T. James (clerk) and E. J. Hughes (assistant clerk). OUT-RELIEF.—The out-relief for the dis- trict amounted to £:37í 16s. Sd. A cheque was ordered to be drawn for £ 290. VACCINATIONS.—The Medical Officer for Aberdare stated that the district was exempt from small-pox. The vaccinations totalled 38. —The Gelligaer Medical Officer reported 73 vaccinations.The Merthyr officer gave particulars concerning the last case of small-pox which lie had investigated. She was eleven years of age and had been vaccinated in infancy. There was another fresh case, namely Thomas Power. 21 years of age, from Great-street. Dowlais. He had not been vaccinated. YOUTHFUL AMBITION. The report was read of the committee deputed to visit Nazareth House and St. Michael's House, two institutions that consist of children from the Aberdare Training School. The committee reported that the children were clean and happy .and everything satisfactory. —Mrs. Richards referred to the case of one boy inmate who was ambitious to become a coachman, but that was. of course, impossible without going through the preliminary stage of a stable boy. She thought they 171 should endeavour to meet his desire. The report was eventually adopted. THE ABSENTEE GUARDIAN. A letter was read from the Rev. T. Rees, stating that the cause of his absence was that lie had been unwell for a portion of the time, and adding that in future he would make it his object to attend to his duties both as councillor and guardian. Mr. Wills proposed that Mr. Rees' reason be accepted as satisfactory. Mr. D. Hopkins proposed as an amend- ment that the seat be declared vacant in-as- much as the reason given was not quite true. Mr. H. W. Martin begged to second Mr. Wills' proposition as a protest against Mr. Hopkins' charge. It was abominable, and Mr. Hopkins should withdraw. Mr. H. Jones seconded Mr. Hopkins' motion. The latter then withdrew his allegation of untruth against Mr. Rees. When the voice of the meeting was sought the ayes and the "noes" were in equal volume. A vote was demanded with the result that 12 voted for accepting Mr. Rees' explanation and 11 against. VENTILATION.—Mr. H. W. Martin referred to the drafty state of the Board-room. Father O'Reilly, the Chairman, and others expressed their opinions on this subject, and it was decided that the matter be relegated to the House Ventilating Committee. No COMPETITION.—Mr. W. Walters re- ferred to the fact that only one tender had been received for each item in the supply of j groceries, vegetables, meat and coal for tie/ Aberdare Training School. The sequel was that Ppces were much higher than those of the Workhouse -The Clerk ex- plained that slips had been distributed amongst all tradesmen in Merthyr and Aberdare.-The Chairman also explained that tois uniformity could not be avoided inasmuch as it was an open competition. ANOTHER LUNATIC'S HOARD.-It was re- ported that an insane inmate had Ibeen ad- mitted into the Workhouse with the view of sending her to the Asylum. After her ad- mission it was found that she had the sum of S-113 16s. on her person. Her name was Mary Phillips,and she hailed from Merthyr, Her husband, who brought her there, was probably unaware of this treasure. The Clerk was instructed to deposit the money in the bank for the present. STIPENDIARY RATE.—The Clerk said that the committee had considered the letter addressed by the County Council to the Local Government Board, and the state- ment of th e Council's objection to the dis. allowment made by the auditor for 1900-01. The committee also recommended that certain important facts be communicated to the Local Government Board in reply to the letter received from that body.—The Chairman complimented the Clerk on his exhaustive and comprehensive report, and said that lie had made a very strong case.- The report was unanimously adopted.

Aberdare Trades and Labour Council. The monthly meeting of the Aberdare Trades and Labour Council was held on Thursday evening at the Cardiff Castle Coffee Tavern, Mr. John Davies, Aberaman. in the chair, and Mr. Meth Davies, Cwm. bach, in the vice-chair. y on: OF CONDOLENCE.— The Chairman moved a vote of condolence with Sir W. T. Lewis in his sad bereavement owing to the sudden death of Lady Lewis. Mr. Davies paid a tribute to the deceased lady for her charitable disposition and philanthropic efforts on behalf of the poor. The motion was seconded by the Vice-chairman, and carried in silence.—A similar resolution was passed with the families and relatives of the eight men who met their fate on Wednesday by Pontypool. RIGHT OF WAY AT CWMBACH.—-Mr. C. B. Stanton attended and explained the present position of affairs at Cwmbach. Mr. David still declined to give way. He (Mr. Stanton) had seen Col. Phillips. who had shown him the ordnance survey of the district prepared by Government surveyors. This ordnance survey did not show a right of way. Mr. Stanton suggested that the Trades Council should seek legal advice on the matter. The question of the right of way was referred to the Executive Committee. CORRESPONDENCE.— The minutes having been read by Mr. R. W. Gray (Minute Secre- tary). the correspondence was read by the Secretary. Mr. E. Stonelake, amongst which was the following letter from the Local Government Board: Sir, I am directed by the Local GoAernment Board to advert to your letter of the 26th ultimo which has been forwarded to this Department from the Home Office, and in reply to state that from information at present before them the matter does not appear to the Board to be one in which they have any jurisdiction to interfere and they cannot undertake to advise upon the questions submitted in your letter. I am to add however that should the Aberdare Burial Board propose to make any alteration in the Table of Fees payable under section Hi of the Burial Act. 1852. the Board would be prepared to give considera- tion to any amendments in the Table which may be proposed. Messrs. S. Hawkins and Morgan Williams. member of the Burial Board, gave a report of their work at their last meeting, Mr. .s. Hawkins remarked that, the District Council would be well advised to defer the taking over the Burial Board for some time. He felt very doubtful whether the notice of motion had been given for the sake of benefiting the rotepayers or whether it was down in order to cripple the work of the labour members on the Burial Board. A resolution was agreed to that the see- retary write to Councillor W. T. Morgan. asking him to defer his proposal that the work of the Burial Board be taken over bv the District Council, until 12 months hence CO-OPKRATIYK SOCIETIES AND TRADES LSJOXISTS.—Mr. J. Davies, the shop assist- ants delegate, moved *• That this Council is of the opinion that Co-operative Societies should, when engaging assistants, give pre- ference to Trades Unionists." Private traders, said Mr. Davies, was doing this and surely it was time for Co-operative Societies to embrace the same principle. After some discussion the motion was unanimously adopted. W IXTEK CAMPAIGN.—The following among others were chosen local speakers for a Winter Campaign to be conducted by the Council:—Messrs. S. Colin. Dowlais: illtyd Hopkins. W. W. Price. P. D. Rees. Tom Owen, Augusus Davies, E. Stonelake, and C. B. Stanton. FEDERATION OF THE TRADES COUNCILS.— Messrs. John Davies and J. Bruton, who were the appointed delegates to attend the Annual Conference of Trades Councils held at Bath, gave a, report of what was done at that meeting.
