I-IONDA Y, AUGUST 9.1880.…
I-IONDA Y, AUGUST 9.1880. Two girls, aed 17 and 20, were on Satur- day committed for trial by the Monmouth magistrates for housebreaking. The Bridgend Board of Guardians have again decided to grant no superannuation to Dr. Bates. Three more bodies were recovered at Risca on Saturday, and the windways now being open, it 13 expected that the rest will be brought to bank in a few days. Speaking at Peninaenmawr, on Friday, Mr Guinness Rogers referred to the feeling of sympathy evoked by Mr Gladstone's illness, especially in Wales. It had been scoflingly observed that a Welshman was a man who read the Bible and voted for Gladstone. He hoped these would lon^ be traits of the character of the Welsh people. The charge against a shipowner at the Swansea assizes, of having sent an unsea- worthy ship to sea, was adjourned for the third time on Saturday. An ex-relieving officer at Llandovery has been sent for trial on a charge of embezzling the money of the Poor-law guardians. Some lads were charged at Pontypool with trespassing on the Great Western Rail- way. These youths, it appears, got upon a trolly and took a trip down the liue; at the rate of twenty miles an hour. The lads were lined ten shillings each. A young woman feil from a window at Mitcheldean, on Friday, and was killed im- mediately. A gale of considerable force blew in South Wales on Friday and Saturday. Some in- convenience and a little damage were caused at Pembroke Dock. The weather was rather cold. For several weeks during the spring and summer two heavy causes have been before Vice-Chancelior Hali, which affect the rights to the minerals under the estates of the copyholders of the Manor of Abercarne. The minerals in question represented in value a very large sum, as they extend under many thousands of acres. They were ciaimed by the Lady of the Manor, Lady Llanover, in her own manorial right the copyholders contended that the minerals within their tenements belonged to them. The question has been in conflict since the beginning of the century, and a vast number of suits in equity and actions at law have been instituted from time to time. The de- cision is gainstLady Llanover, and in favour of the copyholders upon all points.

Dr. Tanner completed his forty days' fast" on Saturday at midday. Medical opinion is divided as to the reality of the experiment; and it is not very likely that tho case will be quoted in medical works. On Friday Mr Garfield, the Republican candidate, witnessed the march past, at New York, of a large number of political organizations. The latest intelligence from Afghanistan, contained in a Viceroy's telegram, is to the etioct that the preparations for defending Candaliar were satisfactorily proceeding. The loss incurred by the battle between Ayoob and General Burrows is stated to have been 1,100. It is said that Ayoob now doubts his power to attack Candaliar.
ABERDARE SCHOOL BOARD AND…
ABERDARE SCHOOL BOARD AND JEWISH TEACHERS, AN incident which happened at a meeting of the Aberdare School Board last Thursday is one, we hope, of very exceptional occur- rence. We regret that such an intolerant spirit as was then exhibited should have, found expression in the Principality of Wales, and especially in such a stronghold of genuine Welsh Liberalism as Aberdare. It appears that the School Management Committee had recommended that two of the monitors—HARRIETT and ROSBTTA HART, both Jewesscs should not bo re- ceived upon the school staff until gow tad boea Bxami"d for the Government Inspector, a recommendation with which we liavo no fault to find. If other monitors are received only on these conditions, no one can complain that the two monitors in question were hardly dealt with or exceptionally treated. It appears,how- ever, that the Government Inspector hal had an examination, but, unfortunately for tlie two Jewesses, on a Saturday. Now, every- one knows something of the reverence in which our Saturday is held by the Jews. l The Jew is true to his seventh or Sabbath day. The tenacity with which the Jewish race have clung to their I old faith, and to many of tLeir most important ordinances, is one of the most striking facts in human history. Some will attribute this to their hardness of heart, or to their unbelief, or to some similar cause. With that we have nothing to do. Standing on the level floor of religious equality, we claim for every man living a right to his own religious principles, and exemption from all civil disabilities on account of these con- victions. Even to the most devoted Christ- ian the Jew is not without interest. The Apostle of the Gentiles, with his" to the Jew first and also to the Greek," hM made the Jewish race a people to be respected, so far as their religious convictions are concerned, by all professors of Christianity. But apart from this, the bare fact that the Jew is a British subject, that he is recognised by the law of our country as eligible to most of the civil offices and honours which are within reach of an Englishman, and that the Edu- cation Act was framed with a view to meet the case of the Jew as well as persons of other religious persuasions, should afford ample protection to him, not only in Aberdare, but throughout the whole land. It appears that this is not the opinion of the Chairman of the Aber- dare School Board. That gentleman is a law unto himself. When he discovered that the two Jewesses had not been examined be- cause the Inspector had had his examination on a Saturday, he pertly and petulantly inti- mated that" if the Jews could not conform to the same regulations of the School Board as the Gentiles they should not seek appoint- ments as teachers." Had Mr n. II. Rnys alone given vent to this most illiberal senti- ment, we should probably have said nothing about it. His intolerance is proverbial wherever his name is known. He expects every person to conform to his own view, and swear by his ipse dixit. He appears to have made himself a sort of universal standard of orthodox humanity, and so far as any one of his fellow-creatures differ from him, that person i3 a sort of lusus naiurce. What we regret to observe is that the intolerant expression found an echo in the opinions of other members of the board. We shall be glad to learn that the other members constituted, if not an insig- nificant, at any rate a small proportion of what may be called the local parliament of Aberdaro. If Jews or Jewesses must submit to an examination under one of HER MAJESTY'S Inspectors of Schools, an arrangement must be made which will not interfere with their Sabbath day observances. The inspectors are appointed for tho schools and for all examinations of schools and teachers. We do not object to the convenience of the Inspector being duly considered in connection with such examina- tions, but ve very decidedly object to any undue COlJs. ration of his convenience. If Rome cannot visit us, we can visit Rome and if a Government Inspector of Schools should find Saturday a day prohibited for working purposes to the Jew, he will, no doubt—once the case has been explained to him—prove more tolerant than the Chair- man of the Aberdare School Board and those members who sing in chorus with him. If not, the Education Department will, doubt- less, issue its fiat.
_----_4 LICENSED VICTUALLERS'…
_4 LICENSED VICTUALLERS' REPORT. IT would almost be a pity to allow the report of the Cardiff Licensed Victuallers' Associa- tion to pass without notice. There is in the town of Cardiff a considerable number of publicans, some of whom, how few we need not mention, have agreed to constitute them- selves into a body under the comprehensive title of the Cardiff Licensed Victuallers' Association. To a stranger this name would be misleading were it not that their latest report itself reveals the fact of the comparative unimportance of those who have adopted it. It must, as a general rule, be very agreeable to the gentle- men who have encompassed themselves with so large a name to see their speeches and their doings reported in the press, and sent forth to be known and read of all men. But when these gentlemen are honestly com- pelled to admit that "after all the trouble and expense, and the persevering energy which they threw into the late Parliamentary election, they failed to seeure a unanimous trade-vote," it must be very aggravating to themselves. though highly gra- tifying to their neighbours. Any outsider can see that an association entitled to the name which these gentlemen have modestly adopted would of necessity have secured a tolerably unanimous trade-vote but it does not follow that the three tailors of Tooley- street will persuade all those employed in their trade to cut their cloth according to a given pattern; In one of tho calamities which have befallen the Association we have a peculiar interest. We find from their report that some of their greatest enterprises have been ignominously defeated by what they themselves have termed sophisticated third or fourth-rate editorials." We do no admit any connection of our own either directly or indirectly with such editorials, but we cannot help ex- pressing our surprise that such a power- ful body should have been vanquished by such a disreputable antagonist. We should ourselves be ashamed to confers that we had been defeated by third or fourth rate editorials. To be vanquished in argument by a first-rate reasoner has been the lot of many an able man, but when GOLIATH has been overthrown by a mere stripling whom he disdained, he adds little to his reputation when he stigmatises his opponent as a mere dwarf. Of the Licensed Victuallers of Cardiff, some of whom are among its most highly and deservedly, respected citizens, we should not like to speak in such terms as these. They are a powerful class, and will, we doubt not, always be able to hold their own against any adverse criticism; but no person will be surprised to learn that the body which has chosen to magnify itself by assuming the loud-sounding title of the Cardiff Licensed Victuallers' Association have had their designs upset by third or fourth-rate editorials. The reason why it required even such literary power as this to vanquish them will probably be found in the fact that writers of fifth or sixth-rate editorials never attack such gentlemen. One sentence in their report is, we confess, some.. what unintelligible. It runs as follows :— The committee, who have observed many of the modes that have been adopted to in- flict an injury upon you, have cither entirely failed or will surely do so. Many of their coffee taverns will not support their ex- penses, and those gentlemen who have been' led by exaggerated and mis-statements to place their money at the disposal of others, no doubt for the best intention, will find they are sadly imposed upon by design- ing persons, whose mask is religious zeal and pious pretensions." We commend the fore. going remarkable piece of composition to the writers of sophisticated third and fourth- rate leaders, in the hope that when these gentlemen have shed some light upon it, we may be able to understand it. We are happy to hear that the Cardiff Licensed Victuallers' Association are free to acknow- ledge that they have faithfully endeavoured not only Ct to VaU and maintain Uwi* just rights and privileges, but tho freedt t and individual liberty of Englishmen," what they mean by intimating that i zeal is replacing by social Yo-- order, communism, and materialism" these very rights ami privileges, surpasses our com- prehension. Of their religious zeal wt have not had any previous intimation. If, however, their zealous cannass in getting up < a petition against tho Welsh Sunday CI050 ing B il be a specimen of what they call their religious zeal, we have no difficulty whatever in comprehending them. That Bill is known to have the hearty support of a very large majority of the adult inhabitants of the Principality, and the majority even of the Licensed Victuallers but it is not to be expected that an Association representing a small minority of the trade will look with favour upoo such a measure. That their religious zeal should replace their just rights and ptivi. leges by social disorder, communism, and materialism" will not creatt much surprise, but we cannot conceal out wonder at their finding room for this ad. mission in their own report. We maj probably be informed that wo have mis- apprehended or misrepresented that report. We can only reply that, assuming it to have been written by men who can express theii thoughts in intelligible language, wo have simple accepted it in its literal sense. Why these gentlemen should rejoice in the pros. pect of a failure among the CoíTec Taverns, the public will not think it necessary to inquire. We think, however, that even publicans might admit the I right of an Englishman to have a cup of coffee instead of a glass of beer if he choose to pay for it. We are afraid that if our legislators were, out ot deference to the Cardiff Licensed Victuallers' Association, to suppress Coffee Taverns, they would give rise to something more formidable than Com- munism. So long, however, as Mr B. A. BLAKE, and those who hold half-yearly meetings under his presidency, have no moro influence than they at present enjoy, and sit so far remote fromDowning-street,neither tho citizens of Cardiff, nor the inhabitants of Wales, will be greatly alarmed at any thing they may threaten, or unduly depressed by anything they Ulay accomplish.
OUR LONDON CORRESPONDENCE.…
OUR LONDON CORRESPONDENCE. LONDON, SATURDAY EVENING, Who is it that si-ta down and deliberately in* vents the rumours and stories the Eastern negotiations which the whole press of Europe ac. cepts as gospel. That they are inventions. I have the highest authority for stating. They are simply stories. The papers aie, for example, tilled with the negotiations about the uaral demon- stration. Now, 110 negotiations about a naval demonstration are knoll n of at the Foreign Oilice. We hear that France and Germany, sometimes onf, sometimes the other, sometimes both, have backed out of the European Concert. It is a falsehood. One step at a tirn?," is the order of diplomacy on this question. As to Greece no single step will be take i by the Powers until the result of the note upon Monte- negro is known. Until late last night 110" oili. cial" news of what the Porte intend to do about Montenegro had reached Lord Granville or Sir Charles Dilke. But all their private and unofficial information led them not only to hope but to believe that the Porte intended to give way. Should this belief be well founded the European Concert will have attained 0110 great II object without even a threat of force. With regard to Greece, it is doubtless true that two members of the Cabinet view a policy of coercion with no favour. But even as regards Greece there is no reason to fear that matters will reach that length. No agreement 1 as yet been reached as to what-form shall be adopted to bring about Turkish obedience to the European will. It will be some weeks before any arrange- mcnto can be made even for issuing the summons 1 011 the Porte. But when the question comes, whether the Sultan will submit or force Europe to use threats, and Greece to enter the desired territory by arms, his decision is hardly doubtful. At all events, the Al misters who are most behind the scenes do not expect any fighting. Some progress is being made by the Commit misdon in Roumelia. The Commissioners arrange all their details privately they talk over mattera until they have reached an agreement; they then hold a formal meeting, pass their resolutions, and send them for continuation to the Turks. They will be quite ready for the naval demonstration if ever it should take place, and will have many demands then to make upon the Sultan. Out" representative on the Coiniuissicn, Lord Edmund Fitzmaurice, who succeeded Sir Henry Drummond Wolff, is highly satisfied with the progress made. He seems to like very much life in Tuikey. Sir Wilfrid Lawson has ologised for calling the Armenians the biggest rascals in Europe. Had he not done so before he would probably do so after the publication of the little pamphlet wherein the opinion of foreigners of the Armenian character are gathered together. From Dwight and L unartine (who called them the Swiss of the East, than which he could give them no liighei praise) to George Smith, the Assyrian scholar, and John Mill, the historian of the British Em. pire, tho testimony is the tame. They are able, industrious, honest, noble, latieut, persevering. In carrying as an amendment to the Burials Bill the omission of reference to Convocation, Me Osborne Morgan will be greatly assisted by the fact that Loid Cairns insisted upon the same amendment to the Sectionary Bill. Mr Gladstone rather inclines to maintain it. So does the Lord Chancellor. But the ra.ssage of the Bill IHId be endangered unless it were dropped. The Di an of Bristol, the learned Dr Gilbert Elliot, has pro- tested strongly against Parliauien ary recognition of the legislative power of Convocation so that, aided from different quarters, Mr Morgan hopes to c rry his amendments without much difficulty. The point ot resolution passed by the Par* nellites last night seeUH to be misapprehended. They do not wish to reduce the number of police- men in Ireland. They protest that they have n9 desire to knock oil a single man from the vote, But they want to get rid of the soldier policemen— the armed constable—the drilled army of "pederd," with swords to s'ay and pistols to kill. The advantage of this differentiating between tin policeman and his military accoutrement ia obvious at a glance. Mr Parnell would, if hf j took any other course, have nothing to do but to move that so many policemen be knocked off Ute vote. This would take ona debate and cne division. Such n ere trifling does not suit his book. Ho wants to be able to go through the estimates, and to knock off a bit her< and a bit there, In fact, he v. ants innumerablt divisions. Members only answer to his explana- tions some faint murmurs about the holidays. Mr Forster takes a more hopeful view than I expected of the winter in Ireland. I had a brlel conversation with iiim yesterday, and lie assured me that his object was to prevent isolated out. rages. He laughed at the idea of a general rising. But it is hardly likely that the Irish members speak out their full heart to him. Tiey are panting for the autumn, and, more Htbemico, they lauyh at the coming "fun." They promise to rouse all Ireland against the landlords, aud expect to be able to beat even Mr P'orster'a precautions. When Mr O'Donnell, yesterday, protested against setting themselves against a friendly Government, he was laughed j out of the meeting; and gratitude will find as little a place in Irish politics in the lit cess as generosity will during the remainder of the Ses- sion. Sir Thomas Gladstone's petition against the Ground Game Bill is a tremendous document* The measure, declares, violates the British con- stitution. It does sway with free trade, and will abolish wild si.et-p p stures. It demolishes natural rights aud the rights of property. I must say that, in contrast to all this public recrimination and retractation, the sileuci of Miss Burt is eloqueut. She was invited to be matron by the governors, and never sought the position.
