Temperance Topics. [BY MR. W. J, HEPPELL.] THE NEW LTCE»1NG ACT. The introduction of this Act and the out- come of the Farnham Judgment are causing a remarkable amount of attention to be given to the drinking question. Columns of newspapers are filled with details of the working of the Act, with proceedings at watch committees, Ac., and addresses by magistrates on the bench. It almost looks as if the national conscience was at last being awakened to the terrible evils of the drink- ing customs of to-day. The two most marked results of the new Act are the number of husbands and wives applying for separation (there must have been an immense amount of moral and social martyrdom suffered) and the number of habitual drunkards already listed. CRIME AND DRISK. Addressing the grand jury last week. Judge Gwilym Williams said, "Drunkenness and crime are inseparable. This is the ex- perience of all who have had to administer the criminal law—that crime is due mainly to an excessive use of alcohol." We are always open to give the other side of the question, and therefore we quote the Recorder of Carlisle, who has just stated that he differed from judges who regarded drunkenness as the cause of crime. A mere drunken man was a perfectly harmless creature, who might commit an assault or play the fool, but lie never committed serious crimes." Personally we regard the Recorder of Carlisle as a modern Rip Van Winkle, THE NUMBER OF LICENSES AND DRUNKENNESS. We have referred before to the reduction of licenses in Liverpool and its effect. Further figures are now available. In 1889 the charges for drunkenness were 16,042. The policy of reducing licenses then com- menced, and in the following twelve years 839 licenses were taken away. The charges for drunkenness in 1901 were only 4,327. In 1895 the police were reduced by 100, and a further reduction of 100 was made in 1900 thereby causing a great saving to tbi- ratepayers. vi i-) i licences refused renewal in 1900, 32 were solely on the ground of not being required. 0>' BLACKBURN AND ITS LICENSES, Several reductions of licenses have taken place in this Lancashire town. In 1882 there were 604 licenses these were reduced by 1893 to 504, and by 1902 to 488. A fur- ther reduction has now been arranged, and when this scheme is carried out the number of licenses will be 415. In 1882 the popula- tion was 104,000, now it is 130.000. so that while the population has increased 26,000, the licenses have decreased 189. In Breconshirc, in North Wales, and in Lincolnshire, the movement for a reduction, or at least an enquiry into the number of licenses, is being pushed. CLUBS AND DRINK. The Blackburn St. Paul's Liberal Club has given up the sale of drink owing to the operation of the new Act. A Secularist club in the North of England has given up the sale of drink on moral grounds," Truly we have reached a peculiar position in the twentieth century when Christians of all denominations support the drink traffic, and a Secularist club gives up its sale on moral grounds. WHEN IS A MAN DRUNK ? Under the new Act this is an important question. The Magistrate's Clerk at Yar- 0 mouth quoted the following definition:- Not drunk is he who from the floor Can rise again and still drink more; But drunk is he who prostrate lies Without the power to drink or rise,"
Llanwonno School Board.
Llanwonno School Board. Mr. J. Charles presided at the ordinary meeting of the above held on Wednesday last. Other members present were Messrs. J. P. Davies, W. S. Davies, J.P., Thomas Edmunds, Edward Jones, Iorwerth Davies, D. Smith, Dr. Arthur Jones, Rev. Owen Jones, with Mr. W. J. Shipton (assistant slerk). SYMPATHY,—A unanimous vote of sym- pathy was passed with Mr. E. T. Williams :chairman of the Board) and Mr. S. Shipton (clerk) in their present illness. AVERAGE ATTENDANCE.—In the report of the. School Management Committee it was stated that the average attendance at the Schools during December was 80 per cent. compared to 76 per cent. for the correspon. ling month in 1901. REPORT OF SCHOOLS.—H.M. Inspector of Schools, who had visited the schools in the district, reported that all were excellent with the exception of Cwmpennar School. SCHOOLS AND PUBLIC HOUSES.—The Rev. Owen Jones moved a resolution that they as a Board oppose the granting of a license bo the new hotel built at the back of Duffryn School, owing to it being situated in close proximity to one of the largest elementary schools in the district. Mr. J. P. Davies seconded. —Mr. W. S. Davies bhought it was outside the province of a School Board to take action with respect to ipproving or disapproving licenses for new liotels. He would not move an amend- ment. but wished to express his dissent to she motion.—The Chairman supported the resolution, which was carried. Mr. W. S. Davies alone dissenting.—It was further decided that Mr. W. J. Shipton should pre- sent the resolution to the magistrates at the next Brewster Session. NEW EDUCATION ACT. Communication was read from the Board of Education stating that the New Education Act wculd come into operation on March 26th next.
