A letter from Lisbon gives a melancholy pic- ture of the decay into which that city has fallen by the continued residence of the Court in Bfasil; and intimates, that if the Royal Family do not speedily return, general ruin must ensue. "Some rumours respecting a disagreement be. tween the Government and the Bank appear to have created a great panic on the Stock Exchange at the opening of the market, and consols were done at T5|. The funds however, subsequently rallied, '2' and notwithstanding some very large sales were made, closed at 75å- for the accour.t in Consols: The 3| per cent Stock left off at 361 and Omnium, at 2f discount."

The commission for holding the Glamorganshire Great Sessions was opened at Cardiff on Tuesday evening, and an the following day, the Court pro ceeded to business. Mr. Justice WingfieU, in his charge to the Grand Jury, congratulated the county on the number of prisoners being reduced to its iistial state, and directed that, in future, the de- positions on which commitments are founded should.be transmitted to him, to enable him more clearly to understand the nature of the cases.- When our account came away last night, two pri- soners had been convicted, viz. Evan Jenkin and Thomas Williams, tor horse-steal:ng. Edward Jtfash, charged with sheep-stealing, was acquitted; and the bill against lilizabeth Edwards, for child- murder, was thrown out. At these Sessions Messrs. C. Collins, P. G. Jones, ;anti J. Cook, of Swansea, and A. Cuthbertson, of Neath, were admitted attornies and solicitors of the Court for the several counties of Glamorgan, Brecon, and Radnor. Carmarthen Great Sessions commenced on Mon- day last, and yesterday Joseph Davies was capi- tally convicted of horse-stealing. There were 21 old and 12 new issues at the e sessions. Lord Robert Seymour and the Hon. Mr. Campbell gave their electiun balls at Carmarthen, on Wed- nesday and yesterday evenings, both of which were most genteelly and fully attended. C, On Wednesday sennight, a monthly clerical meeting; under the sanction of the Lord Bishop of St. David's, was held at Llantlly Church. The clergy met at ten o'clock in the forenoon, and after She discussion of various subjects connected with their ministerial duties, the service wis performed in English by the Rev. E. Morris, of Llanon, after which a most excellent anxl appropriate sermon was preached in the same language, by the Rev. John Taylor, B. A. Vicar of Hanarthney, from Prov. chap. 11. verse 30. After a short interval, the evening service was read in the Welsh language, 11 gel by the Rev. J. Jones, of Ystradgunlais, and a most impressive and pathetic discourse was delivered in the same language, by the Rev, II. Williams, of Uangevekch, from 2 Cor. chap. 8. verse 0. The meeting was numerously and respectably attended, /and the congregation seemed highly gratified with tho divine truths to which their attention had. been solicited with so much ability and earnestness. Nathaniel Welis, Esq. of Piercefield, the present Sheriff for Monmouthshire, in the true spirit of benevolence, was pleased to leave the sum of ten guineas to be divided among the prisoners in the County Castle, previous to his leaving the town at the late Assizes. On Monday last a, man was apprehended at Cowbridge, on a. charge of uttering forged Bank of England notes at Neath and there is reason to suspect that he is the same person (Morris Morgan) tvho lately escaped from Lampeter after being in custody on a similar charge. A melancholy accident happened in Swansea, on ]Mondayiast:—Ju!i,u Marry, carpenter, while em- ployed in repairing a boose in Nelson-street, un- fortunately fell from the scaffold, and was killed on the spot.—Verdict,-accidental death. Within these few days, hay has been sold at .Worcester at 71. per ton; at Birmingham it has -reached 9l. Extraordinary Fact.-A t a farm belonging to Mr. James Simpson, of the B»ar-inn, Cowbridge, was grown this year, from one single barley corn, fiby- 'hintf stalks, each sialk containing above thirty-six barley corns on an average, amounting in the whole to 2120. From the appearance of its ex- terior, which is torn and mutilated, it is conjec- tured iu be the same fish that the Leicester packet encountered lately upon her passage across.. On the 12th inst. the Marquis of Anglesey, in honour of the Prince Regent's birth-day, gave a splendid public breakfast, with other festivities, at Plasncwydd. Among the amusements in the early part ot the entertainment was a boat race, which was weH contested—eleven starting. The Mar- quis's boats won the two first prices. On the river in front of the lawn were anchored the revenue cutters, Success, Capt. Greet, and the Defence, xCapt. Dobbins, decorated throughout with the flags ofdifferent nations, &c.—The cutters also of the Marqois, T. A. Smith. Esq. and O Williams, Esq. of Craig-y-don, were also decoraled with flags and ribbons, and the whole had a most beautiful effect. No. 357 is the only number yet drawn in the present Lottery which is entitled to any Prize above df,C)O :-that Ticket is a Prize of 1.000 Sovereigns, and further entitled to 4 Pistes of Port, or Madeira, or Four Hogsheads of Claret; it was sold by Bxsii, and what is rather-remarkable, it has fallen to the lot of a Gentleman in Hampshire, who,, a few Lotteries since, obtained a ,[DD,OOO, Prize also of BTSH and as the lucky Adventurer bas one undrawn Ticket he stands a good chance for One of the Two ofSOjOOO Prizes, or the 15 other Capitals now in the Wheel, nU of which must be drawn NEXT TUESDAY, 25th Instant, when the Lottery finishes; but perhaps they may fatito some of our Friends in this part of the Country, as wc find BISK'S Agents are ali well supplied with undrawn Tickets and Shares, and we know, by long experience, he atways sells more Capitals than any other Office-keeper, and this County is generally very fortunate 1\' At Welshpool Session, Henry Hall and Juseph James, for horse-stealing; Jonn Beedles, for bur- g 1 ary and John Thornes (not 18 years of age), lor stealing out of a dwelling-house to the amount of 40s. had sentence of death passed upon them.— William Williams, a collector of taxes in the parish of LLinerfyl, for adding the figure 3 to Si. thereby making it 33!. in a receipt given him by the Receiver General, and, fifteen or sixteen months afterwards, producing to him the receipt, and claiming from him 301 as so much money, overpaid him, was sen- tenced (under the Property-tax Act) to fourteen years' transportation. At Monmouth Assises,Thos. Powell, for stealing four ewes and four lambs,-at LUutillio Perthob u Henry Price, for stealing three fwes, three lambs,! and one wether sheep, at Skenfreth and Thomas Williams, for steaiioga quantity of wearing apparel in a dwelling-house, at Ilardwic.k, were capitally' convicted, and received sentence of death.—Win. Wood, sen. Thomas Wo'od, John Roberts, an>l Aiin Sadler,.lor stealing, or knowingly receiving money to the amount of 89l. 10s. and other articles, from the lodging of D. Gwilii'ain, at Trelleck, were sen- tenced to transportation, the three men for fourteen years, and the female for seven.— Elizabeth Eilu k, 1T, ,1 for stealing in a dwelling-house at the Graig, in the parish of Skenfieth, sundry articles ot wearing ap- parel, and 91. 2s. in money; and Abraham Wmtle, tor stealing a quantity of jewellery and hardware goods, at .Monmouth,'sevenyears--transportation — James Edmunds, for stealing wearing apparel, the property ot P. Williams, of Trelleck, twelve months imprisonment.—Five were acquitted. Gloucester Agiizes.—A curious circumstance has occurred, connected with t'ie-e assizes. The pro- ceedings were to have commenced on Wednesday se'nnight; but in consequence of the immeu-e press of business at Monmouth, Mr. Baron Garrow did not reach Gloucester until after twelve o'clock on that night, when although much fatigued, bh Lordship proceeded to open the Commission.—On the following day the learned judge having at- tended divine service, awaited at his lodgings the arrival of Mr. Justice Holroyd, who did not reach until two o'clock. A cons-iltatiun immediately ensued, on the probable illegality-of the Commis- sion having been opened on the I3lh instead ol the 12ih, the result of which was, that their Lordships I determined to postpone aii present proceedings. Mr. Baron Garrow in consequence attended the court at four o'clock, and addressed the gentlemen waiting to be sworn as grand jurors, observing, that their Lordships found themselves in an awkward predicament, for, from the circumstance ot the Commission not being opened unlil afrer tNrlve o'clock on the preceding night, he had some doubt as to the regularity of their proceedings, and that Mr. Justice Holroyd and himself had determined to dispatch the Under Sheriff to London, to take the Lord Chancellor's directions how they should act. His Lordship then said, that he should swear in the grand jury, who might proceed to business; and t be court wonld be adjourned from nme to time until Saturday morning. About five o'clock that morning, the Under Sheriff, who had only left I y Gloucester about six on Thursday afternoon, re- turned from London, but without any decisive answer frum the Lord Chancellor. It was there- fore thought expedient to await the arrival of that day's mail, which, at noon, brought the final opin- ion of the first law authority—in effect that no judicial proceedings could be held under tlveXom- mission, iu the existing circumstances. A com- munication to this purport was immediately made to the grand jury, who were silting at file Shire- hall, all business was Stopped, and the assizes postponed sine die. A Special Commission will be immediately issued, and next Tuesday se'nnight is spoken of as the probable time of its being opened, when the whole business of the assIze will begin de novo. Thus terminated this most extraordinary and unprecedented occurrence, which has been productive of infinite disappointment and incon- venience, and a. very heavy expense, to a large portion of the inhabitants of that extensive county, as all jurymen, suitors, witnesses, &c. (many of whom were from the most remote parts,) were obliged to remain in Gloucester during the Agita- tion of the question. The importance of saving Assize Commissions, by opening within the time stipulated, has always been felt, and in no instance has this importance Leen illustrated more deci- dedly than upon this very Circuit. We allude to an occurrence which took place at the Lent As'sizes j in 1786. ttieii oil(, f)f tti Commissioners. He had been detained very late in Court at Worcester, on tllccommissioll day for Stafford, and having barely titne to accomplish the distance before midnight, he set oft' with all pos- sible speed. The nijjht was extremely inclement, a heavy fall ot snow cmtis on, and hy the time he reached Wolverhampton, the country presented one pun; surface of \vhi»e; the roads being scarcely distinguishable, and the progress of the carriage being of course greatly impeded. At Wolver- hampton, one of the bailiffs for the county of Stafford, as was customary, met his Lordship, to receive his commands, and to know at what time and place the Hi.gh Sheriff should come to meet him. Mr, Justice Buller, upon looking at his watch, found that he had not a minute to spare to save his Commission; calling for his horse, there- fore, he mounted it, and sending the bailiff forward as his guide, rode full speed to Stafford, where he arrived just in time to open the Commission before midnight. The anecdote goes on io state, that the poor, bailiff, irons bis being extremely lusty, and unaccustomed to such violent exercise as he had undergone with the learned Judge, took a fever, and died in two days. fever, and died in two days. Mor-h. -The report of this ?ri ,j (,t Hereford, which appeared in our last paper, was furnished by the plainiifi'.s solicitor—we have since received the following account from ihe other side: A great number of respecta- ble witnesses (nine or ten) attended on the purtofthe defendant, and proved they bad used, rode over, and passed the spot in question for forty years and upwards, aad had always considered it as if p.ihlic road, and not a private court yard as designated by the plaintiff— had never been forbid—nor h td they ever observed a Gale or any other obstruction to their free passage. The mansion- house, as it is called by t le plaintiiF, was said on the trial to be worth about 51. per annum; and ihe ground oc- cupied by the Irani road in passing bv it, is not a two- hundredth p*rt ol an acre.—-The Learned Judge charged the Jury to find onlv nominal damages, anri upon--1tie Jury finding-2t)l. the Judne directed them to reconsider their verdict, as no tn;unj had been sustained by the piaimiff'. Francis Sparrow, defendant. It was an action of replevin, in which the defendant justified, under. Robert Peel, lis A. and he. question was, as to the right of Mr. Peel to a large tract of land, about 1390 acres, situate in the paridi of Cwmtoyddwr, in Radnorshire. The defend- ant's case was most ably opened by Mr. Taunton. The title of Mr. Peel'was deduced, by iiverycurifi nndirrn- sistable chain of documental evidence, from the time of Races, Prince of.Wales, in 11<M, to the present day; besides which, was a body of written evidence, proving a variety of admissions on ihe part of the plaintiffs and their ancestors, of the ii le of ihosc under whom Mr. Peet claimed. Forgery —Three'persons, Evan and John Jones, of Nautcyff, near Mallwyd, Montgomeryshire, and another, were apprehended at the above lair, on a change at inning forged yf ::a;es. Several were traced to. them, but none were disco- vered on their persons, nor at the-places they in- habit. They underwent a long and severe exami- nation before the magistrates, and no sufficient evi- dence being adduced to convict tiicm, they .were discharged. Suspicion had been attached to rhein for some time. Several forged notes have been passed at the late fairs in Machynlleth and fhr.se practices are carried on to an alarming extent in the Principality; so much so as to have rrised against' Bank of England paper a ven-y detrimental prejudice local notes, however, continue to be. circulated with periect confidence. The prices of wool at Shrewsbury fair, oil Wed- nesday, appeared affected by the great importations j which haVe recently taken place. Fine fleeces sold j from 30s. to 36s. per stone; coarse from 2fs. to "")S. and some very few prime samples went off rather j higher at the commencement; ..many packs re- mained unsold on Thursday morning, but the hall was cleared by evening. Lambs' wool Is. 10d. to 3 s. 2d*, per lb. There were tntny beasts brought; for sale, chiefly lean and half-fatted, hut which were without bidders some few fat beasts sold for 6d. and 6,}d.; fat sheep fetched 7d. per lb. Of butter and cheese an unusual large supply was for sale: the f0rmer averaging 14d. per lb.; prime dairies of the latter fetched ,75s. to SH. per cwt. common 60s. to 65s. with a very brisk sale; bacon lOd. per lb. Patriarchal Family in Lancashire.—'There is now living (aged 84 years; at Witness, near Farnworih, in the parish of Prescot, Lmcashire, one Samuel Whitfield, whose descendants amount to one hun- dredfmd thirty! viz. 14 children by one wife, 77 grand children, and 29 great grand children: of whom one hundred and nine are now living. The Patriarch of this family, in the spring of the pre- sent year, dug the ground for his winter stock of potatoes He is d. constant frequenter of Divine service, every Sunday, and walks to and from the church, which is mile distanttrom the place of I)is residence.
