F^OROE. BLACKFRIAR'S BRIDGE. Blackfriar's Bridge, like St. Paul's, is said to be in a very dangerous state. It is strongly suspected that it will not admit of a thorough repair, but must be allowed to go to ruin—as the building of a new bridge will not be so expensive in the main as repairing the old. The piers are almost entirely decayed; they are rotten to the heart; and since the two feet of .ponderous matter were removed from the crown of the roadway, the best macadamised metal that can be laid on in its place, is crushed to sand in a few days, and ruts made, whereby the water passes down through the arches; in some places large holes have been made, so that the river has been seen through them. Government, it is said, have it in contemplation to esta- blish a perpetual Session at the Old Bailey, that the less important cases being quickly disposed of, may diminish the chances of young offenders becoming, through prison associations, hardened thieves. The following curious story is in circulation :-The duty paid on foreign prints being high, many ingenious modes have been invented to smuggle the Paris engravings into London. Last week a number of folio volumes came from Paris, consigned to an eminent bookseller in London. The duty was paid, and the bookseller deposited them on his shelves for sale. Yesterday his French correspondent ap- peared at his shop, and begged to have the books again at the invoice price and the bookseller parted with them for a small emolument. The cunning gentleman from the Con- tinent no sooner had the books in his possession, than he cut open the backs, which contained a number of scarce and valuable French prints. PORTSMOUTH.—An experiment was made this morning of the propelling power of the Galatea's paddle wheels, contrasted with the power of boats in towing a ship. The Briton slipped, and was towed by her own boats and those of the Pallas, and stood to the westward; the Galatea also slipped and put her paddles in motion, and at starting was about half a mile astern. This she soon gained: she pad- dled up on the Briton's larboard quarter, ran across her stern, hauled upon her starboard side, passed a head of her, fired a broadside, and returned to her anchorage. The Briton was towed at the rate of two knots two fathoms the rate at which the Galatea was propelled was three knots, and three and two. The result of the experiment is there- fore conclusively in favour of the paddle wheels. In announcing the death of that distinguished officer, Lord Harris, Governor of Dumbarton Castle, and Colonel of the 73d regiment, we think the following particulars of his life will not be uninteresting :—He was born in the year 1746 at an early age he entered the army, and served dur- ing the American war, where he was dangerously wounded at Bunker's Hill. He afterwards acted as Military Secre- tary to the late Sir William Medows, during his government in India. On his second return to India, his distinguished military talents pointed him out to the discriminating eye of Lord Wellesley as the fittest person to command the army against the formidable power of Tippoo Saib, in the year 1797. He achieved the conquest of Seringapatam, by which the rich country of Mysore was added to the British possessions. For this splendid exploit he was raised to the English Peerage, by the title of Baron Harris of Seringa- patam. During the latter years of his life he lived in dig- nified retirement at his seat in Kent, beloved and respected by all around him. George Harris, a Major-General in the army. Besides him, he has left one son and several daughters, the eldest of whom is married to the Right Hon. Stephen Lushington, the present Governor of Madras. FEMALE MISER.—An elderly woman, named Arabella Henrich, died about a fortnight ago, in Blandford-street, Portman-square, whose penurious habits were of the most eccentric nature. She occupied a small room in the house of a green grocer, who was generally induced by her to supply two pennyworth of meat from his family joint, upon which she dined. To her friends she always pleaded the most abject poverty, and frequently induced persons who called upon her to send out for coals and provisions, of which she appeared to be in absolute want. She seldom allowed her apartment to be cleansed, or even her bed to be made. At her death, money, it is said amounting to £5000, was discovered in a cellar and cupboard, which were appropriated to her use, and of which she kept the key. A quantity of gold, in guineas and sovereigns, was found in several tea-kettles, and in the cupboard was an immense roll of bank-notes. Several other articles of value were discovered, and between the bed and sacking a will was &!und, by which the bulk of her property was be- queathed to persons living in the city. It appointed the Rev. Mr. Blackenbury, of Woburn-place, Russell-square, her whole and sole executor, making no allusion to any re- lations of her own. Her relatives have been advertised for, but none have appeared. Birmingham is beginning to feel the horrors of the evil time. Most respectable houses are actually idle for want of orders. The workmen they have hitherto employed are either in half employ or have been discharged. Money transactions are becoming more and more difficult of ad- justment—and, what is the most appalling—things are not only getting worse every day, but there seems no prospect -remote or near-of a change for the better. CAUTION.—The gang of horse stealers who periodically visit thistmd the neighbouring counties, commenced their operations in the vicinity of Bromyard on the night of Sun- day se'nnight. Two horses, one the property of Mr. Paine, the other, a valuable cart mare belonging to Mr. Williams of the Downs, were stolen, and no tidings have since been heard of them. A circular letter has been addressed to the Bankers of England, strongly recommending" that, for the security of trade, the drawer and every endorser of every Bill of Ex- change shall add to his or their signature their place of re- sidence, trade, or profession, in the same hand-writing as the signature."

UNIVERSITY OF LONDON. The medical professors, who commenced their lectures on the 1st of October, having finished their courses for the session, a meeting took place on Saturday for the distribu- tion of prizes and honours in the medical classes. Notice that prizes and honours were to be awarded was given to the students some time ago, and those who came forward as competitors have been engaged for the last fortnight in the contest, each class undergoing a very strict examination of five hours on a separate day. The meeting was held in one of the large lecture-rooms, capable of containing between 700 and SOOpersons, and it was quite full. The area in the cent^ w^s occupied by the council, the professors, and by several distinguished stran- gers who accompanied the council into, the room. The students who were competitors occupied two rows of seats on each side. Shuckburgh, and many other persons of distinction. The business of the day began by the Warden giving an explanation of the manner in which the prizes and honours had been awarded. He stated that the honours and prizes had been awarded by the result of answers in writing to prepared questions; that a series of questions for the stu- dents of each professor was printed, of which a copy was delivered to the student after he came into the examination- loom; that the answers were written in the examination- room, were collected at one time, and no book was allowed to be brought into the room; that the paper containing the answers was not signed with the student's own name, but with a mark or motto; and that the name of the student using it, enclosed in a sealed envelope, inscribed with the mark or motto, had been left with the warden, to be opened upon the day of the distribution of the prizes; that a gold medal and two silver medals were given in each class, and certificates of honours to all who attained a certain amount of excellence in their answers to the questions as previously fixed; that the professor of each class would in succession come to the table with a list of the successful competitors among his own pupils; that he would read the motto affixed to the paper of answers which had been found to possess the highest merit, and to which the gold medal had been awarded; that the warden wou\d then open the sealed packet, and declare the name of the successful competitor, who would come forward and receive his certificate and prize from the chairman; that the professor would next announce the mottoes to which the silver medals had been awarded, and would read the names of those who had ob- tained certificates of honours; that the same student might gain a prize or certificate in every class. Charles Bell, Esq., on the part of his colleagues, pre- sented to the Chairman a report from the medical profes- sors to the council at the close of the first session, which was read. It stated that one of the important objects attained at the University was the opportunity it afforded to the student of pursuing an me "inunches ui iueir:. -s^liireiuon under one roof; that the scheme of education adopted was of a com- prehensive nature, and that every effort had been made to render each department so complete, not only by the extent of the lectures, but by the supply of such aids in the mu- seums and library as might prevent mere oral instruction from leaving only a transient and imperfect impression; that in every department the increasing necessity for a more complete medical education than was formerly considered necessary had been inculcated, and hat the pupils had been advised to avail themselves of the various facilities afforded in the University of improving their general as well as medical education. It bore testimsny to the diligence and general good conduct of the stude'ts, and particularly noticed their increased industry as thisession proceeded, and as all the parts of each separate plan of instruction comprehended in the system of medica education became more unfolded and better understood. It dwelt at some length upon the principle by which theprofessors had been guided in conducting the examination frr prizes that they thought it most desirable that the stdents of each class should be called upon for such proofs f industry and at- tainment as could in no degree be qestionable, but that their object was not to excite exertion which, ending, in one or two instances, in surprising ,nd perhaps useless labours, might lead, in the of the students, to hopeless indolence and total despair of distinction, but rather to encourage all the pupils to such a measure of habitual industry as would be no ess valuable than honour- able to themselves, and at the saiie time practically useful to others. It contained some ver' judicious advice to the successful competitors not to lookupon themselves, by their success in the present instance, as released from further study, but to regard the honoursthey have reaped as attes- tations of talent and industry, as mgagements to the further acquisition of knowledge, and encouragements to distinguish themselves in the wider sphere of the professional world. The several Professors then came forward, and each in his turn read the mottoes to ""Iich the prizes had been awarded in his class. As each motto was read the warden opened the sealed packet inscribel with the motto, and read the name of the student contained in it. The successful competitors were then conducted to the chair, and received from the hands of the Marquis of Lansdowne the prizes and certificates of honours awarded to them. In addition to the prizes given by the Council, books were presented to Mr. Henry Cooper, of Tranby, near Hull, by the Professors of Materia Medica, Chymistry, and Prac- tical Anatomy; and to Mr. Wm. Bartley, of great Bedwyn, Wilts, by the Professor of Materia Medica, in testimony of the excellent answering of these young gentlemen, which approached so near that of the medalists in their respective classes, as to entitle them to this distinction. It was stated with respect to Mr. George Atkinson, who obtained three gold medals and one silver medal, that this was the first year of his being a student in any medical school. The prizes having been awarded, the Professors then read over the names of those students who had obtained certificates of honours, Jjie attention of the Council being especially called to Mr. Henry Cooper, of Tranby, near Hull, who had gained certificates of honours in seven of the classes, in all in which he had been a competitor, and in three of them he stood next to the second silver medalist. The Warden^^en stated, that there had been 18*3 stu- dents attending t^p medical classes during the session, of whom 65 had befr competitors for prizes and honours, and that 52 had been declared entitled to them by the conditions affixed to the questions delivered to the students at the different examinations. The business of the meeting being concluded, The Marquis of Lansdowne addressed the assembly as follows :—I cannot leave this chair without giving expres- sion to a feeling which all here must have experienced, viz. that the pleasure of distributing the prizes we have just been conferring has not been surpassed by the pleasure of those who have received them. (Applause.) I hope—in- deed I entertain a confident feeling—that the early success of those who, by the honours they have received this day, have in so remarkable a manner connected their names with the early rise, or rather the birth, of this infant institu- tion, will be infallibly stimulated to proceed in the career of fame, that they may adorn and illustrate the University by future and maturer efforts. (Applause.) I should deem it an injustice, after what I have heard the professors say, if I did not add the expression of a hope, that those who have failed of gaining prizes on the present occasion will not be discouraged from future exertions. I urge them to con- tinue, because I am persuaded that of all sciences the me- clical science is that which will most surely reward perse- vering study; and those who receive instruction here have an opportunity of pursuing accurate investigation of fact and truth with the most complete success. I trust that what has passed this day will operate as an incitement to all who are here present to assist by their efforts the success of the institution. (Applause.) jfotrtgn. ALEXANDRIA, April 3.—It is still feared that the Rusa ^.s will blockade our harbour. The auxiliary corps fowPiie Sultan, the formation of which has been going on for some months past at Cairo, with great activity, will, it is said, very soon commence its march through Syria, and consist of 12,000 infantry and 1000 cavalry, or, as others affirm, of 20,000 men in all. Mahmoud Bey, formerly the Pacha's Kiaja Bey, has the chief command. After the festival of Bairam, and the departure of this corps, the Pacha and his son will come to Alexandria. An English vessel will sail to-morrow for St. Jean d'Acre to demand satisfaction of Abdal Pacha for the insult OiTtrl'tKl to ..Ú,ip. Papers and private letters have been received from Mau- ritius to the 31st January. The following extract from one of the letters, giving many instances of the great improve- ment the Island has experienced within the last few years, must be extremely gratifying to all persons connected with our colonial possessions in that quarter of the globe. The light thrown on the affairs of Madagascar, from their con- nexion with the state of the slave trade in those seas, will also be read with interest:— PORT Louis, Jan. 31.-This colony, notwithstanding the various checks it has lately encountered, is in constant progress towards prosperity, for which it is in part indebted to the various measures and institutions formed during the government of Sir Robert Farquhar. There is scarcely such a thing seen now as a cart drawn by men, except the convict blacks. The number of mules that has been introduced from Poitou, the Cape of Good Hope, and Buenos-Ayres, is very great, yet they still sell at 300 and 400 dollars each, some as high as 600, so that here is en- couragement. Then the Cape sends us cargoes of horses as well as Batavia and Timor and Madagascar furnish us with bullocks, which are sold there at five dollars, and when tamed and pre- pared for work here, are worth 120. I wonder that no house in London has yet taken up this matter. A steamer would, in a single season, produce a fortune to the first who introduced it, and ajpplied it to that purpose. The passage up would then be ""Our produce is always on the increase in sugar, and the roads projected by the excellent Governor whom I have already mentioned, and for the completion of which he established the means, are now covering the island like a net-work. The soli- tary black, toiling with his load of produce, of 501b. weight, is now replaced by a waggon, with a long team of mules, conducted by two blacks, and carrying three or four tons. The quays de- signed by Sir Robert are now constructed in stone, and the town is rising from the late conflagration in lofty stone houses, with handsome shops, and all the buz and hum of industry. The bazaar is large, commodius, and well supplied the old bazaar planted with trees, to make a public walk, and afford shelter from the sun; the old Custom-house is abandoned, and the office transferred to a stately establishment at the Point au Forges a beautiful shady drive is made by the shore to Fort Blanc the public offices transferred to the old "prefecture," newly arranged; the botanic garden improved, enriched, and beautined the college is educating nearly 400 boys, and we have professorships established in botany, chymistry, and natural philosophy. But I should never have done in describing, as you desired I would do, the improvements this colony has re- ceived within the last seven or eight years so will sum up all I have to say by one striking fact. When I came to the colony, it was dependent on Batavia for its supply of sugar; now, if the season is favourable, it will produce 60,000,000 (sixty millions) of pounds. These are the fruits, without doubt, of a Govern- ment well administered, which has converted a sterilrock covered with vanquished enemies, into a fertile garden cultivated by loyal subjects, yielding a large revenue to the Crown, instead of depriving its inhabitants of £ 11,000,000 sterling, as it did in four years preceding the capture. Matters in the island of Madagascar, by the latest accounts, are far from going on favourably. The Queen professes to main- tain the treaty, and draw still closer the relations with us, but honour and religious adherence to the sanctity of a promise died with the late King Radama. Dr. Lyall, who corresponds with some friends in this place, writes, as I hear, in good spirits, but is prepared for any event. Meantime the translation and the printing of the Scriptures go on at Tamarivaro. It is to be feared that the island is on the approach to a state of utter disorganiza- tion." JASSY, May 1.—The new Grand Visier has advanced to the vicinity of Varna, but the reinforcements received by General Roth within the last three weeks are estimated at 30,000 men. Before the 15th instant, Count Diebitsch will have his head-quarters at Bazardjik; the Turkish Spa- his, however, already show themselves in small parties in different parts of Bulgaria, so that the troops march in strong columns, and the convoys of provisions are sent under strong escort. In Little Wallachia some light Turkish corps show themselves from time to time. Achmed, Pacha of Widdin, is said to have 30,000 men under his command. FROM THE LOWER HHINE, May 6.—The Belgic cloth manufacturers had at the Frankfort fair, and now have at Leipsic, a hard struggle in competition with the English. They pretend, indeed, that the favour which the English cloths now enjoy in Germany is merely a caprice of fashion, and will not be lasting, because their cloths are far superior to the English in real goodness. Nevertheless, it is a fact, that the great cloth manufactory at Verviers (the house of Biolay) has purchased the most of the English manufacture for a large sum (100,000 francs, it it said) which it would hardly have done had it not found it worth while to imitate the process of the English, in order to produce an article which may be able to bear the comparison. ANCONA, May 7.—We learn from various quarters that purchases of rum, corn, and other articies requisite for the supply of a fleet, are making in the Mediterranean ports; fbr account of English houses, from which it is inferred that the English naval force in the Mediterranean will be rein- forced. The English here are of opinion that the blockade of the Dardanelles will be shortly put an end to, as the in- tended 6hject is not attained, as the intercourse of all nations with the Levant is much impeded by it, and the interest of England requires that this state of things shall not continue. They therefore tlrink it probable, that the Russian Govern- ment will at least consent to the re-establishment of the free intercourse with Constantinople, to prevent the many dis- putes that may arise from the continuation of the blockade; and the more so, as the commerce of the Russian provinces of the Black Sea is wholly suspended by the loss of the only channel for the exportation of their produce. They affirm that proposals have been made from London to the Cabinet of St. Petersburgh to induce the Emperor-to limit the operations of the squadron in the same manner as on its first appearance in the Mediterranean. HANOVER, May 13.—At the instance of his Royal High- ness the Governor-General, a committee has been formed to collect subscriptions for the relief of the sufferers by the late inundations in Prussia. COPENHAGEN, May 16.—The salute of the fortress of Kronenburg, to which all ships passing the Sound were obliged, when they sailed by the fortress, by striking some of their sails, was often attended with great difficulties when the weather was unfavourable. The King has therefore ordered that all merchantmen, Danish and foreign, shall henceforth be dispensed from it. MAnmD.—The Queen of Spain died on the 17th of this month. This Princess, who was of the house of Saxony, was the third wife of Ferdinand VII. She was born on the 6th of December, 1803, and married on the 20th of Octo- ber, 1819, being then not quite 16 years of age. The King, her husband, was then 35 years of age. BRUSSELS, May 20.—The King of the Netherlands has closed the session of the States-General. No session has been so stormy since the erection of the kingdom as that which has just passed. Every measure of the Government has been censured, and nearly every project of its Ministers resisted. Reforms have been claimed, to which the Court is averse, and measures have been opposed to which it had shown a strong predilection. The Dutch connexion is cer- tainly far from being popular at present in Belgium, and the excellent Monarch of the Netherlands must perhaps make some sacrifices to Belgic prejudices, in order to be justly appreciated in both divisions of his kingdom. The last America papers give some details of the piracies which still seem to be of every-day occurrence in the seas of the West Indies, and which in several instances rival the bucaniers of former times. A Spanish vessel of war cap- tured off the Colorados a piratical schooner, which was b, ught into the Havannah on the 3d of April, the crew of wnich, 50 in number, escaped to the shore, where they were pursued, and five of them captured. One of these men stated to the authorities on examination, that during their last short cruise they had murdered no less than 115 indi- viduals. The following lines, written in Spanish, were found on the cabin table of this piratical schooner:—" This is a brave corsair, which cruises hereabouts, the eternal enemy of the infamous English." There were found on board this schooner, the following flags, the description of which may be the means of intimating the fate of the ves- sels to which they belonged to their respective owners :— One large flag, with English union, and the word Lico- via," in large letters, white field and red borders; one English red ensign; one English merchant jack; one large blue flag, with No. 9, in white figures; six small flags made of cotton and blue and white; one American ensign and two pendants; one large Genoese ensign. PORTSMOUTH, May 23.—On Thursday the Brisk, 10, Commander T. Smith, and yesterday the Philomel, 10, Commander Hawes, arrived at Spithead from the Mediter- anean. The latter vessel sailed from Malta on the 13th ult. By these vessels we learn that Count Heyden, with the Russian squadron, is progressively extending his block- ade of the Mussulmans' dominions, ostensibly to prevent supplies of provisions reaching Constantinople, and to cut off communication between Egypt and Candia. The latter seriously injures our cotton trade from the Nile, and the former is considerable annoyance to our Levant trade. The Russians have very recently declared the whole of the coast between the gulf of Saros and the gulf of Contessa to be included in the Dardanelles blockade. This comprehends all the sea side of Rumelia, and Admiral Ricord conse- quently had sent away some Ionian vessels laden with rice, bound to Enos. BUCHAREST, April 27.—On the 13th instant, 500 Turks from Widdin made an attempt to cross in boats to Kalefat, but suffered so severely from the fire of the Russian artil- lery, that after having 48 men killed and some of their boats sunk, they were compelled to retreat to their fortress. On this occasion one of their boats being overloaded, sunk in the middle of the Danube, and scarcely half the Turks who had left Widdin on this unsuccessful enterprise returned to the fortress. In Little Wallachia there are only 12,000 men, including 2,000 in garrison atTournoul: all the other troops are ordered towards Silistria, about which fortress the whole Russian army in Wallachia appears to be as- sembling. A bulletin, dated Wasloui, April 16, affirms that all the measures for opening the campaign have been taken with the greatest care that the supplies for the army arrive regularly; and the operations will begin as soon as the grass shall be sufficiently grown for the supply of the cavalry. This bulletin says, that the reported destruction of the bridge of boats at Fundeni is unfounded, as the pontoons have already reached the Danube, and the bridge will soon be thrown over that river below Silistria. All the farmers' waggons hitherto employed for the conveyance of supplies are to be dismissed, because, as the President announces, an immense number of waggons, with their teams, will soon arrive from Russia. FROM THE VISTULA, May 2.—The Supreme Tribunal has not acquitted the persons accused of seditious intrigues, but has declared itself incompetent, because there were no sufficient proofs of the crime of high treason. But it is supposed that at the coronation a general amnesty will be published, and the persons now in custody be set at liberty. ODESSA, May 4.—A vessel, which arrived here three days ago from Mangolia, has spread a report, which greatly needs confirmation, that Sizeboli has been retaken by the Turks, after many repeated attacks. Accounts from General Roth, at Varna, are expected. JASSY, May 7.-General Diebitsch, who is said to have been seriously indisposed at Galacz, is, according to ac- counts, again recovering. An account, which is of very dubious authority, speaks of cases of plague among the troops of Tcliapan Oglou, and even amongst the Russian troops in Balgaria. HERMANSTADT, May 9.—Accounts from Buchorest of the 3d. instant, say that symptoms of the oriental plague have manifested themselves about Silistria. Unauthenticated reports say that the Russian troops ordered against Silistria have, in consequence of this circumstance, retired, and taken up a position near Kalarasch. Letters from Jassy say that the Danube had risen considerably and carried away the bridge of boats at Hirchova. It is said that there are daily actions between Varna and Shumla, but no details are stated. In Little Wallachia Ge- neral Geismar, who is stated to have 17,000 men, is pre- paring to operate from Kalefat against Servia. Some persons affirm that he intends only by a faint, or at the most a diversion, to hinder Achmed, Pacha of Widdin, from sending reinforcements to Silistria-
