LARGEST WEEKLY PAPER IN WALES.
LARGEST WEEKLY PAPER IN WALES. TWELVE PAGES FOR ONE PENNY. By far the largest penny paper in Wales now is the "WEEKLY MAIL AND NEWS OF THE WEEK." Bitherto the issue has been in two separate papers, appealing to different tastes, but by amalgamating the two the proprietors are enabled to produce a paper which will not only cater for all classes, but will give far greater value for the money, for the price of the combined journal is only One Penny. The "WEEKLY MAIL AND NEWS OF THE WEEK contains Twelve Large Pages, with a total of Eighty-four Readable and Interesting Columns, and the whole represents the largest and fullest collection of news which can be obtained. The whole of the week's news and much besides of an interesting nature, including. the best features of the two papers when issued separately, will ba found in the" WEEKLY MAIL AND NEWS OF THE WEEK," and as a record of Welsh and general news to read at the week end or to send to friends and rela- tives abroad it cannot be surpassed. Idriswyn's Three Columns of Welsh Notes form, of course, one of the chief attractions of this amalgamated issue of two old-established and pppvXar papers.

ELECTION ADDRESS. SPLOTT WARD ELECTION. 1895. LADIES and GENTLEMEN,— Having been in your midst for nearly twenty ftre as a large ratepayer, and knowing nearly ail of you personally, I have pleasure in allowing my friends to nominate me for the vacancy caused by the retirement of (Councillor Shackell. I have alwayB token a deep interest in the people of this ward, and I, therefore, make this appeal very con- fidently, believing that you will select one who lives amongst you, and whom you can always approach, in preference to one who is unknown to you, and who resides several miles outside of Cardiff. Should you do me the honour of electing me, it shall be my constant aim to act fairly and impar- tially for the benefit of the Splott Ward, which has teen much neglected as compared to the well-to-do parts of the town. WELSH COAL TRADE.
WELSH COAL TRADE. STOPPAGES IN THE RHONNDA VALLEY. At Coedcae Colliery (Lewis's Merthyr), RSbondda Vjalley, only eight "turns" were worked during the last fortnight, and there was a notice placed in the office window on Saturday that there will be no work to-day (Monday), But there is every reason to believe that this state of things is exceptional and temporary. The Eastern Pit of the Ocean Coal Company is still idle, owing to and temporary. The Eastern Pit of the Ocean Coal Company is still idle, owing to the difficulty which was found in arranging a list of prices upon opening out the new seam. That keeps about 800 men out of work. Unfortunately, in the same neighbourhood, the men working in one seam of the Maindy Colliery of the same company will soon have to cease operations, and about 400 will, consequently, be thrown out of work. The cause of the stoppage is that the seam has for pnme time been worked unprontably. The collieries of the Glamorgan Colliery Company at Llwynypia were idle on Saturday, and the oau.se is slated to be due to "stop-wagons." Operations will, however, '(NJ be resumed to-day (Monday). Although matters look a little black just now, an early revival in the coal trade is anticipated. COAL WINNING AT LLAN. GENNECH. The Four-foot Vein wan reached ob Friday in the new pits whioh Messrs. Thomas Williams And Sons 6re sinking at Llangtnneoh. Ihe coal was struck at 106 yards, and it is of splendid quality.

MRS LANGTRTEWE LS. AN INTERESTING ACTION-AT- LAW PENDING An action will probably ecxxi be brougfrt in ihe Court of Queen's Bench by Mre. Liiigtry for the recovery of the value of her jewels, the defendants being the Union Bank of ILondon. The ques- tion to "be Krgucd is whether the Union Bank was bailee of the property, rod whether it was a part of ita business, in consideration of Mrs. Langtry having an account with it, to keep her jewels in safe custody, or whether the bank wa3 a, gratuitous bailee, in which. latter catee the further question would be raited whether its officials were guilty of gross negligence in de- livering up tho jewels on a forged order.
SUNDAY CLOSING ACT.
SUNDAY CLOSING ACT. SINGULAR CONDUCT OF THE POLICE. During Sunday .the Cardiff police effected three beer seivurft at houses where it ves alleged an illicit trade in intoxicants was being carried on. lip, each case a 4-i-gallon cask con- taining beer was seized. The houses whern the raids were made are located in Buzzard-fi+re^t, Nelsoii-street, afrid Bute-terryace. Ja.mes and a number of pollee-oonstableti be- longing to the Canton Division also enterPd the Cardiff Castle Club, in Cowbridge-road, under power of a v arrant. but from some unexplained car.p? no seizure was made. The police entry caused a good de-tl of excitement, as the clnb is one of the most flourishing in the town. There are some hundreds of members, and these stood in groups on the sides of the street for some time after the entry. A great deal of comment was excited by reason of the fact that the police search proved futile, and the opinion was freely expressed that the authori- ties had made a mistake. Tho police them- selves are very quiet over the affair, content- ing themselves by giving to all inquiries the reply that there is nothing to say. I

MUNICIPAL ELECTIONS.
MUNICIPAL ELECTIONS. THE POSITION IN THE WAJRDS AT CARDIFF. A meeting of Roath Conservatives was held on Saturday eveniug to select » candidate to contest the ward against Councillor Ramsdale. Mr. J. B.Ferrier, who has been suffering from ill-health during the bat few days, wrote that he felt he could not in hie present state undergo the exertions of fi municipal contest, svnd, therefore, a^ked :4he ward officials to select another candidate. There was a strong opinion, however, that, if Mr. Ferrier would tilov himself to be nominated he would secure M easy viotofy, and an effort will be made to indi-m him to ro-oonsider his deoision- If Mr. Ferrier's servicer, cannot be obtained, however, there is a strong feeling that Mr. C. H. Downes, bamster-at-law, should be invited to contest the waj-d in the Conservative interest. Mr. Downee, it will be remembered, rendered valuable services to Mr. Maclean and the Con- servative. party dning the general election, Mid his speeches throughout the campaign pro- duced an excellent impression. It is generally oonceded that Mr. Downes posseoses all. the necessary qualifications for making 11. valuable public serv.mt, and if elected he would lie w. acquisition to tfie council. In ihe other wardu no further action has tw< ye* been taken, but it is probable vshat candidates will be announced in every ward wbere « selec- tion has not yet been made during t.he present- week. The Conservatives are etitiawiastio, rnd feel ooDfideot that they will &w*eo the hoard, j WHERE IS THE CONSEE-VATIVJS CANDIDATE? To the Editor of the "Evening Express." Sir,—It is i;im. something definite should be done in this ward. At the present time Mt* Conservative leaders seem more con»*n«<J in running after impossible candidates than in securing opposition for the retiring member. I should rejoice if Mr. Ferrier could have seen his way clear to take ttho field, but. as he hM said he can't there in an end to it, and -the few Conservative who arc inducing delay should be told a* once thai they do not carry with them the opinion of the party. The ward mw'. be fougt.t: we will hav* no truck ward mw'. be fought: we will have no truck with compromise, and be who stands in th9 way of lit onoe securing a good fighting candi- date "8 lacking in loyalty. A meeting of the Grangetown Conservative .Association was held on Friday evening, Mr. S. H. Nicholls presiding, when Councillor Robert Johnston was unanimously adopted me the OoiKOTvative candidate. High appreciation was expressed of the valuable eervioee rendered by Mr- Johnston to the ward, and an present pledged themselves to do their utmost to secure his return in the evept of -) ooctest. Mr. Frank A. Fox, of the Boilermakers' Union, has declined the irvitAtion of the C range town Xadical Association to contest that ward in opposition to Councillor Johnston, the retiring member, who seeks r»-el«etior> Mr. Louis Samuel and Mr. G. H. Davies, 1. secretary to the Splott Wp.rd Radical Associft- tion. have also been proposed ss candidates for Grangetown, and it is very pmbablll thai one of these last-named gentlemen will be selected to fight the Radical battle. SOUTH WARD. Mr. Louis Saw,el has been frsely mentioned &s likely candidate for the South Ward, in opposition to Councillor Tncker, should the Radicals finally muster conrage to contest that. ward. Jf is stated that Mr. lotus Samuel would prefer fighting in <he Soi'th Ward, 1'1f1 tV«re in considerable hostility to h's candidature by the tsetotalorr. in Grangetown, on account of Mr. Samuel having recently actively identified himself with the formation of workmen's Radical club in that wwrd. 8**LOTT WARD. c In Sploi; it is still uncertain whether Mr. Chappell will enter the field, and. in the present uncertain state of affairs some of the Radical leaders are showing considerable anxiety and lore uaing every means at their command to induce Mr. Chappell to retire at once, in order that Mr. Sidney Robinson may have some sort of a chance in the fight. But, as Mr. Chappell has a good deal of influence in the ward, this may not work. AN IDIOTIC RESOLUTION. We publish the following resolution pa an example of how partisanship blinds all reason and crashes common-sense. If there is one man in Cardiff to whom everybody who pays rates and everybody who may benefit by tech- nical education, owfs a debt of gratitude, it is Councillor Riches. This is well known, and in times of calmness anyone but the blindest political partisan will admit that it would be a oalamity to lose the public rervioes of Mr. Riches. Yet Mr. E. Jones, the secretary of Branch 57 of tha Amalgamated Society of Engineers, .-wits vs to publish the following paragraph: — At a summoned meeting of the fifty-seventh Brtnch of Amalgamated Society of Engineers, held at the. Splotlands Inn, on October 12, it was unanimously resolved "That, in the opinion of the members of the above branch, seeing that Mr. Riches iA living the influence of his position on tho Cardiff County Council in support of the endeavour of the Taff Vale .Railway Company to enforce piecework on unknown terms; nlso refusing to rec>ogD-l9ft the right of labour to combine for protection, the strike and district com- mittees of the Am ilgamatcd Society of Engineers loe urged to oppose his return to the council at) thn forthcoming municipal elections." The silliness of the suggestion thai; a servant should be made responsible for the action of his employers is only surpassed by tb.ct state- ment that, somebody is enforcing piecework on unknown terms when no real effort has been made to glean what those terms are, while, both [statements pale to unimportance by the sido of the allegation that Mr. Riches is some- how using hiS position as a town councillor to sido of the allegation that Mr. Riches is some- how using hiS position as a town councillor to interfere with the relations between the Taff Vale Railway Company and its men. Uu« is worse than absurd—it is idiotic. j
A Woman's Confession
A Woman's Confession MAY CLEAR TIP A SERIES 0T HUB-DEBS. She Says She was the Eye-witness of Crimes which for Long have Baffled the Police. A big sensa/tion has been created in Brad- ford, America, by thje publication of an alleged confession of a domestic, named Maggie Caee, in the employ of Daniel Ingereol, a farmer, re- siding about four miles west of the town. The woman tells a startling story, which, if true, goes a great way in clearing up several myø- jterious murders committed in this vicinity in the past 6ix or eeven years. Ingersol had a man ramed George Birchfield in his employ laMk May, who robbed him of JB20 and fled the county. Mr. Ingersol was relating the story of the robbery to Miss Case, and after hear- ing the etory it is claimed she declared the luune of Birchfield was an assumed one, amd that she knew the man, and that he was guilty of several murders to which she was a witness. She refused to give the name of the man, fear- ing she would meet the same fate as his other viotims had. Six years ago the woman claims to have been an eye-witness to the murder of young man whose name she gave as Ed Youngs. She was with the man whom she claims com- mitted the crime. Youngs, she alleges, was riding in a trap with herself and Youngs's assailant. While driving along a lonely road early in the evening, her com- panion struck Youngs with a saadbag and killed him. Youngs was robbed of a large amount of money, but-, to remove suspicion of foul play, his watch and a considerable amount of money were left on his body, which was thrown into the deep snow. His body, she says, was taken to Emporium, and an inqueet held, at which his death was attributed to freezing. About a year afterward the allegied murderer of Youngs decoyed a German lad, who was supposed to have, and who did possess, considerable money, to a secluded spot, a-bont five miles from Coudersport, where he, too, was murdered and his body buried. The next victim, it is claimed, was a middle-aged man, Whom Birchfield met on the road. He was shot and robbed, and his body thrown on the railroad track. The crime was undetected, and the body cut in many pieces by a passing train. A fourteen-year-old girl was another victim in :the series of crimes. This crime was covered up by bribing a disreputable physician to con- ceal the real cause of death. The authorities have been working on the case since last August, and a, close watch is being- kept on the woman. The confession came as a complete surprise, as no suspicion was attached to the woman. It is very evident the woman has been labouring under great mental strain, and is wil- ling to tell all when assured that no harm will oome to her. Physicians declare the woman ia aMe. and the story is generally believed sm truthful.
