MERIONETH PARLIAMENTARY ELECTION, 1906 TO THE ELECTORS OF THE COUNTY OF MERIONETH. _0.- GENTLEMEN, I desire to express my high appreciation of the honour which you nave done me in again returning me unopposed as Liberal member of Parliament for my native County. In thanking you for the renewal of your con- fidence, I would gratefully acknowledge the hearty support and kind indulgence you have so generously extended to me during the last five years, for which it has been my privilege to represent you in the House of Commons. In Parliament, If sball in future, as in the past, bear in mind that I am the County's representative, and my policy throughout will be dictated by what I conceive to be tne high- est interests of the Electors, and any mea- sures that are in consonance with Liberal principles, and with the convictions of the Welsh people, will receive my earnest and active support To the County and to the Principality as a whole, the two questions of supreme import- ance in the coming months will be those of Disestablishment and Education. As a loyal Churchman and Liberal, I am strongly in favour of the former, believing as I do that it will quicken the spiritual life of the Church, and as an educationist. I shall lend my warmest support to a measure to secure complete public control of all schools main- tained out of public funds, and for the entire abolition of religious tests. A strong believer in Free Trade. I am con- vinced that the country cannot but suffer incalculable loss by' the "adoption of the poli- cies associated with the names of Mr Balfour and Mr Chamberlain, and the new Govern- ment can count on my complete co-operation with them in their Efforts to maintain un- impaired the principles cf Free Trade and open ports. There are many other subjects of interest to Wales, particularly those of Temperance, Rating of Land Values, Enfranchisement of Leaseholds, and any measure to further the convictions of the Welsh people upon these important questions will always receive my hearty' support. The question of labour will always receive my earnest consideration, and it will be my privilege and pleasure to do what I can to promote the welfare of the working classes. On other questions, I am in thorough ac- cord with the sentiments expressed by the Prime Minister in his Albert Pall speech, and I shall always support the Liberal Gov- ernment in their foreign and domestic policy and particularly in their efforts to lessen the burden of taxation. GEXTLEMENj The startling electoral results already recorded show how deeply the people of this country resent the mismanage- ment of their affairs and the perver- sion of their confidence by the late Gov- ernment. There is an angry note in the very magnitude of the majorities whereby the Minister mainly responsible for the misgov- ernment of the last few years and the men who aided and abetted him therein have been swept away by the electors whose trust they so notoriously betrayed. The British eloctor nas made up his mind to give the new Min- istry a ohance and he knows that the only way to enable them to overcome the parlisu- mentary difficulties which beset every Govern- ment is to provide them with an overwhelm- ing majority to support them in the House or Commons. As a member of this Government, I seek election to Parliament as your represen- tative. I have now represented the Carnarvon Boroughs in the Imperial Parliament for nearly sixteen years. During that period, I cannot claim that my speech and action have always been in accord with the sentiment of all my constituents; that would obviously be impossible. But at all times I have sought to serve them honestly and faithfully accord- ing to my oonviction of what is right I have now visited all the boroughs of this constituency a.nd plaoed before the electors in each my views on the political topics of the hour and I have at my public meetings invited questions from the electors, either on my record or on matters which they desired to elicit my opinion upon. I propose to go round the constituency once more. It is therefore not necessary for me to recapitulate here the programme I have expounded at length at these public mteetings Wales in my judgment is becoming more and more capable of rendering to the Empire and through the Empire to the human raoe as a whioae, benefits which are quite out of pro- portion to its size and the number of its popu- lation. In co-operation with men of all political and religious creeds who are striving for the attainment of this ideal. I have worked hard, and I now ask for nothing better at your hands than that you should afford r. e the opportunity of continuing my labours towards the same end. The position of Wales 's a c n^t vfc.i- ent part of a commonwealth of nations whose aggregate dominions are wider than those of any Empire that e'er the sun shone on" and whose people embrace one-fifth of the population of the world, enhances the op- portunities which Welshmen possess for serv- ing their generation. And they can render no truer service to the Empire than by in- sisting on an application of the great prin- ciple of freedom to commerce, education, local government, land, and religion, within the bounds of the United Kingdom. I naturally feel a pride in being the first Welshman of race and tongue to have ever been included in the Cabinet of this immense empire, but what affords me most satisfac- tion in this promotion is the knowledge that it increases in some measure my power and influence for service to a country of whose future I have such an assured hope.
