MONDAY, FEBRUARY 25; 1895.
MONDAY, FEBRUARY 25; 1895. NOTES & COMMENTS It must be confessed that the reiponse I made to Sir Jeh. J. Jenkins' appeal for united action on the part of tilanu- fa?,ttir(3rs anq' workmen ivts No seli,Yne can 1-iol?,L4 to succ(;e(i without the loyal supperi of practically every I maker in the trade. Over a hundred employers could have represented the capitalist interest at Saturday's meeting, I but sixteon only were actually present- Some prevouted from puttllg in an appear- ance can doubtless be depended to co- operate. Still after making every allow- ance for these the attendance was de- pressingly small. Nevertheless we hope to see Sir John persevering if only t > give an opportunity to those who talk of the need of concerted action givmg oifect to their ee'it-nents. It is conceivable that good reasons may I exi3t why, in the initial stage of the move- ment, the interchange of vews should by made strictly confidential, nut it will be the supremest folly t > attempt to carry the scheme into effort—if matters ever reach I that point—without first fully -rif, the public und the great body of workmen Hence a tactical error of the first magnitude will be committed if secrecy be iii-itits Lite ruio at these meet- ings It aU the manufacturers could bo brought into tho combination the conse- quences of this error would bo less serious, I but :f the past eun be looked to for guidance, attempts will be made to bring obstinate employers into line by influenc- ing their workmen. It is this possibility which renders it imperative that any scheme decided upon shall have the moral sanction of the workmen as a body, and of the genaral public. And that moral sanction can only be obtained by adducing convincing evidence in favour of the scheme. Sir John probably knows as well as any- one that the Tin-platers' Union can act effectively oniy in so far as it happens to represent the opinion of the workmen. It I has the machinery but caught else of a labour organisation. Therefore, unless failure is to be invited, the utmost care must be exercised to keep the workmen in- formed of the merits claimed for the scheme, and the results hoped for from it. And secret meetings will not do that. If this attempt on the part of Sir John fail on its merits it is obvious that all concerned have no option save to accept the survival of the litttst"' as the heroic remedy for the chronic distempers of the industry and to hope to see health restored to it after a period of ruinous crashes among firms and much suffering among workmen. A singular fatality has pi r^ued the Swa nsea football team this season. It is impossible to nce-ount for it. Of the hundreds of flavors in South Wales, not one, we believe, oi.t;d-: Swansea has sus- tained on injury necessitating his removal, to the hospital. But in time instances this has occurred .vith the All Whites first Tanner, then Bancroft, and, finally, Burrows suffering that fate. The injury on each occati m was the remit ot the purest accident, and no rule could have prevented it. Peer Burrows received his hurt at the very stait of the gs.mcs, when the players had not even become excited. A bunch of Newport forwards were rush- ing the ball to'.ra'da the Swansea goal, and two or three of their opponents, including I Burrows, were in the thick of the fiay try- ing to arrest the rush. The ball was see urecl by liurr,)ws, aiid tlioii T)?'.ty was stoplic(l.. f,)r be %Va3 -3f?en to 't)c, stretched oi.t on the ground. He bad a couple of months ago received an injury to fho neck .°.nd, so far as can b» gathered, the of oce of the Newport men came into violent ro;itacl with his chin, striking it upward*- with the result that a hmati bon was fractured at the base of the neck and an injury inflicted on the spine. The medical gentlemen had n difficulty in asces tabling that the i -,[ was spinal, for Burrows had lest command of the l, w r parts of his body. W hen an accident of this kind takes plat e it is invariably the case that much adver e comment is devoted to the game itjelf, and no iittl-a courage is required to b; east the strong current of ft e'ing excite by it. Even at this moment, however, w venture to ask for a judicial cc nsiderat.o'; of the mtttler. As ihi lamentable event was not in tie remotest degree due to rough play, it is clear that it cannot reasonably be used a,3 a text for condemn- ing the rorgluiesa of Rugby football. Accidents will take place in all gmres of strength and skill of th s ki; d, and, having regard to the thousands who are continually engaged in football, serious disasters are exceedingly r.w e. In Wales, wiere Puritanism is still a force, there existi a t-ong prejudice against athleticism in ali its various forms—.ispe i l1 y among the members of the geneiatlon tt14t is passing away. Elsewhere, and even here among those who have given the matter a thought, an increasing value is I being attached to athletics as a means of building up and developing the manhood and womanhood of the country. In Ger- h many where thø l'Iuo]ect ha.s been ex nus- tively investigated, the Government h.s made physical training compulse ry in aii 0 p the schools. There has been less need of it in this country by reason of the avidity with which our youth take to pastimes in- volving physical training. We are tempted to make these observations—at a moment I when feeling is naturally provoked against the most popular of winter games—by the belief that comparatively few recognize 1 that there is a serious a-id highly beneficial purpose served by the pursuit of games which the majority of people regard merely as means of entertainment, exciting to the beholder but dangerous to the actual participator.
