SIR, If the meeting at the Shire-hal! in' Carmarthen, wjiich was held on the 6th inst. had taken into comidenltion, tbe pro- bable solvency ol those person's who are in the habit of issuing promissory notes, and had merely resolved not to take in payment such notes as "were circulated by'persons who'se responsibdity was* doubted, the conduct of that meeting would, I think, be appiauded by every one but to cry down at random all notes trom private"comfMuiies under the value of;. ob-'iadisCTitninately,. ,the. issuing of. which is found.to be o/'the greatest convenience thryugh- cut the kingdom, and must continue to be so during tiie suspension .-of specie -at-the Bank pf England, -is a measure that requires some tetter reasons to jusufy the resolutions entered.int.o.than .haye as:yet.b.cen suggested. The :csoiutions state, that issuing of. notes under- five pounds each by country btnkers, &c. is become n ser/ous evil." ■■• P "Thatthereceiptofnotcs of the above description is attended with much Toss of time, trouble, and inconve- nience; and if not checked, will in a short time prevent iinv specie being brought m'to cirtuialion. That small 'notes are die means of raisins "the. pricp of provisions to the middling-and poorer classes, as tliey inust frequently submiLto exorbitant demands for what they "pur- chase with those notes, or pay a premium for their amount in specie." That for these reasons the meeting resolve.hot to re- ceive any small, notes, in payment, e-xcept..those .of-.die Bank of England, and invite the public at large to do the same," Now I should, imagine that it must be found, that the small notes issued by the Flank ol England will occasion the same loss of time, trouble, and inconvenience, as .he use of the small notes of private companies, and if not checked, are as likely to present any specie being brought into circulation and that these small notes of the Lank of England are in every respect liable to all the. objections the calculation of those of private com- panies, admitting -ofsucli individuals,, without .vhich it would be folly in the extreme to take them. And it seems very inexplicable, why a private note of 51. shall not be objected to, when five Of lit each are to be refused. The meeting, pedmps, did not take inio com-i- deration that the forgmc private notes cannot easily be done without instant detection, whereas the nunierorss forgeries on the Bank of England have been attended wiitrsevere loss to several of the lower c.Vfes of the peo- ple, and that during the present great scarcity of specie, the common concerns of life could not be carried 011 with any tolerable coln, vellicilce, unless-notes of a lesser amcfcmt tiian 51. are made use of. VERAX. [We have received various other communications on-the above subject, some of them couched iu terms of grear as- perity. As the sentiments of the writers, how-ever, are generally in unison with those of Visbas, we, .ha^e been induced to give a preference to his temperate opinion, j

TMM- CviMM&lviJY. JL JIlL l.V V.ll j }) .d1J,/ JL ¿.rJL IV (i —•«»►>■— SWANSEA, F lit DAY, February 15. Extract of a Letter from an Officer at .Malt rt, to a Gt n!Unata ui this town, dated 27th November, J804. Since my last, events of not a little moment have ir inspired,—A week back arrived here about thirty sail of Spanish ships with British tars on hoard, bearing the English flag over the Spanish, and which gave us th'e news of war with Spain; among this fleet are three transports with 800 Spa- nish troops on board, they were proceeding to Minorca from Barcelona when some of our cruizers fell in with them. There has not a day passed since the capture of these vessels, but what hourly ar- rive some captured Spaniard; even while I am writing,.fourteen are coming into harbour. Lucky .indeed are those of the navy who are Mediterra- nean cruizers at this present moment! Innumera- ble letters-ot-marqtie and privateers are sailing and fittingoutfromthisplace. "An expedition from hence is, very seriously talked of against Minorca., which is at this instant blockaded by two English men of war. "It is rumoured that troops are to be sent to Si- cily to. guard that island against French innova- tions; the latter are making rapid strides to the capital of his Neapolitan Majesty, who, it is said, has forsaken his continental territories, .and it is reported that the enemy are absolutely in Naples. By the East-India ships which arrived last week, letters have been received in this town, dated 20th June, 1804, fnrn winch we learn, that the conquered province of Cattack is attached to the Bengal Government. At the above date, the heat was so excessive, that, in the coolest houses the thermometer varied from 103 to 1Q7, in the middle of the day. The expedition with which the over- Y. t land expresses are now conveyed to India is scarcely credible: dispatches. irom. England, of the 29th February, had reached the detachment of our army- encamped on the banks of the Mahanuddy river, in the province ql Cattack, nearly a thousand miles above Madras, it, the interior of the country, pre- .vious to the 2-Oth of June, a-period of less thin four montlis from their departure from this country. Sunday last Col. Sladdeninspected the Merthvr division ot the eastern Glamor-gait ■Volunteers'at Merthvr; on Tuesday, Major Lockwood's corps of rangers,, at Forest; on. Wednesday, the Swansea- division of the western Glamorgan riflemen, com- manded by Lieutenant-Cql. Jenkins; the Prince of Wales's fusiieers, coinanded by Major Vaunhan; the Swansea cavalry, commanded by Captain Hughes and Sir Gabriel Powell's troop of cavalty, in the neighbourhood of Swansea yesterdav the Neath Division of the western Glamorgan* rifle- men, at Neath and this ■■morning, the remaining companies of the last-menticncd regiment, at Ewently. To our former encomiums on the seve- ral corps we -have only to add, that on the present occasion their ardour appeared nnabated; their dis- cipline improved, and that they gave the inspect iug officer complete, satisfaction. After the busi- ness of the field, on Wednesday,.the officers of the riflemen, iusileers, and Swansea cavalry, dined to- gether at the Mack worth-Arm s, in this town, where tiie evening was spent in festive mirth and har- mony. The third battalion of Carmarthenshire volun- teers were inspected yesterday at Carmarthen, by Col. Stewart, and merited his entire approbation, Sunday last the first battalion of loyal Brecon- shire volunteers were reviewed by General Bough- ton, who expressed his approbation of their mili a!rv appearance and discipline in. terms highly honour- r- abletothecorps. On Saturday the Cader Idris volunteers (about 400 in number) terminated their course of perma- nent duty at Dolgeliey, under the command of the Z, n, 11 i) e worthy Member for the county, Sir R.. W. Vaughan, Bart. Their orderly conduct, and disci- pline in that town reflected great credit on the offi- cers, and the inhabitants witnessed theIr departure with regret. The men were young and well pro- portioned, displaying the lusty sons of Cambro- British prowess. The conduct of the Colonel is spoken of in the highest terms of panegyric • and the other _ofiicers performed the duties of their sta- tion in the most exemplary manner. DolgeDey's plains, on this occasion; exhibited an impressive spectacle, and a lively specimen of that loyalty and affection ever due to a Sovereign, who reigns in the hearts of his people. Theatricals.—We hear from Brecon, that Mr. Phillips's company is now there with great eclut to numerous audiences, lie has seve- ral performers of considerable merit, and we under- stand that he has our Theatre for the CH- suing season. Wednesday next is appointed to be observed as a General Fast throughout: England. The Rev. Some valuable mines of copper have recently been discovered On the Duke of Bedford's estates in Devonshire,"on and about Morweit Down, oil the hanks of the'TaVy and Ta'tiiar. The tunnel now forming through MorweU Down, which is a -hill- about 7Q0 feet above the level of the tides in the rivers, has adviuiced about 300 yards; it is to be about tiiiitsen miles and. a quarter long, and the 0 excavation is to horni an aqueduct over a valley at the height of more than forty feet; the tunnel cresses a very rich vein of copper ore.
