Ladies and Gentlemen,— I HAVE HAD THE HONOUR of repre- senting you in Parliament over a period of twelve 3-ears, and J venture again to ofl'er my services as your Member m the House of Commons. The present is a time of j y and thanks- giving. After four and a half years of un- selfish devotion and sacrifice, our victorious Armies, in co-operation with cur gallant Allies, have defeated our enemy ;n the field. Having been forced to embark v. n a struggle wnicb was not of our seeking, a e shall hOW be able to secure the conditions cf a pern anent peace which will ensure- liberty and progress to the world. Terms Cf Peace.—I consider that the Gov- ernment, who have brought the war to a successful issue, should conclude the terms of Peace, and should carry into effect the prelim- inary steps of reconstruction as laid down in the speech of the Prime Minister to his Liberal supporters at Downing Street on November 12th. A League of Free Nations.-The establish- ment of a LEAGUE OF FREE NATIONS, which will create the machinery for the settle- ment of all international questions and dis- putes, and for the abolition of war, is the most vital problem which lie, before us. I shall support the democratic control of foreign policy, and the closest co-operation amongst all the Free Peoples of the World in their relation- ships to each other. Welsh Heme Ridle and Devolution -As regards the better government of the United Kingdom. I am in favour of Welsh Home Rule and the principle of Devolution all round. I advocate this policy, not only because I be. lieve in the free development of national insti- tutions, but also because this is the best means of lightening the burden of kgislatL: and administration in the Imperial Parliament, and of securing the fulfilment of democratic prin- ciples. Home Rule for Ire'snd.-I consul, r that, Home Rule for Ireland, as an integral pa' t of a Devolution Scheme, is essential for the well- being and prosperity of the Empire, and the solution of this problem, in accordance with the views of the Irish people, is a matter which brcoks no delay. Discharged and Disabled Sodters and Satiors.-D tiring the last two years 1 have endeavoured to secure fair treatment for our Discharged and Disabled Soldiers and Sailors and their dependents. They deserve well of their country, and I shall deem it a privilege to advocate a generous policy in all matters connected with their welfare. Proposals for the settlement of ex-soldiers upon the laud will receive my hearty support. Disestablishment—With regard to the Disestablishment Act, I consider that the con- ditions created by the war should not adversely affect the financial position of the Church, as settled by the Act of 1914. If this matter 's to be re-opened, justice demands that neither party should benefit from the altered circum- stances arising out of the war. Drink Traffic.—I consider that the rest- rictions imposed during the war on the Drink Traffic should be maintained, and I shall ad- vocate a policy of Local Option, together with the State Purchase of the Liquor Ti a le. Social Reform.-OthEir Problems ted with Reconstruction and Social Reform are pressing and urgent. The improvement of Housing, better conditions of Employr, i:t and the more equitable distribution of Wealth, are essential for the prosperity and happiness of the country. Fiscal PO'iCy.-In the Manifesto of the Leaders of the Coalition, it was stated that "Until the country has returned to normal industrial conditions, it would be premature to prescribe a fiscal policy intended for per- manence." The solution of this problem is closely connected. with the establishment of the League of Free Nations, which will guarantee economic as weH as political peace, I am in favour of a policy of the closest economic co-operation between the Nations, and the free interchange of commodities throughout the world. ElvAlon.-I regret that the Election is taking place so soon after the signing 01 the Armistice, because this circumstance may pre- vent many soldiers and sailors from erasing their right to vote. It is to them that the country mainly owes the victory that all our ideals of progress and freedom pratt ccble and they should be given an opportunity of expressing their views upon the vital quastiong of Peace and Reconstruction. Women Electors.—The extension nf the Franchise enables me to appeal for the lirst time to the women electors of the County, They will exercise a profound influence for good in promoting the great tasks wnieh lie ahead. The Reform Act gives the opportunity to every citizen to make his or her influence felt in the right governance of the country, and this fact imposes a. great responsibility upon us all. To the best of my ability I have endeavoured to serve the County and the Country m Par- liament over a long period of years. If I am honoured with the confidence and support of the Boroughs of Montgomeryshire and the Electors of the County, I shall endeavour faithfully and conscientiously to serve the new constituency and to give effect *0 the prin- ciples and measures which I have placed before you and have advocated from time to time.
