TO THE ELECTORS OF THE COUNTY OF CARDIGAN. GENTLEMEN. For the first time in the political history of Cardiganshire you have to return to the House of Commons a single Representative; your choice is consequently the more important, and in placing my services at your disposal I feel keenly that I am asking the men of my County to confer on me the highest possible honour and proof of confidence. I feel also the grave responsibilities attached to the position. But having lived amongst you all my life, I hope and believe I have learnt to understand and sympathise with the wants and requirements of the people pf my native county. The following are my views on those questions in which I know you to be chiefly interested. DISESTABLISHMENT AND DISENDOWMENT. I will not vote for Disestablishment and Disendow- ment. As a Churchman and an honest man I could not do so, nor can I believe that such measares will meet with the approval of the thoughtful and respon- sible bulk of the Nonconformists, who have themselves done so much for religion, and from whose ranks so many of our most eminent Clergy are drawn. LAND. I am prepared to support a strong and compul- sory Agricultural Holdings Bill, giving greater freedom to the Tenant Farmers in the cultivation of their fs.rms, and full compensation for all im- proments made by the Tenant. LOCAL TAXATION. I look upon this question as a most serious one, and one that ought to be pressed upon the attention of any Government independent of party. EDUCATION. I will do my best to promote and further Elemen- tary and Intermediate Education. I consider that the present Act presses severely on the Poor, by reason of the Compulsory Clause, which should be amended so as to relieve the Poor from all pay- ments. If the State insists that the children of the poor are to be educated in State Schools, it is the State itself that should bear the expense. COUNTY BOARDS. County Boards would receive my strong support, as I believe that all County business should be sub- mitted to Representatives of the County Ratepayers, upon whom the burden of taxation falls. D RIN K. The whole question of Licensing I would place in the hands ofi freely elected County Boards. RAILWAYS. Farmers and Tradespeople of this Country are placed at a great disadvantage through Railway Companies carrying the produce of the Foreigner past our very doors at cheaper rates than home production. This question of tariffs should, I contend, receive the pro-apt and serious attention of the Government, and the interests of the over- worked railway servants ought to be better protected. THE EMPLOYEES' LIABILITY ACT, 1881. The Employers' Liability Act I think should be made compulsory upou Colliery Proprietors and Contractors; in fact upon all employers of labour, so that Workmen should be provided for in case of accidents through no fault of their own. MINES. I will do all I can to promote the Mining Interest, and open up the Crown Lands, which are now lying waste, or are locked up against the interest of the country, and particularly of the Miners and Trades- people of this Locality. SHIPPING INTEBEST. Our Shipping Interest is so vast, and at the same time so stagnant, that it should demand the attention of every thinking man. I am most anxious to a Ie return of tLe time when our mercantile marine will be again the first in the world, and will heartily I support any means calculated in my judgment to secure such a result. FREE TRADE. I I am a Fair Trader certainly not a one-sided Free Trader.
