BARRY LOCAL BOARD AND THE BARRY COMPANY'S BILL. THE BOARD IGNORED BY THE COMPANY'S SOLICITORS. THE CORRESPONDENCE IN THE MATTER. In view of the forthcoming statutory meeting of the ratepayers of the Barry and Cadoxton dis- trict, in connection with the proposed opposition by the Local Board to the Barry Company's Bill when it comes before a committee of the House of Commons, on the ground that the solicitors to the Barry Company have systematically ignored the communications addressed to them by the clerk to the Local Board with respect to certain of its pro- visions, which will materially affect the interests of the public of the district, we publish this week, as follows, a complete text of the correspondence which has taken place on the matter, and the con- tents of the letters will convince the ratepayers that no blame whatever can be attached to the Local Board at the step which they have reluc- tantly been obliged to take Local Board Offices, Cadoxton, 7tfi February, 1894. Messrs Downing and Handcock, Solicitors, Cardiff. DEAR SIRS,—At a meeting of the Local Board held yesterday, I was instructed to submit to you draft clauses to protect the interests of the Board with reference to some small points which have t been discussed by Mr C. R. Walker, our drainage engineer, with Mr Barry and with Mr Bell. I am preparing the clauses, and hope to submit them to you in the course of a few days. I notice in the Western Mail of to day a paragraph which would give the impression that the Local Board were opposed to your Company's Bill. This is quite incorrect. The Board con- sidered that in two or three particulars their drainage system required protection, and I believe that tne clauses that will be submitted will be accepted by your clients without much difficulty. I write this letter in order, if possible, to avoid any misconception as to the attitude of the Local Board, which I need hardly point out is by no means a hostile one to your Company. J. A. HUGHES, Clerk. Cardiff, February 8th, 1894. I Barry Bill. DEAR SIR,-We are in receipt of your letter of the 7th instant, the contests of which we will communicate to our clients.-Yours faithfully, DOWNING AND HANDCOCK. J. A. Hughes, Esq. Cadoxton, 13th February, 1894. Messrs. Downing and Handcock, Solicitors, Cardiff. DEAR SIRS,—I enclose herewith draft clauses, which the Local Board are desirous of having inserted in the Barry Railway Company's Bill, 1894, for the protection of the Barry and Cadoxton Local Board. All the points in question have been talked over by Mr Walker, the drainage engineer of the Local Board, and Mr Barry and Mr Bell, the engineers to the Railway Company, and your engineers informed ours that there would practically be no difficulty, in their opinion, in granting the require- ments of the Board. I am sure that I need not add that the attitude which the Board wish to take up in reference to ¡ this matter is a very friandly one. They feel that the interests of the district which they repre- sent are very closely connected with the interests of the Barry Railway Company, but they feel it their dtrty to protect by every means in their power the interests of the public as to the one or two small points referred to iu the enclosed clauses. —Yours truly, J. A. HUGHES. Cardiff, February 14th, 1894. Barry Raihca DEAR SIR,-We are in receipt of your letter enclosing draft clauses, upon which we will obtain our clients' instrucliolls.- Yonn faithfully. DOWNING AND HANDCOCK. J. A. Hughes, Esq. Cadoxton, March 14, 1S94. Messrs Downing and Handcock. DEAR SlhS—On the 13th ult. I wrote to you enclosing draft clauses which the above Board were desirous of having inserted in the Barry Railway Company' Bill. I see. however, from to-day's paper that the Bill has been ordered to commence in the House of Lords. As the time for making arrangements before the Bill is finallv submitted to Parliament is now drawing to a close, I have been instructed by the Local Board to request that they may receive some definite answer to my letter of the 13th ult. at your earliest convenience.-Yours truly, J. A. HUGHES. Cadoxton, April 4th, 1894. Messrs Downitig and Handcock. DEAR Sins.- I wrut(! to you on the 13th Febru- ary enclosing draft clauses which the Local Board are desirous of having inserted in the Barry Railway Company's Bill, 1894, and I wrote to you again on the 14th March. I have not received any acknowledgment of either letter or any answer. Ac a meeting of the above board held yesterday I was instructed to write again request- ing that the board might receive a definite answer before their next meeting, which will be held on the l'hh inst.—Yours truly, J. A. HUGHES. Cardiff, April 5th, 1894. Barry Bill. DEAR SIR,—Replying to your letter of the 4th inst., we hope to be in a position to write you in the course of a day or two with reference to the clauses.-Yours faithfully, DOWNING AND HAXDCOCK. J. A. Hughes, Esq. Cadoxton, April 27th, 1894. Messrs Downing and Handcock. Barry Railway Bill, 1894. DEAR SIRS,—I beg to remind you that I have not yet received a definite answer to my letters forwarding clauses which the Local Board wish inserted in the Barry Railway Bill for the protec- tion of the public in this district. I should be glad to hear from you at your earliest convenience.- Yours truly, J. A. HUGHES. Cardiff, April 23, 1894. Barry Railicay Bill. J. A. Hughes, Esq. DEAR SIR,—Your letter of the 27th inst. shall have attention on the return of our Mr Downing from London.-Yours faithfully. DOWNING AND HANDCOCK. Cadoxton, May 4th, 1894. Messrs. Downing and Handcock. Barry Railllay Bill, 1894. DEAR SIRS,—At a meeting of the Local Board to-day the following resolution, of which I was instructed to forward you a copy, was passed, viz., Resolved that the clerk be instructed to write to Messrs. Downing and Handcock, the solicitors to the Barry Railway Company, that not having heard from them in reply to the very frequent communications referring to the clauses which the Board desire to be inserted in the Barry Railway Bill. they are compelled to take the necessary steps as will insure the insertion of the clauses in the proposed Bill.—Yours truly, J. A. HUGHES.

BARRY CORPS OF THE ST. JOHN…
BARRY CORPS OF THE ST. JOHN AMBULANCE BRIGADE. The annual meeting of the Barry Corps of the St. John Ambulance Brigade was held on Tuesday week last at the Barry Board Schools, under the presidency of Mr David Roberts. In his opening remarks the chairman asked the members to be regular in their attendance at the monthly meet- ings for drill, so as to maintain, if not improve, the standard of proficiency that characterised their present position. The hon. sec. (P.C, D. Oliver Davies) read the report of last year's work, which was most encouraging, especially to find recorded so many cases in which members of the brigade had been serviceable in rendering first aid to the injured, and in several instances medical men had complimented them upon the efficient manner in which their work had been performed. The report and balance sheet was accepted, and the secretary thanked for preparing and present- ing the same. The following officers were appointed for the ensuing year :—President, the Right Hon. Lord Windsor; vice-presidents, Major-General H. H. Lee, J.P., Mr R. Forrest, J.P., Mr D. T. Alexander, Captain R. Dtviee, Mr R. Evans, and Mr J. Lowdon, J.P. hon surgeon, Mr P. A. Kelly and hon. secretary, Mr Edward Summers. Owing to the removal of Sergt. Evans and P.C. Davies from Barry to Hand an, both gentlemen tendered their resignations as instruc- tor and secretary respectively, the same were received with reerret, and the i officers named were thanked for their valuable services in the interest of ambulance work in the district. Superintendent J. F. Giddings was present and addressed the meeting, promising to render all the help he could to the brigade, as he had done at his previous stations. The election of instructor and committee was deferred until Saturday even- ing next, when a general meeting will be held as the same place, at 7.30, for the purpose of creat- ing as much enthusiasm as possible in the move- ment and to elect a committee that will be thoroughly representative of the district.
LOW LIFE AT BARRY DOCK.
LOW LIFE AT BARRY DOCK. On Friday night last, Police-constables Parker and W. Smith effected a raid upon premises occupied by a woman of disreputable character, named Norah Collins, in Gueret-street, Barry Dock, and the seizure included a 4t-gallon cask of beer and a quantity of drinking utensils. When the police entered the house a number of men and women were found in the house drinking. The same afternoon Acting-sergeant Herbert Evans boarded the Norwegian barque Avante, lying at Barry Dock. and effected the arrest of a Norwegian sailor named Carl Knutsen, charged with obtaining money by false pretences from a woman named Annie Winstone, also of Gueret- street, upon whom the fellow imposed to a shame- less extent, being supplied with board and lodgings for five weeks, and was provided in addition with pocket-money. Knutsen was removed to the Central Police Station, where he was detained for trial.
