THE GLAMORGANSHIRE ASSIZES. The Under-Sheriff is authorised to state that the Court will be opened for the trial of prisoners at eleven o'clock p.m. on the morning of Monday, the 11th inst, when the giv.nl and petty jurors, who were summoned for the 9th inst, must bj in attendance. No civil busi- ness will ba taken before Wednesday, the 13th inst.

THE WAGES QUESTION ON THE RAILWAYS. The platelayers, to the number of about 800, on the Lancashire and Yorkshire Railway have given notice that they will come out on strike in fourteen days unless they are granted an increase of wages. The permí. Dent-way men or platelayers on the Shrewsbury and Chester branch of the Great Western Railway have, this week, struck," and refused to work unless an in- crease of 6d. per day be granted. We hear that the company have offered an advance of 2d., but this has not been the means of settling the dispute.

LEGISLATION UPON THE TRUCK SYSTEM. Mr. Bruce's Bill upon the Truck System, described as a Bill to amend the law with respect to the payment of wages to workmen in certain trade" has been pub- lished. It provides that wages shall be paid weekly or oftener if so contracted for, but it shall be lawful, under contract, to pay a part only of the wages due, provided it be not less than ninety per cent. or in the case of wages accruing at the end of the first week, seventy per cent. of the amount due. In such cases, however, the unpaid balance shall be paid within four weeks or any less period provided by contract. Where wages have been otherwise than in coin, and the workmen thus paid, or his wife, widow, or infant child, receives Poor Law relief within three months of such payment, the Poor law authorities shall be empowered to sue the em- ployer. for the amount of the wages illegally paid, and to apply the same towards the cost of relief. Wages, however, may be paid with the workmen's consent, by bank note, or where the amount exceeds X5, by cheque or order upon a neighbouring bank. No wages shall be paid at any place licensed for the sale of liquor, or where goods are ordinarily sold to workmen, and where goods have been supplied on account of wages, no action or set-off in respect of such illegal transaction shall be tenable. Deductions from wages, however, shall be legal in respect of school fees levied under existing labour Acts, or in corformity with contract, in respect of board and lodging of workpeople residing in the master's house, and in respect of fines. All deductions for edu- cation shall be audited at least once a-year by two audi- tors appointed by the workmen, and in case of difference or neglect of this provision, the local County Court shall have jurisdiction in the matter. Masters are to be held liable for the offences of their agents against the Act, unless the former can disprove responsibility. Work- men cannot assign or charge their wages before they become due. The penalty for violation of the Act is limited in the case of a first offence to Y,10, and on a second or subsequent conviction to 920. The provi- sions of the Act are to be enforced by inspectors of fac- tories and mines in England, and procurators-fiscal in Scotland. It is provided further that no person en- gaged in any trade to which this Act applies; nor the father, son, or brother of such a person shall act as justices in any cases arising under the Act, the applica- tion of which is expressly limited to trades embraced by the Coal Mines Regulation Act, 1872 the Metalli- ferous Mines Regulation Act, 1872 the Factory Acts, 1833 to 1871; or the Workshops Acts, 1867 to 1871. Power is reserved, as usual, to the Secretary of State to grant exemptions under special circumstances.

MONMOUTHSHIRE RAILWAY AND CANAL COMPANY. The report to be presented at the half-yearly meeting of the shareholders states that the traffic returns of the half-year (inclusive of Canal tolls) are E8,121 more than in the preceding half-year, and XS,,284 more than in the corresponding half-year in 1870. A sum of X5,000 is transferred from the net revenue account to the cre- dit of the relaying suspense account, which is thereby reduced to 917,432 2s. 2d. The average rate of inte- rest on the total amount of borrowed capital is X4 9s. per cent. per annum. Debentures for terms of years as they become payable have been replaced to the amount of £3,700 during the half-year, by an issue of the perpetual debenture stock, making a total issue of X159,185 of that stock, and leaving 9227,031 of ter- minable debentures. During the past half-year, one locomotive engine, to replace one unfit for further use, has been built at the company's workshops. Six co- vered goods wagons, one hay wagon, and two break vans have been built, to replace a like number unfit for fur- ther use. For the purposes of an increased traffic, one locomotive engine and two passenger carriages have been purchased; and two locomotive engines, two break vans, and twenty-five goods trucks are in course of construction under contract. After placing 4:5,000, as above stated, to the relaying account, X500 to the bad debt account, and 91,500 to the reserve fund ac- count, the net revenue account, No. 10, shows that there is a balance oft32,616, and as that sum will (less income tax) yield a dividend at the rate of 5 per cent. per annum on the preferential stock, and a dividend at the rate of 7 per cent. per annum on the ordinary stock and shares (thereby making the dividend for the year 1871 6! per cent.), and a balance of E368 to be carried to the next half-yearly account, the committee recom- mend that those dividends be declared, and made pay- able on the 5th of April proximo. The converting of the existing line of railway between Aberbeeg and Aber- tillery into a double line of railway has been completed, excepting the rock cutting at Aberbeeg, the formation of which has been delayed by continuous wet weather the making and fixing of the signals, which are of a special description, has also been delayed, beyond the company's control, by the manufacturers of them. A Bill for constructing a railway from Blaenavon to Abersychan, and thereby abstracting traffic from this company's railway, has been withdrawn by its promo- ters. The Great Western Railway Company have ap- plied to Parliament for powers to raise money, limited in amount to t7,000 for part of the outlay incidental to the constructing a new road for the purpose of avoiding the level crossing in Thomas-street, Newport; and the committee have presented a petition to Parliament against the Bill containing such powers, being of opinion that the whole amount of such outlay should (legally be borne either by the Great Western Railway Company or the Pontypool, Caerleon, and Newport Railway Company, or by them jointly, and that no por- tion of such outlay should be borne by this Company, as large ratepayers in the town of Newport. Messrs. E. J. Phillips, Francis Tothill, John Lawrence and Wil- liam Evans are the retiring directors Mr. Geo. Miller, of Bristol, has been elected in the place of Mr. Crawshay Btiley. of Abergavenny, whoso decease is much to be re- gretted, after an exceptionally long connection with the company as one of its largest proprietors and freighters. Mr. Walter Powell, M.P., having ceased to be a pro- prietor, the committee recommend that, in the interests of the company, the vacancy be not filled up, but the number of directors be reduced to twelve. I

(tarespndtitce, THE CARMARTHEN SCHOOL BOARD. To the Editor of the SOUTH WALES DAILY NEWS. SIR,-Yotir correspondent Marmion's letter requires a reply. All the members of the Carmarthen School Board were nominated by the Liberals. Of the three members who voted for the payment of fees in denomi- national schools, the chairman was, by all his antecedents and professions, and the other two were, as one of the conditions of their election, pledged to oppose such pay- ment. Your correspondent stoutly opposes the payment of fees but he is easily satisfied. He is satisfied with the vote of the minority for the payment. He seems not to understand the bearings of this question. He does not know that it has become the crucial test of thorough Liberalism. He tells the Tories on the Beard that they have done gloriously, and that they may again seek elec- tion unblushingly. SUICIDE OF A POLICEMAN. On Tuesday William Henry Greenwood, aged 24, a member of the Bolton Police force, was found drowned in a lodge near to Messrs. Martin and Johnson's mill, Fletcher-street, under circumstances which point to the fact that the deceased committed suicide. Deceased had been on the sick list for the last week, suffering from an abscess underneath the tongue, and also from quinsy. The pain caused by the complaints was so intense that he on Monday wrote on a slate (not being able to speak) that he wished the doctor would kill him. On Monday night he left the house, and, not returning in a reasonable time, search was made for him. He was not found, however, until Tuesday morning, when his body was discovered when the above lodge was dragged.

PUBLIC HEALTH AND LOCAL OOVERNMENT BILL. Sir C. Adderly has laid before the House of Commons his Bill for consolidating and amending all the laws on public health and lacal government for England and Wales, exclusive of the metropolis. The Bill contains 437 clauses, and fills 197 folio pages. The Bill distin- guishes by special marks clauses taken from the Acts proposed to be repealed, without any substantial altera- tion, except such as are in accordance with the recom- mendations of the Commission also the clauses taken from the dropped Government Bill of last session on rating and local government also a few clauses taken from Local Consolidation Acts or from the Telegraphs or other public Acts. The remaining clauses with no special mark against them are new, and, like other clauses, carry out the recommendations of the Sanitary Commission. The clauses on rates re-enact existing law.

On Tuesday a man named John Boom, a gardener, living in Rothwell, Northampton, attempted to murder his paramour with a hatchet. He afterwards attempted to cut his own throat, but was arrested in time by the arrival of the police. The woman's life is despaired of. The medical attendants on the Prince of Wales have recommended his Royal Higness to pass the spring in the south of Europe. Although the Prince's recovery is thus far most satisfactory it is desirable that his strength should be entirely recruited before his Royal Hignes's engages in public affairs. On Wednesday morning, at the Manchester City Sessions, Andrew Macbeth, 29, a cashier in the employ of the Manchester and County Bank (limited), Man- chester, pleaded guilty to having at various times whilst so employed embezzled sums amounting to £ 1,250. He was sentenced to twelve months' imprison- ment. Edward Roberts, otherwise called Edward Robins, aged 36, who, at the Oxfordshire Assizes, was found guiltyT)f the wilful murder of Ann Merrick, at Watney, will suffer the extreme penalty of the law at Oxford Castle, on Monday morning, the 18th instant, unless the Secretary of State should interfore. On Wednesday night a fire took place in the back workshops of the horse-hair works in Old-street, St. Luke's. London. The building was three floors high. 50 feet long and 40 feet broad. The discovery was not made until the flames had obtained a strong bold of the middle floor. The flames were not extinguished until half-past twelve o'clock yesterday morning, when the workshops were burned out and the roof destroyed. At the Durham Assizes on Wednesday an action was brought by Mr. Alderman John Stracham, of South Shields, auctioneer and commission agent, against the North-Eastern Railway Company for injuries sustained in a collision between an express train from Edinburgh and a luggage train, near the Ouseburn Bridge, New- castle, on the 30th of June last year. The action also included Mrs. Stracham, his wife, who was in company with him. The trial lasted several hours, and the jury returned a verdict for the plaintiff. -Damages, £ 1250, exclusive of plaintiff's costs.
