PREMIER'S SPEECH.
PREMIER'S SPEECH. Tne businoss of a general in battleJ of a directing head in commerce, or of a leader of a political party, is to direct and to lead but the wise general and the director who wishes to get the best out of his staff does not hesitate to- state clearly the dimculties which lie in the path. The Premier indicated in his speech this week the grave and critical condition of the country but he failed to put forward a policy, or to indicate what the Government proposed to do to bring home to the individual the true facts. There was a concensus of opinion on Tuesday morning that Mr. Lloyd George had not exaggerated the- position, but the nation was dis- appointed that no more definite lines were laid down that the Government,. whilst blaming the nation, did not shoulder its own responsibility. The Government has failed to make any pronouncement on the state of things in Ireland-day by day growing worse —and it has not proposed, yet, the. restoration of Cabinet Government. The Premier's speech, which was of three hours duration; appeared to be the effort of a tired brain. It lacked. the verve and snap which the nation. now regards as part of that mental equipment of its leader, and it was without that clear decisiveness which was so apparent through the crises of the last live years. But it dealt with some of the problems, notably that of the mine's, and showed that whilst the- Government reject the report of the Commission they agree to State pur- chase. In Labour matters industrial unrest Is to be attacked by means oi of an appeal to the nation, bv promoting a better understanding between employers and employed, and by social amelioration. Import re. striction are to cease on September i st, and trade with Europe is to be encouraged." Both these proposals are economically sound, and they are the most encouraging features of the speech. Production will follow demand and demand cannot come If our nearest neighbours are to be barred and our imports restricted. The farmer is to be guaranteed a price which will warrant continued production. The country desired a statement on reduc- tion of expenditure by the Government, but Mr Lloyd George -xprpr,ed the op!mon that soon after the resumption the Government would put forward proposals for reduced expenditure m armaments- The Premier's failure to satisfy his critics is not a personal failure and must not be ta'ken as sucrr His position as leader of a Coalition house is most dimcult. Hf speaks, not for himself, but for the Government.. Whilst he can influence and lead, he is not free to do as his own talents dictate. The Government has laid very serious matters before the nation during the war. It has launched great schemes of many kinds. Is it now without a program? Is .t so devoid of the power of leadership that the Premier himself Is compelled to inform the nation that the country Is rushing to ruin with an expenditure of four millions a day, and in the hands of a Government which cannot formulate a scheme of retrenchment? Such is the position to be gathered from the speech. The unwelcome task has been done and the country knows Its sentence. That the position is due to slacking Is true, but speeding up is not the only remedy. There is a re- sponsibility resting on the people; but: there Is an equal responsibility resting on their leaders. The nation requires a lead, and if the Premier's hands were- free we believe he could and would, give It.

EDtTORtAL NOTES. Another honour to "Y Ddraig Goch!" Whea visiting Newfoundland last week, on his way to Canada., the Prince of Wales moved fron the battle cruiser "Renown" to the more accommodating" Dragon." It is uniikely that the meetings of the Royat Commission on Agriculture will be open to th& public. The Commission is not authorised to inquire into the questions of nation ali sation, or security of tenure. Even in its limited reference, matters of vital national interest and importance are involved in the woik of the Commission. Mr. Churchill hopes that an announcement will bo .made next month of the Government s intentions regarding the reorganisation schem<" of Territorials. There is no reason, for in- stance, why the Welsh Division of the Tem- torial Force should not be coniined to Wale?, without including units from the border counties of Cheshire, Shropshire, and Hereford. The special services of Welsh troops in the war surety entitle the Principality to distinct national recognition. Another feature of recon- struction eminently desirable is that public bodies should have adequate representation on local Territorial Associations. North .Wales is on the whole the country of small farmers who stand to gain most by co- operation, because it gives them advantages in purchasing feeding stuKs, seeda, and manures and in marketing produce whic}t large farmers only are able individuauy to secure. Those who arc in touch with the- cc-opcrativc movement declare that Welsh farmers make good co-operators. Experiences of State control during the war and the in- crease in the cost of labour and materials have brought home to farmers the necessity of bringing agriculture under their control and of co-operating for business purposes. It is nf longer practicable to maintain a sumcient margin between the prime and ultimate costs of farm requirements, or of produce, and allow so many middlemen between the manu- facturer, or importer, and the farmer, or be- tween farmers and consumers. The services rendered by corn and agricultural merchants in the past can be continued, because co-oper- ative tocioties will need more and more to he conducted by men with knowledge oi business' method?. The continuance of an intermediate- trade, however is not justiBed.
