said the land had been bought of Mrs Jenner, Wenvoe Castle. The Clerk was instructed to write to the solicitors of the Company stating that the land belonged to the Board, and ask them to take down the fence. The surveyor presented the following statement for the year :—Overdraft at Bank, after the last meeting, je70 surveyor's estimate for the coming year, £ 2.634 3s 4d salaries, je200 interest on loans, jeSO; royalties, £70; contingencies. £100 16s 8d. He would suggest that a rate of 71d be made, amounting to J62,900, and reported that the contribution of the County Council for the Barry- road would amount to £ 256 13s 4d, making a total of jE3,156 13s 4d. On the motion of Mr O. Williams, it was decided that the rate suggested be made. The Chairman drew attention to the fact that as the Board would go out of office in November next, through the passing of the Parish Councils Act, he would suggest that they apply to the County Council asking to be allowed to remain in power until next March-the end of the financial year.—The suggestion was agreed to unanimously. Miss J enner was now called in, and she asked the clerk if he had received a petition from the Wenvoe vestry calling attention to the road from the Downs to Wenvoe. She thought it the duty of the Wenvoe Castle Estate, and not the Highway Board, to keep this road in repair. The matter was allowed to drop.-Miss Jenner also pointed out that, owing to the Twynfald Common being fenced in, a public footpath near Upper House bad been stopped —The Chairman told Miss Jenner that the board could do nothing in the matter. Tenders were opened for the repairs and main- tenance of roads in the parishes for the coming year. Two tenders were received for the Port- road, that of William Meazey being accepted; Waycock-road, David Davies Wenvoe, Rees John; Porthkerry, T. Sheen St. Lythan's, George J. Thomas; Welsh St. Donatt's. John Bassett; Pendoylan, William Evans; Main-road, William Davies; Lancarvan (1), Samuel Davies; St. Nicholas, David Davies Caermain-road, day work to John Griffiths. and material to be supplied by William Davies Llantrithyd, Edward Thomas; Logwood-road, W. Griffiths; BonviK stone. Daniel Griffiths; Leckwith, John Morgan Eastbrook and Barry-road, Edmund Lewis; Lavernock and Sully, Jacob Ridout; St. Andrew's and Michaelstone-Ie-pit, Edmund Lewis; Llan- carvan (2), William Davies. BARRY BOARDING-HOUSES AND GOVERNMENT SUPERVISION. THE LOCAL BOARD EMPOWERED TO GRANT LICENSES. A letter from the Local Government Board was read at a meeting of the Barry and Cadoxton Local Board, held on Tuesday afternoon last, at Cadoxton. to the effect that approval had been given to the Local Board's draft bye-laws for the regulation of seamen's boarding-houses in the Barry district, such places to be in future duly licensed and superintended by the local authority. THE FOOTBALL SCANDAL AT CADOXTON. WOODFIELD FINED FOR A. DISGRACEFUL AFFAIR." At Barry Dock Police-court on Thursday (before Mr O. H. Jones, Mr Valpy, and Mr J. Lowdon) Joseph Woodfield. labourer, Cadoxton, was charged with assaulting Griffith Griffiths, of Graving Dock- street, Barry Dock, on the 3rd ult.—Mr F. P. Jones-Lloyd appeared for the prosecution, and stated the assault was committed during an Association football match between Cardiff and Barry District at the Witchill Athletic Grounds, Cadoxton, the complainant and defendant being rival players. The assault which was a cowardly and unprovoked one. was proved by complainant and W. McLinfeock, and witnesses were called for the defence.-The Bench said the affair was a dis- graceful one. and Woodfield would be fined 5s including costs. I

A MEAN THEFT.-For robbing a mate of a bag of clothes, James Leonard, a sailor, was yesterday sent to prison for 21 days' hard labour. THE NURSING ASSOCIATION PERFORMANCE.— We beg to remind our numerous readers of the grand performance to be given on Wednesday evening next at the Public-hall, Thompson-street, by the Barry Dock R.A.O.B. Dramatic Society, assisted by several local friendly societies, in behalf of the funds of the Nursing Association. The programme will be an excellent one, and the large-hearted object which the promoters have in view is one which commends itself to the active support of every resident of the district. The prices for admission are extremely moderate, one shilling securing a front seat. and sixpence a second seat. The entire proceeds will be handed over to the object named, the expenses incidental to the performance being defrayed by the working men themselves. EAST BARRY. ASSAULT ON A BILLMAN.—A Cardiff bill-dis- tributor named Jabez Purnell was assaulted by Evan Davies, of Lewis-street, Barry, and the latter was yesterday fined 10s, or seven days. BARRY CONGREGATIONAL CHURCH (ENGLISH).— Next Sunday, April 8th, the new pastor, the Rev D. Henry Rees, will commence his ministry at Barry. Services-Morning at 11; evening, at 6.30. -Adrt. OUTBRBAK OF FIRE.-Some excitement was caused in Queen-street, Barry, on Friday morn- ing last, when an alarm was raised that a fire had -brokeu out at No. 1 in that thoroughfare. Police- sergeant D. Weeks and several constables soon extinguished the outbreak. THE G.P.O.On Friday euening last at the Church Hall, Barry, an address was delivered by Mr W. Arnold, Barry Dock, on the subject of "The G.P.O." There was a good attendance, and the Rev. Canon Allen occupied the chair, there being also among those present Rev. J. ST. PAUL'S CHURCH VESTRY MEETING.—The manual vestry meeting for St. Paul's Church. East Barry (Merthyr Dovan parish) was held on Thursday evening, the 29th ultimo, when the Rev J. Price, curate-in-charge, presided, and there were pesent-Dr J. Powell, Messrs Sidney Davies, B Thomas, W. Gibbey, 1. Thomas, Hendon. B. 8. robins. J. Ellis, &c. In the course of a speech, the chairman stated there was an adverse balance £4. The Rev J. Price also submitted a desirable scheme for the defrayal of the debt remaining on St. Paul's, amounting to about £ 500. The 8cheme I was accepted, Mr B. THE LATE MRS SMITH.—The funeral of Mrs Sarah Smith, aged 73 years, the wife of Mr W. Smith, of Cwrtycelyn Farm, near EgLvysiIan, who die& oa the 22ad ultimo, took place on Thursday last at Groeswen Cemetery. The Rev C. T. Thomas, pastor of the Independent Church. preached the sermon at the chapel, and delivered an address at the graveside. There was a large attendance at the funeral, including three mourn- ing coaches, in the first being Mr W. Smith (hus- band of the deceased), his son, Mr and Mrs J. Smith, New Wallace, Wenvoe. and Mrs Mary Jenkins, Rhydfelen in the other two coaches were the three daughters of the deceased and their husbands and children and following were about thirty carriages, in which were. amongst others. Mr and Mrs Hopkin Smith, Seddon Farm, Llancarfan Mr H. Smith, Risca, Newport Mr and Mrs Dunn. St. Athan; Alderman Hopkin Smith Davies, Pontypridd Mr Williams, Porth; Mr Thomas Davies. Pontypridd Mr R. Davies, Newport; Mr and Mrs T. Williams, Gelligroes, Blackwood and a large circle of friends. The deceased was described as a true Christian.

BARRY AND CADOXTON SCIENCE AND ART COM- MITTEE. A meeting of the Barry and Cadoxton Science and Art Committee was held on Tuesday evening last at the Public Library, Holton-road, Barry Dock. Mr D. Roberts occupied the chair, and there were also present-Mr J. Lowdon, J.P.. Captain R. Davies, Rev W. Williams, Mr J. Davies. Mr J. R. Llewellyn, Mr H. Inch, and Mr J. W. Bendall, with Mr E. F. Blackmore (secretary). It was decided that the following subjects be taught for the coming session:—Steam and applied mechanics, geometry and art, machine construc- tion and drawing, building construction, chemistry, and mathematics. Mr Blackmore was instructed to make out a list of members to attend the different examinations.—A communication trom Mr W. Hogg, county organiser, was read, asking the committee how many teachers would be required from County Council.-The following is a summary of the receipts and expenditure for the last session:—Teachers' salaries, £ 114 lis; apparatus. d615 Is 6d; printing and advertising, £7 12: sundry expenses, Ell 13s 5d. BARRY AND CADOXTON LIBERAL HUNDRED. A meeting of the Liberal Hundred was held at Harry's Hotpl, Barry Dock, on Mabon's Day, present-Alderman J. C. Meggitt. president (in the chair), Rev T. Pandy John. Messrs W. Copp, H. Inch, W. Miller, O. MoCann, F. McGregor, J. McGregor, T. Cosslett. W. J. Flowers, N. Hughes, T. Hookway. Thomas White, W. Dooley, W. Davies, F. Huelin, E. J. Thomas, T. Owing to the unavoidable absence of Dr Kelly, the President opened the meeting with a short speech upon the Social Side of Politics," in which he showed that while there was much to be desired, the general tendency of the political movements of to-day was to lift the people to a higher moral and social state. In the interesting discussion which followed, the question was viewed from many points by Messrs W. Dooley, H. H. Russell, H. Inch, W. Copp, F. McGregor, T. Clark, and William Miller.

THE DISPUTED POSSESSION OF A FARM Ar ST. PAGAN'S. We understand that the dispute with reference to the possession of Peuhefed Farm, St. Fagan's, has now had a satisfactory termination, Mr T. Evans, the occupier, having withdrawn his oppo- sition to the notice to quit served upon him by Lord Windsor's agents. Mr Evans will vacate the holding as soon as arrangements can be completed and during the past few days Mr Illtyd- Thomas. auctioneer, valuer, and surveyor, of Cardiff, and Mr John Lewis, valuer, of Cowbridge, visited St. Fagan's for the purpose of valuing the tenant's rights.

ACTION AGAINST THE BARRY DOCK STEAM LAUNDRY COMPANY. In the Chancery Division of the High Courts of Justice on Tuesdiy last an application was made to Mr Justice Chitty, on behalf of the plaintiff in this action, for the appointment of Mr Roberts as receiver or mmager of the defendant company, and, as the company appeared by their counsel and consented, his lordship made the order asked for, Mr Roberts not to act for more than three months j without the further sanction of the conrt. j

CHURCH DANCE AT BARRY DOCK. On Wednesday evening last a very successful dance took place at the Assembly Rooms of Culley's Hotel. Barry Dock, in connection with St. Mary's Church. The room was beautifully decorated, and reflected great credit upon Mrs Brooks, the re- spected manageress of the hotel. Dancing com- menced at 8.30, and was kept merrily up until 4.15. The company numbered about 75. Mr H. De Boer's quadrille band crave the utmost satisfac- tion to all; and Mr W. T. Llewellyn and Mr J. Adams proved efficient M.C's. THE BARRY DOCK LICENSING APPEAL. THE APPELLANT SUCCESSFUL. At the Glamorgan Quarter Sessions at Swansea on Wednesday last, before Judge Gwilym Williams > Judge David Lewis, and Mr E. Daniel. Mr Evan Williams, landlord of the Victoria Hotel, Barry Dock, appealed against two convictions at Barry Dock Police-court—one for permitting drunken- ness, for which a fine of £ 2 and costs was imposed, and the other for harbouring prostitutes, for which a fine of il and costs was imposed.—Mr Arthur Lewis (instructed by Messrs Morris and Son) appeared for the rospondents, and Mr Abel Thomas, Q.C., M.P., and Mr Rhys Williams (instructed by Mr Ivor Vachell and Mr J. H. Jones) were for the appellants.-The principal witness was Acting-sergeant Herbert Evans, who said he visited the house, which was largely resorted to by sailors, and saw several women of ill-fame there. He called there again half-an-hour later, and saw the same women still there, while one. namely Fitzalice, was drunk.-In defence, it was urged that there was no evidence to show the house was a place of habitual resort by prostitutes, while as to the supplying of a drunken person, her condition was not evident to the barmaid, while, as a matter of fact, Fitzalice was not supplied in the house. The court, after hearing the barmaid in support of the defence, stopped the case, and allowed both appeals.
