PWLLHELI. Appointment.—Mr. W. Harrison has been appointed headmaster of Nantbwleh- yrltaiarn Council School. School Manager.—Mr. G. Jones Roberts, Llyngwyn, has been appointed to sucoeed the Hov. Alun T. Jones as school manager at Chwilog. Salary increased The salary of Miss Sweatman of the Girls School has been in- creased by 24 per annum by the Education Committee. Attendance Officer.-The School Man- agers have written to the County ICduea- tion Committee suggesting that the School Atendance Officer should be required to live in the town of Pwllheli. Troedyrallt Schrols.-H.M. Inspector in his annual report on this, school says:— Boys: This school fully maintains its repu- tation for sound and efficient work. As a rule, the pupils are alert and intelligent and many of them are remarkably well in- formed. Much is done Both incidentally and in set lessons to give the pupils a sound educational training and to widen their outlook and interest in life. Girls: The condition of xliis school generally is very satisfactory. Notes of the various lessons are well-prepared and the teaching is, on the whole, thoughtful and stimu- lating. The tone is excellent. The children are clean and neat in appearance and show a courteous refinement in be- haviour both in school and whilst at play. Infants: This school is well organised and conducted and the methods of teaching are of a modern and approved type. The children are bright, happy, and interested in their lessons and show marked initiative. The Intermediate Schaol The County Education Committee were informed by a sub-committee that the latter had carefully considered the application of Pwllheli In- termediate School Governors for a loan to cover the existing debt and that they were satisfied that the Governors were in a position to make the necessary annual re- payments of loan and interest. ft was agreed to recommend the County Council to apply to the Local Government Board for sanction to borrow £ 1.400 .subject to no further' expenditure Ix'ing incurred by the Governors without the consent of the Ceunty Education Committee. LONDON. Obituary The death occurred on Sari- day night (October 4th) at her home, 41, Maurv-road, Stoke Newington, of Mrs. William Evans after only a few days ill- ness. Mrs. Evans was a native of Taly- bont, Cardiganshire, the daug'o.tev of the late Mr. and Mrs. Morgan, Maesnewydd, an old and greatly-rerspecced family in the cojjnty, and a sister of Mr. J. T. Morgan, J.P. (Maesnewydd). Deceased had lived in London for forty-five years and was well-known in Welsh circles and great sympathy is felt for :Mr. Evans and the family in Maurv-road in their great sorrow. Mrs. Evans was a member of Wilton-square Chapel, where her husband (Mr. W. Evans) is a deacon and has acted as secre- tary of the church for many years. Mrs. Evans was in her sixty-fourth year. Those who knew her best know that her life had been an active one and in her house iu Maury-road there was always a warm welcome for her numerous Welsh friends in London. At the graveside in Abney Park, there were many kind tributes paid to her memory; but her best friends could not wish for a better tribute to her than that which was said of her by an old acquaint- ance who had lived in the same locality for many years; that she was a splendid wife and an excellent mother. Interment took place on Thursday, October 8th, at Abney Park Cemetery, when the Rev. Morgan Griffith, of Wilton-square; the Rev. R. O. Williams, of Hclloway and the Rev. David Oliver, Mile End, officiated. The cortege was met at the entrance to the Cemetery by a tarne number of sympathisers and re- presentatives of Welsh Churches in London, ¡ including the Rev. Tyler Danes, Clapham the Rev. M. H. Edwards, M.A., Falmo;;th- road; the Rev. Francis Knovle, B. A Hammersmith, and the Rev. 1). C. Jones, Boro'. The chief mourners were Mr. Wil- liam Evans (husband); Mr. Dick Evans. Mr. Frank Evans, Mr. Sid Evans, and Mr. L'or Evans (sons); Mrs. Edwards (sister); Mr. J. T. Morgan, J.P. (brother; Maes- newydd, and Mr. Rhys Roderick and Mr. Mr. C. Harreld (sons-in-law). ABERDOVEY. USSAN COUNCIL, Friday, October 0th.— Present: Councillors E. L. Rowlands, Aberdovey, presiding; W. Jones Hughes, J. P. Lewis, R. Ffestin Williams, R. 0. Richards, Aberdovey; David Davies, Tafolgraig; John Rees, Ynys; Meredith Jones, Caethle; S. Edmunds, Towyn; Messrs. R. Barnett, clerk; H. H. Clay- ten, assistant clerk; R. P. Morgan, sur- veyor; and Edwacd Williams, sanitary inspector. Public Lighting. It was reported that the position of the new lamp in Neptune-road had been fixed, and the Surveyor was directed to write to the Gas Company regarding the additional lamps on the Parade at Towyn— A report on the tests made by means of the photometer at the Gas Works was sub- mitted, but no decision was arrived at. In order to make a complete test of pres- sure as well as of quality, the Surveyor considered it necessary to have a gauge and afco information as to the candle power that the Council had contracted for and the amount of pressure in each lamp chat.should be provided. At Aberystwyth the' photometer was read four times a year and the work was done by a member of the College staff.-—The Chairman said the tests were of great importance to the C ouncil and it was agreed to recognise the services of the Surveyor's son in carrying out the tests. The number of tests to be taken was left to the Surveyor's discretion. Prince of Wales Fund. Jr. David Breese, clerk to the County Council, wrote that he had not heard from the districts of Towyn and Aberdovey as to what was being done toward collecting for the county fund in response to the Prince of Wales appeal. Two letters had reached him from residents of Aberdovey complaining that nothing had been done there and that no house-to-house collection had been made. He had been given to understand that the Urban Council had taken the matter in hand and had co- opted the members appointed to organise collections by the County Committee. Towyn and Aberdovey were tho only dis- tricts he had not yet heard from and he was anxious to call a meeting of the County Committee to report progress.-The Clerk explained that he had sent communications inviting a special collection to be made in places of worship and to inform him of the amount of collection, but he had received no intimation in reply. He understood that in many cases collections had been made and the money sent direct to Buck- ingham Palace so that proper credit was not given to the district or to the county. He had informed Mr. Breese that Towyn and Aberdovey would not be behind in con- tributing their share It was agreed to refer the question of making a house-to- )]oil, collection to the committees in Aber- dovey and Towyn. Road Improvements. Mr. David Breese, clerk to the County Counel, wrote that it had been decided to proceed with the schemes for the road im- provements already submitted to and approved by the- Road Board. The various improvements in the urban districts will be carried out by the councils of those dis- tricts and the County Council will be re- sponsible for the cost of carrying out the work to an amount not exceeding the esti- mated cost of each scheme as prepared by the District Council and approved by the Road Board, the work to be carried out to the satisfaction of the County Surveyor and it was to be distinctlv undorsit.and iLf the County Council will not be liable for any execss of expenditure which may be incurred on any scheme by the district councils. All sums due to urban councils on account, of such works of improvement in their districts will be naid monthlv on the County Surveyor certifying the amount payable. The improvements on roads being works of relief certified by the Local Government Board to be necessary in the county should be carried out by men who have lost the whole or part of their em- ployment on account of the war and no unmarried men eligible for service in the new army should be employed on the works The Surveyor reported having in- terviewed Mr. Hall, agent to the Ynysy- maengwvn estate as to the widening of Warwick-road, Towyn. Mr. Hall, on be- half of Mr. Corbett, promised to give land on his side to make the road twenty-five feN. Mr. Edwin Jones had also promised J to place the matter before Major Jones. Towyn Committee had inspected the road and considered what alterations could be made at the least possible cost consistent with the improvement necessary.—(>n the proposition of Mr. Edmunds, seconded by Mr. Meredith Jones, a vote of thanks was accorded Mr. Corbett for his readiness to meet the Council's wishes in regard to im- provements and for his continued interest in the welfare of Towvn Mr. Edmunds called attention to the narrowness of the road leading to the south end of Towyn Promenade and the congestion of traffic. Great inconvenience was oaused to pedes- trians, especially women with perambu- lators, who had nowhere to escape when vehicles and motors came along. He hoped the necessary facilities would be obtained to carry out the proposed improvement.^— At a meeting of the Aberdovey Committee, the Surveyor submitted a scheme for im- proving two bad corners on the main road near Trefeddian Hotel and the Clerk was directed to communicate with Miss Crewe with regard to the land required and also call attention once more to the dangerous ,q¡]1 overhanging the main road Mr. E. W. Kirkby, Maesyneuadd, Talsarnau, wrote that he agreed with the Surveyor that any emergency work to be done in the county 'yould best be done on roads which gener- ally were a disgrace. The roads in Towyn I district were the best he had travelled over and he congratulated the Surveyor on the roads in his district being exceptionally good. He promised every assistance lie was able to give. It was necessary that the road between Bryncrifg and Abcrgyn- ohvyn should be widened as there was so much traffic The Surveyor submitted plans and estimates of easing and widening the following roads in the rural ward Dol- angwyn, OJarreglwyd, Brynstyffant, Dol- dihewydd, Nantvtnynach, Nantyglo, Aber- tafol, and Frongoch. Complete plans and estimates were sent to the County Sur- veyor on September 20th. The owners of land on Abergynolwyn road without excep- tion had promic-ied to give the necessary Irmd for widening f re-, of cost and stated they were glad to be able to assist the Council in doing the necessary work. lie hoped the Road Board and the County Council would take advantage of the goner- osity of the owners and would vote the necessary amount to carry out the work. In order that there should be no delay he had had the signature of each of the owners put on the plan. Penypark im- provement had br- e ii .sanctioned and he was informed by the County Surveyor that lie could commence operations any time. j He had informed Mr. J. Roberts, Maesteg- fryn, of his intention to commence opera- tions and had taken the nectary steps to get the materials ready. Mr. Roberts, however, wrote that he required an im- j provement in accordance with the ayee- ment entered into verbally between bin and a sub-committee, and the County! Surveyor in November, 1911. Mr. Kershaw, Abertafol, attended a meeting of the Aberdovey Committee with regard to the damage done to the fishing industry by the removal of seaweed The Clerk was directed to communicate with Dr. Travis Jenkins, superintendent of the Sea Fisheries Committ-ee and Mr. W. Jones Hughes was appointed as the Council's representative to attend the in- quiry hold at Barmouth to-day (Friday) to support Mr. Kershaw in his efforts to safe- guard and develop the mussel industry. Condolence. On the proposition of Mr. Edmunds, seconded by Mr. Meredith Jones, a vote of condolence was passed with Mr. Corbett, Miss Corbett, and family on the death of Mrs. Corbett, Ynysymaengwyn. Dovey Junction. Representatives were appointed to attend a conference to be held the follow- ing Wednesday morning with Mr. William- son, of the Cambrian Railways, and repre- sentatives of Pennal Parish Council respect- ing the rebuilding of the bridge at Dovey Junction. Medical Offieership. It was agreed to communicate with Dr. Davies. the newly-appointed medical officer, who is serving with the Territorials, point- ing out that hisdeptity, Dr. Orthin Jones, had also gone on active service, and asking what arrangements he was making for carrying out the duties of the office in his absence.—Mr D. Davies: Even members of Parliament are now being paid for doing nothing. Provisional Order. On the proposition of Mr. W. Jones Hughes. seconded by Mr. Ffestin Wil- liams, it was agreed to proceed with the proposed provisional order for Aberdovey Recreation Ground It was reported that a^ fence recently put up on the Recreation Ground had been wilfully broken down but the question of taking proceedings was deferred.

NEWCASTLE EMLYN. Embezzlement.—Charges Harwood King, a dental mechanic, was charged on Satur- day with the embezzlement of 18s., Ll, and t3, received by him for his employer, Herbert Homer. Mr. James Jones prosecuted and Mr D. T. George defended. It was alleged that defendant had received the sums from customers a.nd had not accounted for them. He was in charge of the business at Newcastle Emlvn and had lately been dismissed. Defendant pleaded guilty and was bound over for six months to be of food behaviour. Pastoral.—Mr Tom Davies, a student at (Bala-B ntgor College and a native of New- castle Emlyn, has been invited by Bethesda Church, T.langennerh, to become their pastor. The invitation has been accepted.

CARXGANSHIRE. STANDING JOINT COMMITTEE. The quarterly meeting of Cardiganshire Police Committee was held at Lampeter on Tliursday, October 8th. There were pre- sent Mr. R. E. Jones, Borth, chairman; Colonel H. Davies-Evans, Highmead; the Rev. D. Griffiths, Llangranog; Messrs. R. J. R. Loxdale, Castle Hill; E. Methuen Leir. Hrvnreithvn: B. Davies-Evans, Peterwell; D. C. Retorts. C. M. Williams, Aberystwyth; D. J. Williams, Tregaron; W. Inglis Jones, Derry Ormond; F. R. Roberts, clerk; and Edward Williams, chief constable. A circular was read from the Home Office as to the powers of licensing justices to. dose licensed premises under special conditions in consequence of the war. The Clerk said the circular affected licensing justices more than that Committee. Questions arising out of the appointment of collecting officers under the Affiliation Orders Act, 1914, were referred to the Finance Committee for consideration. The Home Office wrote authorising pay- ment from the police fund of allowances to r relatives of constables called out for active service; but it was stated that there was none from Cardiganshire. Another letter from the Home Office approved the increase of Is. 2d. a week to police sergeants. Denbighshire Committee submitted a re- solution not to admit applicants into the police force of a recruitable age but the Chairman said it did not seem to him that joining the police force would prevent them joining the forces of the Crown. Mr. Loxdale presented the report of the Finance Committee which included pay- ment of bills amounting to JE84. and it was agreed to make a requisition on the County Council for £ 1,085 to meet ex- penses during the ensuing quarter. The Comrhittee did not consider it necessary to make any change in the present scale OF lees in force in the county for the service of summonses and the execution of warrants. The request of the Guardians that the police should bo allowed to give out tickets for lodgings to vagrants at Tregaron in the event of the transfer of the Workhouse to the Welsh Memorial Association was granted. In his quarterly report the Chief Con- stable stated that the enrolment of a force of unpaid special constables, which was sanctioned by the Committee on August 27th was progressing satisfactorily, about being already enrolled. The great ins iority cf the men being drilled at fifteen different centres once and some twice a week. He had appointed Sergeant- Major Fear, Aberystwyth, as a paid special constable at 6s. per day to drill the unpaid force, assisted by several sergeants and constables, many of whom display consider- able ability for the work. On May 31st, application was made by Air. Ballinger. librarian of the National Library of Wales, for a constable to watch that in- stitution every night, to which he at once acceded. Councillor D. C. Roberts and himself (the Chief Com;tn hIe) were appointed to interview the Librarian for the purpose cf agreeing on the charge to be made for the constable's services, and it was agreed that the Governors of the Library should pay the Committee £ 2 per week. That necessitated an increase of one in the strength of the force. Two occasional licences and two extensions of time were granted during the quarter. He had visited the whole of the stations in the county and found them all in good order. The Chief Constable's statistics showed that the number of persons proceeded against was 196, of whom four were com- mitted for trial, 143 convicted, and forty- two dismissed. F.ifty-six were for drunk- enness and twenty-seven civil cases. The of vagrants relieved in the county Was 763, "ompared with 1,266 in the cor- responding quarter of last year.

Davies, Joseph Evans, Captain B. Davies- Evans, Mrs. M. E Eivans, and Mr. D. Tivy Jones, clei-k.-Teiidei-s for the supply of coals to the schools for the ensuing season were accepted as follows: -Llin- wenog, New Court, and Blacnau Schools, Mr. Daniel Davies, Llanybyther; Cellan, Messrs. Evans and Davies, Lampeter; Bettws, Silian, St. Mary's, and Trefilan. Messrs J Davies and So-B, Lampeter; Llan- wnen, Llanfair, Llangybi, and Lampeter, Messrs Tivy Jones and Co., Lampeter. A communication from the County Education Office in reference to the proposed handi- craft room at Brvn-road was discussed. Some of the members expressed the opinion that the boys leave an elementary schooJ at so early an age the tuition they are likely to set cannot answer any useful purpose. It was ultimately decided that no steps should be taken in the matter I unless a much simpler and cheaper plan can be presented. It was 'resolved that an increase of JS5 per annum in her salary be recommended for Miss M. Evans. Silian School, and £ 2 IDs. per annum for Miss M. E. Evans, Peterwell Infants Depart- ment, and also that a lamp. for the lFT of the evening school at Llanwenog be sanc- tioned. Mr. William Evans, Cwrt Farm, was appointed manager to fill a vacancy on the Lianwenog group. The resigijation of Miss O. A. Fox as teacher of Lianwenog School was noted.

Decoiised. who was forty-two years of age, was a native of Church Heaton, Stafford- shire, and had been a professional nurse and leaves threo children. The funeral took place on Wednesday at Llanilar. Mr. Edwards desires to acknowledge tho sym- pathy extended to him in his bereavement and the many kindnesses he has received from neighbours.
