On Monday Mr. Justice Hardinge delivered the following Charge to the Grand Jury :— Gentlemen of the -Grand Jury, ■ ■ The Calendar is a very light one except a commitment upon a coroner's inquest of iiiurder, as I thought, hut. which the "officer now tells me is a mistake of the Calendar, and should haveheen ttj-amltmshter. But I hope, as I also Relieve, that your Coroner is very 'I much upon his guard indirections to .his inquest—especially upon subjects of this nature, in which they are naturally guided and swayed by his judgment'. is no trivial thing to charge a man with mnrder, if he IS guilty of a suoordinate homicide,-though b lelohy.: ■ There is an odium inflieted upon hiui by the verdict of hat inquest; and there is jeopardy ot\ iife incurred be- v-fuse upon.that verdict he iitustbe arraigned before a jury here, and put upon hi,«. trial. These manslaughters are disgraceful to the Welsh, and (I must add with -concern) to this part of that whole Principa- lity the most. I I They arise either from the habit of tippling to excess, (a most prevalent impulse of the Welsh) Irom a talse and miscalculated sense of honour and spirit, or from the ragp. for what is called pugilism, Converted into an article vl laftc —ami a science. "In citlter of those views the death of a" man-demands a peculiar guard against a repetition uf it by such liberties vvith human life ItS these. Ot a more general nature, I have no topics to lay before you. "The rumour of invasions—or of-combined fleets at sea, break no slumbers here, though, you u.re nihabituntj of a coast. < "You have no fear, becauseyon have a soldier and a sai- !or to defend you, who iisteHs.j[o no c.ontp'fomtse of public sp'u-it,.and spurns every alternative.biit thatot conquest over yrants—or death at his post, upon the bed of honour, and with arms in his hands, "pson look at the map of Europe, and see what a dimi- nutive appearance our islands make in that scale, you natu- rally ask yourselves how it comes to pass that we are the centre of. union for,all the powers of the continent, against the despotism which has trampled them under its foulr "What is the answer to that question ? We are no taller men than our neighbours in the world. "We arc. not more opulent. v "We have not more strength (of any kind) we are. not more valiant, we are not better politicians, and I fear that we are not more virtuous. But we have a C-xmstitutwi/of Government, 'the wisdom of ages practically understood hi all its blessings, and tb'e envy of the-world. It is that. Constitution alone which almost inspires those who live under it with a genius worthy of the interest at stake, and.resembling ,'s character. "It unites the energy ot power and the bond of allegiance, to the jealous discipline of a popular check over it, if ft leans an inch to oppression. It makes tii^ .King an implement of liberty, and free- men the champions of Government. It makes—in a word—all its powers armed and. strong for the common interest, but weak as a leather in the air for any purposes of oppression. Tok have received this precious g-ift (you tlie Welsh have prtieminently received it) from ancestors half lost in their an iqiiity, but whose descendants-1 have been signalized .lor the r valyur and jjnblic spirit—you will feel it as the most valuable and proudest heir-loom of your inheritance. I said that we had no reason to boast of superior virtue, as compared with our neighbours and my determined spi- rit of indifferent justice compels me to reprobate a local in- ciident of this town, which (if-religion is not a word,' a name, and a sound) is ot a deeply mischievous impression. Y ester, day opened a month—which is pexhaps-the most .critical .-of the harvest, "The inhabllanti- of (bis town are opulent,- and are en lightened. There are two other subjects, of a local nature, upon which a few words may h- attended with use. One of them is, tlie list of those from whom juries are taken who sit upon life and property here. "I aiii told liiat it is a Hst extremely defective audpartia'. rqstl 'Liii to "-ji, The result- is, that men of. inferior e'stifna'troivbiit who are. exeinpted by law ,'from the biiiihen, rVieeivt? and it, by force—that all the suitors of the court arc lit the mercy of rtno.-e who are not so likely to do them pisticc—that abler men are. Kent's .scientific Te Dcum was extremely well performed, as also the anthem l< My Song shall be oj'Mercy and judgment, which was sung'by Mrs. Francis, with unusual power of voice, and with the closest attention to ime and tune. To the credit of the county of Brecon, there was not a single prisoner triSd at the there last week, and oniy: two causes came on, neither of which-we understand were of any jtublic impor- tance. Sir WAV. Wynne has almost completed the erec- "t.u>n of a. handsome stone wall, extending upwards of lour miles, on the road side of Wynnstay Park, the- worthy Baronet's much-admired seat in Den- bighshire. Two shocking accidents have happened this week, in the neighbourhood of Neath. Late on Tuesday night, a young man, returning home irom thence, strayed oft the road, and fell into a coal-pit, where he was iotihd dead on Wednesday morning.—Same morning, as a collier was descend- ing-a coal-pit, the rope broke, and ihepoor fellow, was precipitated from near the surface to the bot- tom, and instantly killed,, leaving a. widow antfl seven children to bewail his unhappy fate, and their own loss.. Yesterday evening an inquest was held by C. Collins, Esq. on view of the body of David Grey, who was killed early the same morning by falling in to,a coal-pit 77 fathom deep, near this town.— Verdict, Accidental-Death.. -Fire. —About ten o'clock on Wednesday night last the pattern-maker's shop belonging to Fox's ik the Neath Abbey Iron. Co. was discovered to be on fire and notwithstanding every exertion was used by the workmen and their wives, with thê, ready as- sistance of the neighbourhood, the whole shop, to- gether with such patterns as it contained, tocb, in.thes,&c. were consumed, the total loss supposed to be about 500i. Sunday last, a wedding was to have taken place between a young couple belonging to the 'neigh- bourhood of Merthyr-Tydvil, and considerable pre- parations were made to regale the company assem- bled on the occasion. At the appointed hour the intended bride made her appearance, arrayed in .her best apparel, and her friends were waiting to accompany her to the altar; but, alas! the bride- groom was not to be found After a considerable time had been spent in search, the happy man was discovered hid in a thicket, and, on being roused from the cover, he slunk home and retired to bed, complaining of indisposition, and that his sister had taken away his clothes. On the following morn- ing, however, the timid youth was sufficiently reco- vered to resume his daily labour, on his appear- ance a.t which he was cheered by the loud buzzas of a numerous conconrse of young women, who had assembled to chastise the culprit for his faithless conduct. After dragging him from the workshop, and giving him a complete coat of tar, they thickly studded him with feathers, mounted him on a plank, and carried him in triumph to the church door. Vain were the poor delinquent's supplica- tions for mercy, his female tormentors would'hear nothhig. After he had been exposed sufficiently, the men who had assisted in the ceremony, were about to withdraw, but thefeathernldeceh'el'fear- ing to be left alone amidst such a troop of furious amazons, bribed his male persecutors with half-a- guinca's worth of ale to -escort him in safety out oi the reach of further vengeance. This4S-said to be the third young woman he has thus grossly de- ceived, and we may very reasonably hope-it-will be the last, as the dread of punishment may act more "powerfully on his mind than any innate feelings o: 'honour. In no way whatever can a small sum of money be made to proju<;e a very Isn-geone-so speedily as ,in a State Lottery, and this has, no doubt, created the great Support that Lotteries-have received. The Scheme of the preseotSeptembei'Lottery holds out an advantage which has not/existed for many years, namely, the money given for Blanks, and affords tiie adventurer a chance of the' great Prizes at much less than the usual risk. less than the usual risk. At the recent fairs at, Lampeter, the demand for store cattle, from the abundance of grass, has ra- ther increased, but the sales were in general at a decrease of at least 30i. per cent. from what they were sold at two years ago.
