GENTLEMEN,— At the unanimous invitation of the Three Hundred of the Sout,h Glamorgat1 Liberal Association, I beg to offer my services as the first Representative in the New Parliament of your Division-the Division of which I am a native, and in which for many generations my family have held and expressed Liberal views in politics. I am it loyal supporter of that great Liberal party which, during the past 50 years, has broadened and strengthened our Constitution by a ton? series of wise andiustreforms. It summoned milliolls of our Catholic fellow-countrymen from political servitude to the rights of citizens, and relieved millions of our Nonconiormist follow-couzitrymen from degrading disabilities. To it we owe the of untaxed and cheap food and untaxed knowledge, By opening our ports and makin them the market of the world. it enabled this country to become the most prosperous, the wealthiest, the most powerful of all nations, and its people to lift themselves in the most marvellous manner from wretcheduess into general comfort and well-being. It gave us a national system of education which, when it becomes freeandunseemrian.wiltbean unmixedblf! siag. And to it we owe that last charter of our liberties, which will make the new House of Commons-in the election of which householder will have a yote- really and truiy the House of the People. I ask you to return me to this New House of Commons that I may swell the Liberal majority, which alone can honestly and thoroughly carry out the reforms still needed for the common good. From this Liberal alone shall we obtain that religious equality which, loyal Wales declares, must no longer be denied to it. AS THE CHURCH: OF ENGLAND IN WALES IS DIS- ESTABLISHED AND DISENDOWED, its endowments will pass into the hands of bodies chosen by the people, to be applied—with due regard to vested itittrests—for the good of all. We now know that there is already pre- pared a broad and comprehensive scheme for Rx- PRESEKTATtVE LOCAL GOVERNMENT worthy Of thd Liberal party: a LocAL GOVERNMENT BOARD roe Sours WALES, with COUNTY AND PARISH BOARDS elected by the people under the security of the Ballot to manage their affairs; so that their rights may be upheld, their common land and other property preserved and used for the general ood, and the rates properly raised and spent for the beoent of all. To such bodies as thfse the power may be safely of seeing that the reforms made in our Land Laws are fairy carried out, and that, when the public interest demands it, land may be obtained on reasonable terms. Into the same hands also the higher education of the people of Wales will pass when we have an INTER- MEDIATE EDUCATION ACT. which will provide that the representatives of the people shall holù and apply all property left for educating the poor equttiy for all, without or class distinction. When we have a representative system so complete as this there will be no difficulty in applying the principle of LoCAL OPTION, so that the majority of each town and district may decide whether, or how far, the s&le of drink shall be allowed amongst them. Then, again, from the Liberal party alone sha.il we obtain acornplete REFOR.NI OF OUR LAND LAWS, so that the land shall no ionger be tied up by seLtie<nent and entail, but shall change bands cheaply and easily so that all classes, even the labourers and the artisalis, may be able to rent or buy a bit of land or buy their own houses on fair terms, I am in favour of FREE EDUCATION, because I am persuaded that under proper local management it may be without the of taxilttoli. This, however. Can only be done under conditions which will make all our Elementary chools completely undie riomitiatioiial, and when taxation has been fairly adjusted, so that each taxpayer is only catled upon to pay what is justly due from him. I shall support the much-needed amendments of the EMPLOYERS' LIABILITY ACT, which will render it im- for the to contract himself out of his tiability; and an alteration of the .MINES REGULATION ACT, so that the check-weighers appointed by the men may be quite independent of the masters, and employer and employed may be made equally liable for breaches of the law; I sua)l support the true Liberal principles as to our foreign relations—a wise and dignified forbearance from interferinc in the atfuirs or policy of other Sovereign Powers; moderation and justice in our treatment of weak and subject races; a ca etui observance of our existing International obligations and a determined refusal to be drawn into European complications. With such a policy abroad, with Buch measures of reform at home, carried by It strong and stable Government, we may reasonably hope that the feeling of insecurity which has made capital timid and depressed our commerce will disappear that trade will revive and prosperity return to a people which has proved itself worthy of its right* and equal to its responsibilities.
