We print to-day several important notices j with respect to the coal trade of South Wales. Amongst those who are beginning to feel the effects of depressed trade are the learned counsel attending the current court of quarter sessions for Glamorganshire. Most of the prisoners state that they committed the crimes for which they stand charged because they could not obtain work. Several persons were charged at the Pontypridd police-court, yesterday, with stealing timber from a house in course of construction at Pentre. Mr EL Davies, who prosecuted, as the agent of a Bristol building society, did not press for a conviction the defendants were therefore cautioned and dis- charged. At a meeting of the Cardiff School Board, yesterday, Mr Batchelor presiding, it was resolved to communicate an objection against the new Wells Charity Scheme to the Charity Commissioners—that the School Board should have fivo representatives instead of three on the board of manage- ment.

A conference of employers and operatives in the cotton trade was held at Oldham, yesterday afternoon, with a view of terminat- ing the strike. The operatives agreed to accept a reduction of wages, and work will be resumed on Monday. The strike has con- tinued five weeks, and has entailed a loss in wages estimated at £ 60,000. A new Baptist Chapel, which cost upwards of E6,000, was opened at Cambridge, yester- day, by the Rev Hugh Stowell Brown. The new prison regulations and other matters connected with the transfer of the county gaols to the Government were the subject of discussion at several courts of quarter-sessions on Tuesday, and in some cases considerable dissatisfaction was ex- pressed with the new state of things. The Town Council of Oxford have sanc- tioned the laying down of tramways in that city, the promoters of the lines promising, on their part, to run certain workmen's trains at the rate of one halfpenny per mile. Mr E. Birkbeck, who lias been accepted as the Conservative candidate for North Norfolk, will, for the sake of terminating the present bitterness of feeling, accept any fair compromise on the burial question.

By the explosion of either a boiler, or a quantity of gunpowder, on board the Tokuschima, when in Chinese waters, from ninety to one hundred lives have been lost. A correspondent in Pesth telegraphs that according to telegrams received there from Constantinople, the state of the city is very serious. The news from Russia is of interest to. day. The Chinese Embassy has arrived at St. Petersburg. A Tiilis telegram reports the revolt of sopie of the recently annexed districts in that continent. The St. Petersbwy Gazette says that Rus- sian affairs in Central Asia are in a critical state, and demand immediate attention. To parry blows aimed at Russia by England, it advises the Russian Government to ask | China to cease suing for the restoration of Kuldja, and to open up Western China to Russian trade and Russian Consuls. It is also desirable that the line of the Amoo Darp, be strengthened by the occupation and fortification of Merv.

LORD ABERDARE AND TEMPER- ANCE. FORTY years' experience of temperance work has created in the most sedate minds the conviction, that the." teetotalising" of the Three Kingdoms, is a more herculean work than the establishment of Cliristianity itself. ST. AUGUSTINE and his followers had a difficult task, but they found themselves surrounded by circumstances, which, in reality, made their labours easy- They offered the felicities of another and a better world to all who accepted their teaching; but the temperance evangelist fcan offer nothing beyond the present satisfaction which good precepts and example furnish in themselves. The busy world, disposed to moments of relaxation, refuse to practise self-denial for the benefit of the relatively few who sell themselves, body and soul, to the love of intoxicating liquors. This attitude of mankind may be selfish, but in the effort to make the best use of both worlds, there is something to be said for the irate old Scotchman, who dispised his teeto- tal son-in-law's idea of heaven upon earth, when there was not even a thimbleful of whiskey in the house We recently shewed, in the South JTales Daily from the unerring figures of the Revenue Department, that, despite protraefcod temperance work, the quantity of liquor consumed in- creases per head of the population. Even in the revenue returns just published, up to the close of 1878, there is an increase both in customs aud excise revenue, despite the trade depression from which the country is suffering. In the March quarter of 1878, the receipts from customs were £5,128,000 in the June quarter, £4,927,000; in the September quarter, and in the December quarter, £5,484,000, or the largest customs' revenue in that quarter of the year when trade was worst, and soup kitchens were common to all parts of the country. In the March quarter of 1878 the excise revenue was £ 8,299,000—unusually large, because of the prevailing impression that extra duties on spirits were to be imposed in the June quarter the excise revenue was £6,575,000; the September revenue fell to £5,508,000; but the December returns reached £ B,990,000—the last quarter of the year—when trade depression and working-class suffering told most. The tobacco duty has not met the hopes of the CHANCELLOR of the EXCHEQUER, and as the largest consumers of tobacco are undoubtedly working-men, the loss in duty corresponds to the loss in wages from bad trade. Working-men, no doubt drink an immense quantity in the aggregate, but that is quite a different thing to charging upon them the gradual increase in consumption, while the representa- tive middle and upper class men get the credit attaching to comparative abstinence. If,' as temperance men and teetotalers claim, the temperance sentiment of the country is increasing, it follows, in the presence of increased liquor consumption, that there is an infinity of pro-temperance hypocrisy somewhere. The customary expedient is to lay such increase at the door of the working-classes. We must frankly admit that we cannot accept <>1 reliable the grounds upon which this assumption is usually based. Lord ABER- DARE, speaking at Mountain Ash on Mon- day, took for granted that one-hundred-and- forty millions sterling were spent on liquor annually. That would represent, in a general way, about one-seventh of the gross national income. But if we suppose that tho working-classes, having the largest number of mouths, spend most, then one hundred millions sterling are usually taken to represent working-class drinking. Such a supposition would involve an ex- penditure equal to about one-fourth of every woiking-man s income. Now, we ask teetotalers, temperance men, and men who think with COBEETT that beer is part of the food of the English people, if they seriously believe that the average working man in the Three Kingdoms spends five shillings in drink out OF every pound sterling he earns ? While we do not believe an affirmative answer would be sound, we are by no means dogmatic, but rather invite information. If we are warranted in thinking that too much is usually placed to the discredit of the work- ing man, then the middle and upper classes have more to answer for thun is usually -charged to them. While conceding with Lord ABERDARE that there is a great deal too much drinking going on," we think it is wise on the part of earnest temperance men, whatever be shibboleth thuy ANSWER to, to look at the drinking habits of the people oc- casionally through licensed victuallers' spectacles. Thus, the Morning Advertiser, the SPECIAL OIOAN of the London LICENSED Victuallers, founding on the Judk-ial sta- tistics and other publications for 1876, says there were no more than 205,567 charges in 1876, while the number of convictions was only 185,837. This," says our contem- porary, "is at the rate of 7! convictions per thousand inhabitants.' The paupers in the country numbered 732,523 in the year in question. In other words," said the Morning Advertiser, we have four, more or less, regular paupers for every casual drunkard who falls into the hands of the police." It was further shewn that the drunkards of abandoned Liverpool were be- low 3 per cent of the population in a whole year while Manchester and Salford gave 2 per cent Birmingham less than 1 per cent of drunkards and Blackburn, Bolton, Halifax, Hanley, Huddersfield, Leicester, Macclesfield, Nottingham, Sheffield, Staly- bridge. Stockport, Sunderland, Swansea, and Wolverhampton from i to 1 per cent. Figures like these, we think, go to sustain our impression, that the working classes are not so bad as they are pictured, and that after all, well-meaning temperance men have somewhat missed the mark in this respect. Lord ABERDARE—whose genuine anxiety to promote sobriety no one doubts—-jpiust have seen that when a nobleman or gentleman dies,his wine-cellar is usually so stocked that the disposable quantity necessitates a public sale, where the best vintages call up a pre- mium. It would be interesting to know what is the fair average consumed in the course of a year by, and through, a gentle- man with a cellar of say 500 bottles. Add together what he and his family, his visitors, and servants consume, and what propor- tion will the whole bear to the consumption of fifty working men ? Such speeches as Lord ABERDARE and the DEAN of Bangor delivered at Mountain Ash on Monday evening, recall the early efforts on behalf of temperance. The teetotalers, despairing of mild measures, went in for total abstinence, and what is the result to-day 1 That the drinking habits of the country are more potential now than they were forty years ago. The most thoughtful men in the teetotal ranks see that the wise plan is to take aid or ex- pressed sympathy wherever it is to be found that if a man will even go half-way in principle it is batter than not to HAWS him at all. We think that view is BECAQGE it is oertain to lo forward such MKR mirable institutions as the so-called" coffee palaces." These institutions wa.nt money and the sympathy of the middle class to make them successful. To them, as much as to fervid oratory, we look for real progress in the temperance work of the future. Working men must have bright, cheerful, and com- fortable resorts, where their gastronomic wants can be cheaply supplied. The total abstinence and temperance party would do well to agitate for a practical reform in the licensing system, whereby it would be made incumbent on every" licensed vie- tualler to keep, regularly, teas and coffees for customers, at moderate fixed rates. Thanks to such agencics as the Church of England Temperance Society, the broad question of temperance is being discussed on a wider basis than during past years. Thus, Lord ABERDARE, while opposing the Permissive Bill, is doing all he can in another way for temperance, and has presided at the annual meeting of the subscribers to the London Temperance Hospital. Total abstainers must, consequently, tolerate differences in opinion take advantage of every favourable change in public opinion and make such fresh departures in their methods of action, as promise good results. We concur with Lord ABERDARE in thinking that diatribes against brewers, distillers, and holders of licences. are a mistake. If the existing brewers, distillers, and licensed victuallers were to retire from the trade to-morrow, fresh men would rise up at a moment's notice; and nothing is better assured than this, that if the legalised manufacture of beer and whis- key were stopped in a week, the country would become a nest of private distilleries and breweries. This is, indeed, true of all nations, as the contemporary history of America proves.

TRANSACTING COUNTY BUSINESS AT USK QUARTER SESSIONS. The magistrates of the county of Monmouth in quarter sessions assembled, appear to forget that they hold their responsible positions as trustees for the ratepaying public, and that quarter after quarter it is incumbent upon them to make known in the clearest possible manner that which they have resolved upon, or deemed expedient to do. It rarely happens that any of the public attend the sessions during the transaction of county busi- ness, unless some special attraction is announced, such as'the presentation of a portrait, or some other equally unimportant matter. For years the mode in which county business is conducted at Usk has been regarded by spectators much in the light of a burlesque. Allowance was to some extent made for the miserable old Town-hall, and its .defective acoustic properties, but it was hoped that when the costly and spacious new County-hall was built, its internal arrangements would be of such a nature as to afford the best facilities for I hearing and seeing, and learning what was being done. Instead of this, each successive quarter sessions demonstrates clearly the fact that, 80 far as its acoustic properties are concerned, the room in which the county business is conducted is five-fold worse than the old Court. The Bench is a ridiculously-constructed affair. The learned Chairman sits behind a desk, with the Clerk of the Peace immediately facing him, and with his hack to the Court. On either side sit magistrates in a line, with their backs to the Chairman, and each speaker, as he rises to address the Chairman, turns his back to the space where the public ought to be, and upon those whose duty it is to record what is done for the especial benefit of the public. Every document is read in such a sub- dued tone, as if it were only intended for the Chairman only. After straining every nerve, it is with the utmost misery and difficulty that the purport of any official docu- ment however important, can ba ascertained, or the gist of the discussion which arises thereupon accurately defined. Fortunately, many of the reports presented are now printed preparatory to the sessions, and hcnce the work of the Com- mittees can be fairly gauged. Frequently has the attention of the court been directed to the defec- tive mode in which business is thus con- ducted, but no alteration is made, and discuss>ion3 of a most irregular character are permitted time after thne. THE IATE PRINCESS ALICE AND THE CARDIFF CORPORATION. The Cardiff Town Council at their last meeting passed a resolution that an address should be sent from them to Her Majesty, expressing their sorrow at the loss which she sustained, by the death of Her Royal Highness, the Princess Alice. The following address was subsequently drawn up by the town clerk, Mr G. Salmon, and, on being approved by the Mayor, Alderman Lewis, was sent to Messrs. Waterlow and Sons, London, to he illuminated. The address was returned on Wednesday morning, beautifully illuminated with gold and colours, and surrounded with a gold and black border. It was done on vellum, in the form of a roll. and inclosed in a Morocco case, lined with white satin. The Mayor signed it on be- half of the Town Council, it was sealed in black with the Corporation seal, and despatched at once to Her Majesty's private secretary :— To Her Most Gracious Majesty the Queen. We, the Mayor, Aldermen, and Burgesses of the borough of Cardiff, lotr most respectfully to express our sorrow at the loss sustained by your Majesty by the dea.th of your beloved daughter, Her ItoyallIighness the Princess Alice, Grand Duchess of Hesse Darmstadt, and to offer to your Sl jasty our heartfelt sympathy in this your time of ocreavuuent. The general expression of sorrow and sympathy which this sad event has called forth will, we sincerely trust, tend in some slight degree to the poignant grief which your Majesty, in God's irood providence, has been called upon to bear, and in this expression of a uatioii's fcc:i ig to see the attach- ment to vour Royal House, which alike in ioy and sorrow ia spontaneously offered by a loyal people. CHARGE OF THEFT AT PENTRE. At the police-court, Pontypridd, on Wednes- day before Messrs T. Shepherd, Francis Craw- shav, and William Rees—Joseph Charles, Alfred Wliite, Mary Baker, and Margaret White, were charged by Mr Elias_ H. Davies with stealing timber from a. house sjtuate at Mill side, Pentre. Mr Davies said he was a financial agent in the Rhondda Valley. The defendants wertall tenants of his. The houses referred to were the property of the West of Er.gland Permanent Bnilding Society. They were unoccupied,—in fact, they had not been occupied at all, as they had not been completed. They were valuable houses, and the society was prepared, before they took possession of them, to advance £500 on them. As they had not been occupied, the weather had caused them to 1become <JUapidaited, and about two months ago the roof! of OM.fell in. Since that time he had lost timber doors win- lows &c. to the extent of about £ b0, The pieces of timber now produced bv P.O. Johns were some of the missing pieces. He could swear to many of them, and he was present when some of them were found on the prisoner Bakers premises, and others OD the premises occupied by White. He ad seen the prisoners in the buildings, but never saw them take anything away until last Monday. About a quarter past eleven he was passing the houses, and saw prisoner Joseph Clurles inside the building. He was pulling pieces of timber down, and pitching them out into the road. Mary White was at the end of the building looking out for them as they fell. When she saw him she went to hide herself, and Margaret Taker went through the premises into the back yard. Alfred White came down to the embankment, and then ran back. Witness asked Charles what he was doing. He replied, "I am taking away these pieces of timber. I thought it was no harm, as I have seen others do the same. Witness went to Baker's house and saw some more pieces of timber similar to those used in the building. He searched her house and found some mor; pieces. Prisoner did not deny having stolen the timber. Police-constable Johns arrived, and prisoners were all taken into custody. Prisoners now said that they had asked the complainant if they might have some of the timber, and that le in reply promised to see them about it." Prisoner Baker safd one of the doors of the house was ac her place, and that complainant knew of it, bit had done nothing to her for it. She had no intention what- ever of stealing. Complainant now said he had no wish to press for a conviction. Prisoners were dismissed with a caution. I

Mr C. C. Lewis, coroner of Chelmsford, has held an inquest at Chelmsford on the body of John Wilson, 56, labourer, whose death was alleged to have been accelerated by his removal from Roxwell to Chelmsford Union House, a dis- tance of about five miles, in a farmer's timbrel, at a time when he was unfit for such removal. Wilson died the morning after his admission to the house. The jury found that he died from con- gestion of the brain, but censured the overseer and the assistant-overseer of Roxwell for "great neslect."
