LADIES AND GENTLEMEN,— At the request of a large number of ratepayers of the Park Ward, I have consented to become a candidate for the present vacancy in the Cardiff County Council. I can venture to say that I aza no stranger to you, having resided in the Ward for many years. I am also known to many of you as a large Rate- payer and an Employer of Labour. I trust to be excused issuing a lengthy address, as 1 I have already appeared before yuu publicly, and will do so again before the day of election. Speaking generally, I am in favour of an economical and pro- gressive policy. It honoured by your confidence, the following are some of the matters to which I shall consider it my duty to at once devote myself: — The improvement of the condition of our streets by insisting upon the 1>se of better material in their corstruction and repair. The Extension of the Electric Light to the main stieets of this Ward. The careful selection of a Town-hall site for our large and growing toW.1. I am not disposed to give a decided opinion on the various schemes which have already been put forward, as I consider that the qveetion is of such importance that facts and figures mi st be seriously considered before arriving at a decision The further reduction of the Rates as far as can possibly be done consistently with the good govern- ment and prosperity of the Town. Should you do nip the honour of returning me as your Representative next Saturday, you will have every opportunity of approaching me on all matters affecting your interests, and, being a resident in the Ward, I can claim to have a much greater interest in its welfare than amy non-reeideni candidate could possibly have Trusting to receive the favour of your vote and interest. Believe me to be, Ladies and Gentlemen, Your obedient Servant, J. W. COURTIS. Hillside, Penylan. Cardiff, January 16th, 1897. 49897 BUSINESS ADDRESSES. OUR SHORT STORY
OUR SHORT STORY SPECIAL PLEADING. People never seemed better suited to each other than did Helen Reese and Harry Haw- thorne. Both handsome; five years difference between them on the proper side. He with a good incom, she with a nice little pin-money. Surely nothing could be better. So they were married, and went upon their honeymoon trip; returned, and begrni to keep house, still tho- roughly satisfied with each other. In a year or two, there came a little baby-a frail, dainty thing, as pretty as a waxen doll. One night there was running to and fro, and tears and anxiety. Baby had the orOJp. The doctor came, but his coming was useless. Be- fore dawn broke the child died, After he was buried, it was a. very sad home, and no other children came to take his pltace; if they had, matters would have arranged them- selves differently. But the woman who has no children is generally full of fanoies that do not trouble happier women. To cheer his wife, Mr. B awtihorne urged her to go out a little for ohange of ecene. Plays were too lively for one in mourning, and a concert even seemed too gay but she consented to go to some lectures, and when Mrs. Absinthe lectured on "Women's Wrongs," she heard the whole course. They opened new ideas t-o her, and after some more investigation of the matter, and a visit to a female suffrage club, Mrs. Hawthorne made up her mind that man was a tyrant. Had Mr. Hawthorn been wise, he would ii*ve lamghedi and held hie peace; but, instead, he argued. Two men may argue pleasantly f. women seldom tic. Man and woman, especially man and wife, never. Heathenish ideas crept into poor Mrs. Hawthorne's mind and she put away the Bible and hymn-books. Superior notions possessed her, and instead of sewing while he read. or talked with her, she wrote, and begged him "not to make a noise." Poor Mr. Hawthorne came home after soiling woollen goods at wholesale, with a great desire for a nice, cosy time. He was not at all a literary man; he "couldn't see the sense of Byron," amd wondered what people liked in Dickens. His criticism on Hamlet, which he had once seen, was, thait it was "very nice." And though lie was "as smart as a steel trap" wiheo it came to making- a sale, and a good- humoured fellow, who knew what went on about him and showed it, he bad suffered a "ood deal since his Helen had been taken U arary ;and, moreover, having consulted Colonel Bobkins, who was a friend of his, and a very old amd experienced man, having had four wives—two dead, one divorced, the fourth still living— "Don't let her get the bit in her teeth, or she'll run away with you," said the Colonel. "Assert your authority. Nice little woman, but led away by these new ideas. No harm in writing, if it's a 'bit of verse to a canary or somebody's baby, or that sort of thing, but if she comes to essay on woman's wrongs, you know, stop it—at once." So poor Mr. Hawthorne essayed to stop it. Easier said than done. "You also are a tyrant, and one of the worst I ever met," said Helen. "Ah, how much happier is a single woman! Why did I marry?" That evening Mr. Hawthorne did not go home to dinner. He took hie dinner at restaurant, and called afterwards on an old acquaintance of his, a Mrs. Tomlinson. She was one of those females who are always quite accessible to any flirtations masculine. Laura was delighted to see Mr. Hawthorne, and they went to the opera, and enjoyed it very much. She told Mr. Hawthorne that "he did not know what it was to be lonely." And he, thinking of Helen, with her back to him and her paper before her, said "he rather reckoned he did." After this evening Helen had rather more leisure to write essays, and to attend lectures in oompany with a lady friend of sympathetic proclivities and an old gentleman who was a friend of the cause," and appeared to have a sort of Platonic affinity for the ladies generally. That was the 'beginning. At last came the end. Helen desired to lecture; her husband declared she should not. She heard of Laura, and as no woman ia ever deep enough in any 'ism" to escape jealousy, grew jealous accordingly. There was a night of storm, a day of brood- ing. Then she said to him You are cruel and unfaithful to me. I hate you." He said to her: You are wrapped up in ridiculous ;deas. You run about to lectures with an old sealla- wag "A what?" asked Helen, "An old idiot and loafer," said Mr Haw- thorne. You forget your duties as a wife. As for me, I'm true enough to you; but I admit that Laura. is a. more agreeable woman than you have become." Elective affinities decide themselves," said Helen. "It is well." I Elective nddlegticks c-rird her hui-band. "I'm sick of big words with no meaning to them, and of the cant of your confounded caiuae." "And I am siok of tyranny and old supersti- tions," said Helen- "We should never have tied ourselves together." Never," said the husband and, by the way, we can easily untie the knet. We can separate. You couldn't get a divorce, nor could I, probably, but we can separate. With all my heart," said Helen. I'm sure I never want to marry again. I've had enough of it." Nor I," said he. One woman would be enough for any man, I should say. Well, it is agreed?" "Agreed," said Helen. So that day Mr. Hawthorne went to his old lawyer, the one who had settled his father's estate, and been at family friend since his baby- hood. She's perfectly virtuoue," said poor Haw- thorne. "I don't doubt that; but we don't agree. All tlhose 'isms,' you know, and running about with Heaven knows who, to hear Heaven knows what. I'll go to a boairding- house again, and try to forget that I ever loved her. or that she ever loved1 me." And he gave a great gulp, and turned away. "And you?" said the old. man. "Well, home wae not happy, and I have enjoyed my evening* with a pretty woman, and apemt some money on her; no worse," said Hawthorne. "Good," said the lawyer; "I have the case. Well, my boy, I'll call for you both to-morrow, and you must go with me-no matter where. When you reach the spot, if you still agrees to be separated, I will give you the deeds to sign." "Can't it be done at home," said Hawthorne, I "to avoid publicity?" I "No," said the lawyer, "not at home but there shall be no publicity whatever. Be ready at three o'clock, and I will call for vou." Hawthorne did not go to see Laura, that evenin.tr nor did his wife write essays or go to a lecture. They a at apart communing with memory. "If sihe had ibtiit been wlhait I thought her," said Hawthorne to himself. "Ah! how I loved him once!" said Helen. But they spoke no word to each other; and when the old lawyer called next day he found itihem sitting at opposite sides of the room, looking at the floor. He shook hands with both. "I have a carriage waiting," said he. "Will you corne 7" He offered his arm to Helon; her husband followed. They stepped into the coach. It drove away. The old gentleman drew the blinds down, and they had no idea- of the direction an which they were going'. The drive lasted for three hours. At last the coach stopped the driver alighted and opened the door. The good lawyer descended and handed out the l'ady. The unhappy husband also stepped out. The coach drove away. They stood in ;i graveyard. Weeping willows were all about them. The grase was green, and white tombs arose on evorv band: and at their feet lay a. little gTave. and on the white 1 slab was written: OUR WILLIE, aged One Year." Yes," said the old matt, I have brought you to your child's grave, Helen and Harrv Hawthorne, and if here you ask me to put asiiider those whom God hath joined I needs I must do it." I He paused. The man turned away his head. The woman bursit into tears, and sank down beside the grave. Oh, Willie, that it should come to this with your father!" she paid. Then her husband drew nearer to her. Helen," he said and he oould say no more. She looked up. But you said you liked her better thaon you did me," she sobbed. I couldn t bear that." I "Then you love me a little still. Helen?" knelt down beside her. She turned, and flung herself into his arms. I'll bo good, Harry," she said as a child might, and not thinking of her words. Lot us go home." And then the lawyer beckoned back the oo-nohman, nnd they drove back together and put the deeds of separation on the kitchen fire, where they burnt to ashee. And if ever lawyer had reason to be proud of his pleading that lawver had. He had pleaded the cause of wedded love and its holiness, and won his case. And often afterwards, more gentle with each other—he mora considerate of her wishes, she rtiiorc yielding to his will—<tho^e two. once so nearly separated, blessed him together.

MR, STEAD AND THE PRINCE OF…
MR, STEAD AND THE PRINCE OF WALES. I hear, say.? the London correspondent of the "Western Daily Mercury," that, in con- nection with a character-sketch of the Queen I which he is presently T'ublishing, Mr. W. T. Stead recently secured the unusual distinction of an inte-rview with the Prince of Wales. The meeting took place at Sandringham, and it is understood to have been arranged through the good offices of the Countess of Warwick. Mr. Stead succeeded in eliciting some unpub- lished material with respect to the personal history of her Majesty. He has naturally not yet disclosed the substance of the state- ments which the Prince of Wales was good enough to make. But he has admitted to his intimates that in the course of the inter- view he himself made the characteristic re- mark:—"I don't deny, your Royal Highness, that you have a certain influence in the country in virtue of your position. But it cannot compare with mine, because my in- fluence is world-wide"

LONDON AND WELSH WATER SUPPLIES.
LONDON AND WELSH WATER SUPPLIES. Mr. W. ,T. Dihdin read a paper- before the Society of Chemical Industry on Monday eveai- ing on "The Character of the London Water Supply." In order, he said, that the exut position cf the present supply might be clearly understood, eo far as regarded the question of relative quality and the extent to which an improvement might be anticipated in the event of the Welsh water being brought to London, he submitted several considerations arising from the comparison of the analyses of the water at present supplied to London with those of the Welsh waters collected by the author in May, 1894. The Welsh samples wkre drawn from the Rivers Usk, Edw. Yrfon, Wye, Towy, Ithon. and Clywedog, which were, of eeuree, unfiltered, though they were taken in May, the most favourable time in the rear, when the streams were running vary freely. The samples representing the present nlte^d liver water taj plied to London were averages of the Southwa.rk, Lambeth, Chelsea, Grand Jvnctim, West Middlesex, and Past London. From this comparison of the average results of nearly 3,000 analyses it was evident that the oiganio impurity of the unfiltered "\Vtlsh water was a little less than that in the average filtered London water, and the inquiry naturally fol- lowed ac. to the specific differences which existed. This was undoubtedly due t < two things—first, the quantity of the sol'd matter in solution, principally salts of lime, giving th" London water its great hardening properties; ond. secondly, the comparatively large quantity of floating particles, on which the lumber pf microbes present to a great extent depended. The unfiltered Welsh, water examined on the spot contained 26 microbes per oubic centi- metre, whilst the a.verrge Loadon filtered waters contained in summer 167 *id in winter 298, the Kent supply contsir*, 90. Of course, it would be noted that the.-e numbers referred solely to the quantity and not the character of the microbes.
