THE CASE OF DR. HOUARD. !
THE CASE OF DR. HOUARD. Dr. Houard (sometimes incorrectly spelt Howard), -who, it will be remembered, after having been arrested by the Spani-h Government, has been released at'the request oi the United States' Minister, is the son of a Frenchmac who emigrated to the United States in 1195, and was naturalised in 1803. There exists no proof in official documents that his father ever held any post of authority under the Spanish Government, yet the allegation that h« did is one of the grounds on which the Cuban authorities claim that he was a Spanish subject. Dr. Houard, from the tenour of the cedulas de residencia or documents which, as the head of a family, he was annually obliged to procure from the Cuban authority, never attempted to resign the pri. vileges of an American citizen for those of a Spanish sub- ject. This fact, in conjunction with others of a kindred nature, is sufficient to account for his release. Immediately upon his arrest, in December, IS 70, at Cienfuegos, on sus- picion of treason, exertions were made -by the American Consul-General at Havannali to procure that release, but the doctor was kept in confinement until October, 1871 when he was confronted with sundry accusers and wit- nesses, tried by court-martial, and eventually sen. tenced to eight years' penal servitude and con- fiscation of his property. He was removed to Havannah and subsequently to Cadiz in chaini and a felon's dress, and with his hair and beard close shaven. But for the strenuous efforts of his American relatives and friends, he would now be a galley slave at Centa. At length his release was demanded by General Sickles, and after some delay, consequent upon changes in the Spanish Cabinet, Seilor Martos, Minister of State, put i the finishing touch to the matter by setting Dr. Houard 1free on the 22nd: of June last.
THE IRISH LAND ACT. j
THE IRISH LAND ACT. A question of tenant-right has been raised for the first time on the estate of Mr. Shirley, M.P., in the Land Court of Castleblayney, county Monaghan. A farmer, named M'Bride, who held two farms of about 40 acres at 30s. an acre, lately took it into his hsad to emigrate. He had paid JE275 in January, 1867, for one of the farms to Mr Shirley, who had himself paid £300 to the outgoing tenant. In the receipt it was stated that this sum was for permanent improvements, but M'Briile alleged that it was really for tenant-right, and that the form had been adopted in order to avoid admitting the existence of the tenant custom. For another farm Mr. Shirley given £ 100, and he let it to the claimant at pn increased rent of £ 5 a year. A neigh- bout was wiling to give the claimant Z840 for the two farma, but the respondent's agent objected to his getting the lkd. blbride thweupon proceeded in the Land Court, ttd served alternative claims, one demanding 21,000 for tenant-right, and the other £ 1,200 for unex- hausted improvements. Mr. Butt, Q.C., appeared as counsel to support his claim, and Mr. Porter represented the respondent. As the claimant had not been evicted, but himself gave notice of surrendering the land, a ques- tion arose M to whether he was entitled under the Act to make any claim. Mr. Butt admitted that it was a djin- cult question for the Chairman (Mr. Newell BarretC decide whether the claimant had been d; TUrbed." He was ultimately relieved of the difficu^ by the cate being compromised, after witnessesld been examined to prove the facts of the tenancy r* ° the tenant cutom. Thore is a rule on the estate more than £ i) an acre should be given for tenaDn<= j but it would appear that this regulation has be<" eVa 0 by private arrai^ements being entered into o_. tenants. Mr. Sfirley, however, has bought upfle ,-i_ right whenever opportunities offered, and so*8 u, ■* extinguishing it onhis estate. It was ad,l^e a dealt liberally with he tenant, and had racle no aggre sions upon him, and\e was willing to.ecognise right to the extent of £ 10 an acre. tie terms ot tne compromise, which seeing to satisfy al parties, were tnax |, M'Bride should receive £ ^o from tba respondent ana be M'Bride should receive E50 from the respondent ana be allowed to keep the lands ilb to November.

ABRIDGED PROSPECTUS. OB.JECTS 4W THE COMPANY.—This Company is formed for the purpose on>urchasing and working a fine Titanic Iron Ore Pro-II pertv in the west of Norway to ship Iron Ore for smelting in the Company's Furnaces in England, and also for sale to Ironmasters in England and elsewhere and to erect Furnaces and Smelt Ore on the CSfcpany's land in Norway, should It hereafter be considered desirable to do so. DESCRIPTION.—The Norwegian property consists of six im- mense Mountain Lodes of Titanicflron Ore, situate at. Sohalt and Solmer, in the parishes of Orskog and Skodje, U,-tat)t about 25 miles from the town of Aalesund, ou the west coast of Norway. A Fjord, of great depth f water, lies at the foot of the Mountain it is open at all seasons, and so well situated that \essels of large tonnage can be loaded at the Company's wharves withm 90 yards of the Mountain. The English property consists of two blast fur- naces engines, coke ovens, aud necessary offices and appliances on the banks of the Tyne, to which it has a frontage of 290 feet,- with 12 feet depth of water at low tides; it is five acres in extent, and a branch of the North Eastern Railway runs through the pro- perty to the Company's wharf; the situation is admirable for the reception of Ores per ship, and for inland communication it is held on lease for an unexpired term of 28 years (renewable) at the low ground-rent ofelSO per annum. The Ore is one of the finest description yet procured in Norway. By analysis made byOKessrs. Johnson and Matthey, of London, it is found to contain 43 per cent. of metallic iron, and is free from Sulphur and Phosphorous. In few instances has Titanic Iron )re of the same purity equalled this yield. The Mode of Operations, The Cost of Production of Ore, 11 lie Valtie of Produce, The Profit, The Balance-sheet oi One Year's Working, The Outlay, And the Estimated Dividend arc particularly described in the Wectus, showing the net profit, after payment of all expenses f'one year, when in full work, to bet-28,760, and with the eelllely limited sale of only 500 tons of oraper week.
