COUNTY OF DENBIGH. BYE-LAWS as to Waggons, Carts, Carriages, Gates, Bicycles, and Locomotives, on Main Roads, and other Highways, and also as to Bridges not to be passed over by Locomotives. I COUNTY OF DENBIGH TO WIT. At the General Quarter Sessions of the Peace of our Sovereign Lady the Queen, held at the County Hall, in Ruthin, in and for the County of Denbigh, on Thursday,the eighth day of January, in the forty-third year of the Reign of our Sovereign Lady Victoria, now Queen of the United Kingdom of Great Britain and Ireland and so forth, in the Year of our Lord one thousand eighthundred and eighty, before Thomas Hughes, Esquire, and Sir Watkin Williams Wynn, Baronet, M.P., and others their Companions, Justices of our said Lady the Queen, assigned to keep the Peace of our said Lady the Queen in the said County, and also to hear and determine- divers Felonies, Trespasses, and other misdemeanors committed within the said County. Ordered (under the Provisions of the Highways and Locomotives (Amendment) Act, 1878), that after the expiration of a month from the publication of this Order, and subject to the confirmation of the Local Govern- ment Board fas regards the whole or any part or parts thereof) the following Bye-laws made and passed at this Court shall extend and apply to all Main Roads and other Highways within the several Highway Areas in the County of Denbigh. AS TO WAGGONS, &c. The Owner, Driver, or person for the time being employing, or having the care or control of any Wag. gon, Wain, Cart, or Carriage drawn by animal power, upon any Main Road, or other Highway, shall not cause or suffer the wheel of such Waggon, Wain, Cart, or Carriage when descending a hill to be locked unless at the bottom of such wheel, during the whole time of it being locked, a skidpan, slipper, or shoe be placed so as to extend on either side to the full width of the tire of the wheel, and so as to prevent injury to the Road by the forepart of such skidpan, slipper, or shoe, and otherwise in such manner as to prevent the Road from being destroyed or injured by the locking of such wheel. AS TO GATES. A Person shall not, except in such cases as are here- inafter specified, at any time after the date of the confirmation of these Bye-laws, erect a Gate across any Highway. Provided that the foregoing prohibition shall not be deemed to apply in any case where a Gate may be erected in substitution for a Gate which, prior to the date of the confirmation of these Bye-laws, may have been lawfully erected across such Highway, and where the situation, mode of construction, and manner of use of such Gate shall be the same as the situation, mode of construction, and manner of use of the Gate for which such first-mentioned Gate may be substituted, or shall be such as to lessen as.far as may be practicable the obstruction of the free passage on such Highway. A Person shall not at any time after the date of the confirmation of these Bye-laws erect anew a Gate so as to open outwards on any Highway. AS TO BICYCLES. Throughout the Bye-laws for regulating the use of Bicycles, the expression Bicyclist" means a person riding, impelling, or otherwise using or having the management or control of a Bicycle on any Main Road or other Highway. A Bicyclist shall not ride or impel his Bicycle upon any footway, pavement, or causeway made or set apart for the use or accommodation of foot passengers. Every Bicyclist who rides a Bicycle during the hours between sunset and sunrise shall carry attached to his Bicycle a Lamp, which shall be so constructed and placed as to exhibit a light in the direction in which he is proceeding, and shall be so lighted and kept lighted as to afford adequate means of signalling the approach or position of such Bicycle. Every Bicyclist who overtakes any Waggon, Wain, Cart, or Carriage, or any Horse, Mule, or other beast of burden, or any foot Passenger proceeding along the Carriageway shall, when within a reasonable distance from and before passing such Waggon, Wain, Cart, or Carriage, florae, Mule, or other beast of burden, or such foot Passenger, by sounding a, bell or whistle, givo audible and suflicient warning of the approach of his Bicycle. Every Bicyclist who overtakes and passes any Wag- gon, Wain, Cart, or Carriage, or any Horse, Mule, or other beast of burden, shall keep his Bicycle to the right or offside of the Carriageway. In every case: Where a Bicyclist meets or overtakes any Waggon, Wain, Cart, or Carriage, or any Horse, Mule, or other beast of burden; and where by reason of such meeting or overtaking any animal drawing such Waggon, Wain, Cart, or Carriage, or such Horse, Mule, or other beast of burden, may become restive or alarmed, or may cease to be under the due control of the person for the time being in charge of such Wag. gon, Wain, Cart, or Carriage, or of such Horse, Mule, or other beast of burden, such Bicyclist shall, upon the request of such person, dismount as speedily as possible,and shall continue dismounted so long as may be reasonably necessary. AS TO LOCOMOTIVES. A Locomotive shall not at any time while the fire thereof continues alight remain on any Highway, unless one at least of the persons employed to drive or conduct such Locomotive be in charge thereof. A Locomotive used for Road purposes by or for any Highway Authority in the County of Denbigh, or by or for the Commissioners of the Shrewsbury and Holy head Road, may pass over the Turnpike Roads and Highways in the County of Denbigh, at any time between sunrise and sunset. BRIDGES NOT TO BE PASSED OVER BY LOCOMOTIVES. A Locomotive shall not be used on any one of the several Bridges hereinafter described, the same being Bridges where the County Authority is satisfied that such use would be attended with danger to the Public. 1.
