THURSDAY, FEB. 20, 1872. ALTHOUGH money seems to be getting plentiful, and the rate of discount at the Bank is reduced, France requires a great deal of shaking before she gets into a settled condition. To-day we read of enthusiasm for M. THIERS to-morrow of renewed affection for the Bonapartes. The white flag is scoffed at now and then, and the Bourbons are derided then follow plausible tales of fusion and restoration of Monarchy. It is evident La Belle France is as fickle as ever, and does not know her own mind. We are bound, however, to say that at the present moment there does appear to be something like system going on. It is unde; stood that a better feeling exists between the old BOURBON family and that of ORLEANS. The general principles of constitutional monarchy, although not recognised by the Comte de CIIAM- BORD in the letter, are accepted in the spirit, and those obstacles which have hitherto been supposed to prevent fusion, have lost much of their weight. In courtly phrase, we may say that his Majesty HENRY V. deigns to concede a few legitimate points for the sake of lessening opposition. This step, which lie ought to have taken six or nine months ago, receives encouragment by what is transpiring in the Assembly. Parties are really now combining for a common object, and although M. THIERS professes to be pleased with the pro- spect of having united action, we doubt if he is altogether satisfied at the turn things are taking for if the compact contemplated really does grow and strengthen, there will be an end to dalliance with the Republic and to the PRESIDENT'S power. The person wh* succeeds him will be a Royal Prince. It is only the charm which M. THIERS is supposed to have over the Germans which has kept him at the helm so many months but there are signs-and substantial ones too—that the indispen- sability of the PRESIDENT will not be much longer believed in. The only way to rid the soil of the German soldiers is to pay off the debt, and there is a very wide-spread desire just now to make great efforts for this purpose. In many of the large towns committees are being formed, and munificent sums subscribed for liquidating the indemnity. Directly anything like a tangible result is obtained, the in- fluences which have hitherto sustained M. THIERS will disappear. If proof were wanting of his grow- ing weakness, it would "be found in the fact of Bonapartism again raising its head. The return of M. ROUHER is a remarkable event, and so was his reception at the tomb of M. CONTI. Contrasted with what would have happened six months ago, it was little less than a triumph. The return of Im- perialism, however, will not yet have to be heralded. A process has to be gone through—we were going to say the usual process. France will never be satisfied until she has once more made an experi- ment of constitutional monarchy. If this should fail, then might come the time for a restoration of the Empire. Evidently NAPOLEON III and his sup- porters are of the same opinion. They take no steps of sufficient importance to warrant the supposition of intrigue. They keep their faith, and that is all. M. ROUlIER represents the prin- ciple, and watches events, but there will be nothing like a surprise for some time to come. Truly may it be said that monarchy will soon be on its trial. Of what stuff are the Comte de CHAMBORD and the ORLEANS Princes made 1 Will they seek to impose unpalatable traditions, or will they adapt them- selves to circumstances 1 These are the alternatives on which depend the vitality and welfare of France. All that disinterested observers can say is, the sooner the choice is made and the experiment commenced the better. Despite some good things done during the interregnum, matters are yet at a stand-still.. National regeneration has scarcely begun the wounds of the war are unhealed and all because the country has had no Government it could respect or put trust in. There is, happily, now some chance of a favourable commencement of the process of recovery. Republicanism is on its trial, and should the system fail, there will be no alternative but to accept a constitutional mon- archy. i
