THREE STEPS IN THE RIGHT DIRECTION. The past week has witnessed in this dis- trict quite a number of Educational Con- ferences at which some highly important questions, ultimately effecting th)e futurel questions, ultimately effecting t100 future interests of Wales and of Welsh Education I have been discussed. We desire to briefly refer to three of these, relating respectively to the three grades of educational institu- tions, elementary, intermediate, and col- llegiate. In connection with elelmentary schools, Mr E. Gray, M.P., hias been holding a num- ber of conferences in different parts of North Mr E. The chief purpose of thefce conferences was to deal with the question of irregular attendance at school— of these conferences was to deal with the question of irregular attendance at school- an evil to which Mr Gray attributed, and perhaps rightly, the fact that foreign countries who pay more attention than we do to popular education, are able to beat us in the markets of the world, and even to crowd our home markets in this country withi their manufactures. The prevalence, wd had almost said, the universality, of the legend "Made in Germany," ia a sufficient proof that Mr Gray was right as regards this last statemeni, of fact, whether he was or was not in tho conclusion hie drew from it. Hispoint was that it was in every respect false and foolish economy to starve our ¡ schools, in buildings, equipment, or staff. Money expanded on these would, he main- tained, be a thousand-fold repaid later on. The I spirit which has made that not only possible, but He ?itable, is responsible also for some at least of tbe grievances of which th Pen- > rhyu qi arrymen are again complaining. Taking the question of school attendance, and the necessity of appointing an efficient attendance officer, he proved by actual figures, that this would be an actual direct money gain to the locality. He instanced the case of Bethesda, where somewhere from 25 to 30 per cent. of the children are absent every day from school. If, he sadd, the average attendance in the Bethesda district could be raised only 10 per cent., it would bring in from the Government grant every year a f urthier sum of £ 270—and this would t pay the salary of an attendance officer three timets over. It should be remembered in this connec- tion that it is not only the children who ab. sent themselves from school who suffer from this evil. If it were so we might the more easily afford to put up with it. But the other children who attend regularly are also retarded in their progress by having to wait for these slower ones to catch them up. Ic is just like General French's cavalry in South Africa. After he has made a successful dash with hismen,- he is compelled to wait for days on end for the slower moving infantry to come up. Pre- cisely so is it in the Elementary Schools of Wales, where the bright scholars, by re- gular attendance, push rapidly forward, the whole class is suddenly pulled up because these 'irregular children cannot keep up I with the pace,—and the whole class must reach the examination together! I These considerations should stiffen the I back of the public in insisting upon apply- ing, if necessary, very drastic measures to ensure regular attendance. The Central Board held its half-yearly meeting at Carnarvon, and showed its zeal if not its common sense by sitting until late at night. Although a number of import- ant questions were practically shunted part- ly from want of time, partly from want of the will to deal with them, much necessary work was done. The most important ques- tion that came before tne Board, however, the training of pupil teachers, was prac- ( tically shirked. Nevertheless what the Cen- ( tral Board may find itself unfitted to deal ] with,other educational bodies must face.The problem presented by the question of the training of pupil teachers is too big and in- volved a one to be dealt with in a single paragraph, and must be left until an ar- ticle or a series of articles may be devoted to its consideration. But meanwhile we may say generally that the country expects more from the Intermediate Schools than they have yet given us. The outlay upon these institutions has been, is, and will con- tinue to be, enormous; and so far we are afraid the publ'ic are coming to feel that the country has had no adequate return for its outlay. It will be better for the authorities of these schools to frankly meet this feeling than, by ignoring it, serve to in- tensify it. Yesterday (Wednesday) at Rhyl was held what is in some respects the most important of the whole series of meetings. Inis was summoned by the authorities of the North Wales University for the purpose of taking steps to secure the establishment of a School of Mines in connection with the Col- lege. As to the desirability of such a de- partment there can be no question. Why is it and the question has been asked be- fore in our columns-why is at that at the Penrhyn Quarries, at theDinorwic Quarries, and all over the country, the higher engin- neering positions are' held by strangers? There can be but one answer because Welsh youths have not been afforded the facilities for aoquiring the expert know- ledge when they frequently possess a great- er degree of practical experience. Mr Wil- liam Griffith, of South African fame, is never weary of impressing upon his fellow countrymen that any amount of remunera- tive positions in the Colonies, Africa and Australasia, are open to Welshmen who can show qualifications as mining experts,—and that no country in the world presents bet- ter national facilities than Wales for enabl- ing her sons to acquire such knowledge. But from lack of educational facilities the natur- al advantages of the country are lost, and her children have perforce to be content to see the stranger superseding them in posi- tions they themselves ought to have held. It is this defect in our system which the authorities of the North Wales University College now propose to make good. It will, of course, involve a heavy outlay. But it will be money well spent. If the coun- try is alive to its own interests, owners of mining property, public bodies, and others, will readily come forward to assist in "what is probably one of the most practically valu- able projects whic the College has yet launched.

NOTES OF THE WEEK, A short while ago the Pwllheli Town Council resolved to confer the freedom of the borough upon Sir George White, the hero of Ladysmith, as a mark of their ap- preciation of his valour. Sir George, however, has replied, stating that he must deny himself the pleasure of going to Pwllheli, because he was resting at home for a short time preparatory to going again, on foreign service. If the Pwilbeli Town Council are anxious to confer the freedom of the borough upon someone we would suggest that they offer the honour to one of the many distinguished Welsh- men who have served their country faith- fully and well. The "Cambrian News" says that Mr Lloyd George, M.P., who spoke at Car- narvon last week, has unquestionably rendered Wales a great service by insis- ting on the right to speak his mind, and that Professor Hughes will have ample cause to remember the Carnarvon meet- ing. Mr George's speech at the Guild Hall was generally admitted to be a masterly one, but a Conservative contemporary has thought fit to describe it as "pothouse oratory!" The writer's invectives, which -3 coo ridiculous to be taken seriously, show plainly that Mr George's argumenjts have struck home. f ♦ At Conway, on Saturday, Mr E. Gray, M.P.,—who appeared in the role of an im- perialist at Bangor the other week—ad- dressed a meeting of teachers, upon the subject of the irregular attendance at the elementary schools of North Wales. A resolution deploring the irregularity of attendance, and calling upon the local authorities to take immediate steps to remedy the evil, having been carried una- nimously. Mr Gray said it was a marvel to him that Wales should have attempted to build up her excellent county schools upon a rotten foundation, because every observer of educational work would agree that to hope for good technical institutes and good technical schools there must be a foundation well laid in the primary schools of the country. The Central Welsh Doard met for the first time at Carnarvon on Friday, the meetings being held in the ne<v Intermed- iate School, which was informally opened on Tuesday. A variety of subjects were discussed, not the least interesting being the teaching of Welsh history in the schools. It was argued that Welsh child- ren were ignorant of the history of their own country. The absence of proper text-books was stated to be the reason for this, but one or two of the speakers thought that Professor Lloyd's historical readers would supply the want in a great measure. There was a short discussion upon a motion by Mrs Humphreys Owen that examination in vocal music for pupils between the ages of twelve and sixteen be not choral, but confined to solos, duets, or three-voice pieces. She urged that indivi- aual tuition was necessary, and quoted the opinion of some prominent choir-masters to the effect that the choir boys rarely had voices when they became adults. The proposition was, however withdrawn, one speaker holding that if passed the pro- posal would tend to destroy singing in the schools. The opinions of choir-masters do not apply to elementary and intermediate schools, where only music of the simplest kind is sung. The London correspondent of the "Wes- tern Mail" says that the question which many members of Parliament asked Mr Lloyd George on his return to the House of Commons was—how did he escape from the or cafe? But to their query Mr Lloyd George would give no definite reply. All that he would say was that, whilst the crowd surrounded the cafe until two or three in the morning, he him- self was tucked up in bed hours before. Evidently there was some backstairs creeping, but where and how must remain a mystery. "I understand" (continues the correspondent) "that the 'bard of the house,' as he likes to be called, is putting certain incidents of the demonstration into verse. Their publication should pro- vide interesting reading." Mr Lloyd George took part in a dis- cussion on local taxation In the House of Commons on Tuesday night. He de- nounced the idle system known as "grants in aid," and condemned even more strong- ly the method of this Government of picking and choosing certain favoured sections of the community for this form of assistance. The speech, according to the writer of the London Letter the "Liver- pool Daily Post," was "full of information and argument, bristling with telling party points, and enlivened by flashes of unex- pected repartee."
