Ineie is much nonsense being talked I about the causes of the increased cost of living, and to those, who do not claim any expert knowledge of econ- omics tHe real causes are more or Jess wrapped in mystery. There are the usual attempts to show that profiteers are to blame, that the workers are re- sponsible, that taxes on food or taxes ou luoi.Uite will prove solutions. The real reason is that one-half of the i world's manhood has been engaged in | killing ui-u-u of in producing. War always makes the poor poorer and the rich richer and the last war is prov- ing no exception to the rule. The seizure of every fit man throughout Europe could not be carried through without attendant famine, and the high prices in Britain are but the reflex of horrible scenes enacted daily and hourly on the Continent. Just now the world is living on its last war harvest. The first peace harvest will be but little better, owing to the delays in the Paris Conferences and resultant delays in demobilization but when the manhood of the world once more gets back to production there will be an improvement. Shipping will be- j come more plentiful as the weeks go by. Already the amount of tonnage being launched compares very favour- ably with 1914, and, in addition, the Japanese and the.Americans are build- ing rapidly. This will throw the mar- kets of the world open with competitive freight rates, and given facilities and skilled methods of sale, Britain will once more take her place as the great- est shopkeeper of the world. The argument for, increasing production is a sound one. The man who habitually goes slow on the ground that he thereby forces the employer to put on another man, loses sight of the fact that the finished article will thereby cost proportionately more, and that when his wife goes shopping she pays out more than she otherwise would for the manufactured articles. But the Government has proved itself alto- gether incapable of dealing with the problem of prices in a statesmanlike manner. When the late Lord Rhondda became Food Controller he did not con- cern himself with how many biscuits Mary Jones sold for a penny in some remote village. He saw to it that Mary Jones could buy her biscuits at a reasonable figure, and then he fixed her selling price, leaving it to the common sense of the public to see that they were not charged more. Evidence at recent cases before the Profiteering Tribunals has shown clearly that the retailer could not buy his goods at prices which enabled him to sell reasonably. It is not of the quarter of tea sold over the counter that the Government should think, but of the speculator who buys tea by the ton and plays with the mar- ket in food as he would—and ddes- ^vith the market in rubber shares. Production there must be—more and greater production—but man does not live by production alone, nor can he live by it at all if his production pro- vides the means for heartless specula- tion and price rigging. There is an awful artificiality about much of the wealth of to-day. The bank rate is high paper money is increasing in quantity: speculation is rife; and the Government's remedy for this serious condition of affairs—the best that the Conservative party can produce-is a huge gambling scheme in which John Smith and James Brown throw two sovereigns into a "pool" and draw lots as to which one shall win and shall lose. Hard work, up-to-date methods, greater output, prevention of speculation in food and raw materials, combined with rigid economy among all classes, will reduce prices. The poor man who goes to three cinemas a week, drinks his fill, and smokes his fill, cannot blame the Duke of X for dining each day at the Savoy and running three country houses." The principle is the same—it is onlv the degree that is different. If all the cinema operators made boots, and all the satellites of the drink traffic made clothes, boots and clothes would be cheaper, but while we prefer cinemas and drink to cheqp boots and clothes so long will the cinemas be open and the brewers brew. Costs will fall when there is abundance of labour for neces- sities and the only way to divert labour is to make luxury trade unremunera- tive.

Towyn Council appear to have a strong case in their difference with the Ministry of Health.
