THE LATE FLOODS IN TRAVANCORE. The Calcutta Correspondent of The Times writes :— "An eye witness, in describing the late disastrous floods in North Travancore, gives a vivid account of the misery and destitution to which the popula- tion had been subjected. The west monsoon had set in early, accompanied by tremendous storms but nothing serious was apprehended. On the night of the 9th ult. the inhabitants of the villages had all gone to bed, when, in the middle of the night, shrieks were heard from various houses, and in a few seconds it was discovered that the whole line of viBages, extending for many miles along the river on, either side, had been suddenly engulfed.
