GENTLBMBN,— I beg to offer myself as a candidate for a Mat on the County Council. During the period I have represented vou it has always been my endeavour to combine efficiency with oeouomy. The rates, it is true, have been considerably increased since the days when I presided over the countv executive under the old system, but I think that a close examination of the fiaances will show you that this increase is largely due to two causes, viz:— 1st. To the large sums which hare been raised for intermediate and technical educa- tion and 2nd. To the increase in roads expenditure, in addition to which must be set the loss of tolls which followed upoa the abolition of the turnpikes. The duties of a countv councillor are arduous, owing to the meetings being princi- pally held at Pontypridd and Cardiif, necessi- tating a continued expenditure of time and money, which your representative must be prepared to sacrifice to do his duty.
