Newport Council. ,
Newport Council. I WORKING OF THE TRAMWAYS. j Friction Between Officials. At a meeting of the Newport Corporation on Tuesday, the Mayor (Councillor Clifford Phillips) Dresiding, Councillor J. W. Hunt objected to a ininute that Mr G. H. Wiascr, traaiwava traffic inspector, be asked to resign and bo paid three months' salary from the date of his resignatioo. If Me Winsorwa-sintbe wroug why give him three months' salary? Mr Winsor had made co-uplainta about the condition of the cars, and be (Mr j xluot) agreed that theii cars rattled alous the I roads like old boxes." Aldsrman Lloyd concurred, but Alderman Mordey contended that.tt was moat improper for Mr Winsor to make complaints about the cars, etc., to members of the committee before point-, ing out these alleged faults to Mr Bishop, the manager. ■t 'Aid. Goldaworthy remarked that when two officials coald not work togother. ana the work of the Corporation suffered, it was time for ooe of them to go, Aid, Greenland, as a member of the Commit- tee, said the fact of the matter was that Mr Winsot, who was manager of the tramways when they were worked by horses, thought he was capable of tnanagiog the whole concern, although the cars were now driven by electric power. That was absurd. Mr Bishop was an expert electiiciaD, and yet Mr Wiusor went over his haad and made complaints to the committee. Alderman Bear having spoken highlvofMr Winsor, several members complained ot the con- dition of the cars, Mr T Parry saying that they simply" rocked along the road. He had also seen a letter from Mr Biabop, tha manager, to Mr Winsor, which was a disgrace for any man to send td his subordinate. Councillor Fred Phillips said that if the Cor- poratiorj did not support the committee's report he would not again sit on the committee. Mr W. n. Brown (chairman of the Tramways Committee) rnaue a lengthy statement on behalf of the committee's recommendation, and said that if it was not accepted the committee would not bs further respon-jiLle forthe tramway ncdar- taking. The reason why the committee recom- mended that Mr Winsor should be paid three months' salary was because his dismissal was not due to incompetence, The amendment was negatived by J8 votea to H, and the report was adopted. I. Ma5or's Gift. The Mayor asked the Council to accent a. photograph of the late Mr Thomas Phillips, a former Mayor of iMewport. He explained that the late Mr Phillips was noronaofhiaancestora. bat the picture had been offered to him when he was in London, and he thought it would make a. pleasant addition to tbe photos in the members'. ) room. The offer waa unanimously accepted, and the Mayor was thanked for bis gift, [ Councillor's Top Boots. Commenting on the condition of Llanwern- road, Newport, Councillor J. H. Williamssaid he was obliged to put on a pair of top boots before he conld penetrate the road. The question r' was referred to tbe Works Committee. Alleged Favouritism. There was discussion, on the question whether the Pantyreos Water Works should be opened to the public and whether refreshments should be supplied there. It was nrged that a. good deal of favouritism was shown by ttw caterers, and that working men were refused tea. and admission to ft i^r0lln^Si that this was riot the caso with class people." A recommendation that the I grounds be closed was referred back to tho com- mittee, but a recommendation that no refresh- ments be supplied on Sundays tvas carried. Technical Institute Site. Mr J. H. Williams asked tha Parliamentary and Improvement Committee to take into con- aideration the advisability of selling the piece of land in Clarence-place, bought by the Corpora- tion as a site for the now Technical Institute. Ue expressed the hope that the Institute would never be placed on ao valuable a sIte, and said that there was a rumour to the effect that a large firm was "prepared to make an offer to put a large buildipg there. h T -u. +

ASYLUM AWARD. SWANSEA VERSUS THE COUNTY. Merthyr Stipendiary Acts. At a meeting of the Glamorgan County Finance Committee at Cardiff on Tuesday it was decided to recommend the carchase of 74'562 acres of land at West, Plas Farm, Coity, adjoin- ing Parcgwyllt Asylum. The award 'was an- nounced in the arbitration between the County Council and the Swansea, Corporation, the latter to receive £44,200. From tbe 29th September the asylum will be absolutely under the control of the County Council. The Chairman said the arbitration award WAS very favourable to Glamor- gan. There were two main features in which it differed from tbe toward made in the case of r'»?1185 of Swansea had tococtributenot only totte pensions now bein* paid, but aiao those doe. The question aa to landlord's repairs had been decided in their favour, although omitted in the case of Cardiff. The rate of maintenance secured was also a halfpenny per week bettor, According to tho estimate prepared it wa'3 con- sidered that about £43,000 was due to Swansea, and tbe award was within £700 of that amount. In reference to the arrears of rates, amounting- to £ 1,977, from several parishes in the Merthyr IJuion under ^he Stipendiary Acts, the accountant recommended that steps be taken to recover the amouDts. Tbe Clerk explained the position, and Baid that tha Merthyr Board of Guardians had Baid that tha Merthyr Board of Guardians had not yet decided whether they would appeal, to the House of Lords, but in any case some arrange- I ment should be made, seeing that all rates were to be made in advance. In all parishes in the Pontypridd Union the rate had been paid, but certain pambes in the Merthyr Union were in arrear, The Chairman, in moving that such steps be taken as were expedient to recover tbe arrears; said this was done, not with the idea ot jumping on a fallen foe, but unless thev did this ratepayers might remove from a parish in which they had paia the money aDd be called upon to do so in another place which was in arrear. The motion was carried. The Clerk said the Sanitary Committee had made a recommendation to in- J crease the salary of Dr. Williams the county medical officer, from £r{50 to JE1,000 by annual inctements. — The Chairman That matter ought to have been placed on the agenda. In justice to Dr. Williams, however, we might when we consider it make it retrospective.—The subject was not therefore discussed.
