The chair was occu- pied by Air Sam Davies. The secre- tary. Mr W. R. Griffiths, said that since Dr Horgan had come to Abercwm- t'oi he had not received a penny from the P.O. workmen, as all the money was going to the other colliery doctors. He was pleased tp say that through the Insurance Act there was a chance of having some remuneration to the doc- tor. Messrs Ednyfed Jeffries, John Evans. David J. Thomas. Richard Wil- liams. and the Rev. J. B. Davies took pai+ in the discussion. Air William Will iam~, r-heckweigher, gave a detailed I report of the work done re the medical attendance by the Aberdare District Executive of the Miners' Federation. Jt was decided to send a deputation to meet the Aberdare District Executive. they being Messrs William Williams (checkweigher), John Evans, Jenkin Street. and David J. Thomas.

Potter, Dowlais St., Ga41 ys, was summoned tor using in- decent language in his own house, the door being open at the time. — P.C. Richards deposed to hearing the lan- guage complained of from the street.— Mrs. Potter said that her son had beaten his father (the defendant). Ice-Cream Cart. --Pete Marohi, a yeathfui Italian ice-cream seller, was summoned at the instance of P.C. Jones for obstructing Mill Street. The con- stable said that defendant had an ice- cream cart across the road, and a number of children were standing 'ot.nd:e ordered him to move on and the defendant ret used. When asked his name, defendant said: "B— you, go down to Air. Bracehi and find' out."—An interpreter was present in Court, but the Stipendiary remarked that apparently the defendant needed vo interpreter.—Defendant, through the interpreter, said that three con- stables approached him and threatened to lock him up.—Fined 10s. and costs. Celebrating a Wet-ding.—David Jofin McCarthy and Walter Ellis were pharged with letting off detonators m a lane near Glan Road, Gadlys.—P.C. Bevan said the offence took place at .:).15 a.m.—Defendants said there was a wedding that morning from Glan Rd. —Stipendiary But not at that time of the morning. Pay costs only this time, and don't do it again. Paternity Cases-Agnes Mary Shan- non, 20 Commerce Place, Aberamn, summoned John Julian, 23 Commerce Place,^ Aberaman, to show cause, etc. Mr. W. Thomas appeared for complain- ant, and gave evidence that defendant admitted paternity. Complainant stated that the child was now dead. The usual order of 3s. fid. per week and costs and funeral expenses, was made.—Helen Harriet Jarvis sum- moned Arthur Leonard Davies to show cause, etc. Complainant stated that defendant had proAised to marry her. Mrs. Mary Jane Jarvis, mother of the complainant, gave evidence. The de- fendant did not appear, and an order was made of 3s. 6d. per week and costs. —Sarah Ellen Williams, 22 High Street. t Hirwain, summoned Edward Ellis, 4 Chalice Row, Hirwain, to show cause, etc. Mary Ann Davies had seen de- fendant walking but with complainant, and also saw them misconducting themselves on April 17th last. Defend- ant did not appear, and an order of 3s. Gd. per week was made. Drunk and Disorderly David Jones, in Park View Terrace, Capcoch, was fined 10s. and costs, and was further charged with being an habitual drunk- ard. He had four previous convictions within the past 12 months, and was placed on the black list.—Stipendiary: You'll have to be a professional tee- .lltor for 3 years.—Frank Barnes, in High Street, Aberdare, 10s. and costs.—Henry Blake, in Capcoch, and who was under the influence of drink in the dock, was fined 15s. and costs or 14 days.—Wm. Jenkins, drunk in High Street, Aberdare, 5s. and costs; Geo. Stephens, 10s. and costs. A Hirwain House—Stephen Mans- field, Hirwain, was summoned for ne- glecting his children. Mr. W. Thomas appeared for the N.S.P.C.C., and said that the case had been under observa- tion since July, 1911.-Inspector Starr said that some time ago defendant and his wife occupied rooms above a coach- house in Hirwain. The wife was men- tally deficient, and the children had been sadly neglected. In Nov. last they occupied two rooms on the Brecon- shire sMe of Hirwain. To get to the bedroom they had to climb on top of a table. The condition of the house was very bad, and the children were filthv and scantily clad. On Dec. 10th wit- ness found no improvement, and he asked defendant to get one of the chil- dren's hair cut to get rid of the vermin. Defendant replied that he was not go- ing to be coursed like a hare by a pack of b-- hounds. He also said he would iriiraer his family and kill himself aiterwards—Defendant: I never said any such thing.—Witness added that defendant was a coal haulier, rnd w orked "egularlv--Ill spector Roberts deposed to accompanying the last wit- ness to defendant's house. He corro- borated the evidence of Inspector Starr and added that the house property was in a bad state. There was a loose fiae on the ground floor, and water oozing through it. The place was very damp. -The defendant made a statement on his own behalf, explaining that he was at work from 6 a.m. till 7 p.m. He gave his children plenty to eat. His wife had been unable to do anything In+ >'ea,;s> and could not make a lot of fancyclothes for the children. Dr Ieuan Thomas said he had been called in to see the children. Edwards asked if he should say a word. He knew the family. — Stipendiary: You better not; it would be a bad precedent The defendant is fined 10s. Stray Horses.-Rees Thomas, allow- ing a horse to strav in Windsor Road Trecynon, fined 2s. 6d.; Thomas Har- ris and John Jones, Abernant, similar offences, 2s. 6d. eaph. P.C. Francombe proved the cases. Theophilus Walters, Rhigbs. for two stray horses, 2s. 6d. Market, Fish and Boxing Abe George, fishmonger and greengrocer, was summoned for liawkixg goods about the streets without having paid the n.arket toil.—Mr. W. Kenshole ap- peared for J. W. Hurt, the lessee of the Market.—Albert Smith said he was em- ployed by Mr. Hurt. One day last month lie saw the defendant selling fish and vegetables in Mi'ton Street, Cwm- aman. He had previously warned de- fendant, who had promised to pay the t^ll.—The defendant conducted his own defence, and asked witness how often tlo market was open for retail trading. --Oil Saturdays and every day. De- fendant: Would I be able to sell fish there last Monday when the boxing con- test was on?—Yes, except in the even- ing There is something i-t wlutt the defendant says.—Mr. Ken- shoie The market is open every day, if h I likes to go there. Mountain Ash District Council On Tuesday, Mr. E. Morris in the chair. The other members present were: Messrs. Thos. Jones, D. Rogers, Capt. G. A. Evans, J.P., Bruce Jones, W. Millar, Rev. E. V. Tidman, Noah Bowles, Win. Evans, G. H. Hall, W. Lamburn. W. Davies, J. Powell, with Mr. J. M. Linton (clerk), Mr. F. Stock (accountant), Mr. W. G. Thomas (sur- veyor). Mr. D. T. Evans (collector), and Mr. H. T. J ones (sanitary inspector). Are Double Fees Legal?—At the last meeting Rev. E. V. Tidman raised a rather important question as to whether it was legal for them as a Burial Board to collect fees in connec- tion with funerals for services not ren- dered. At present people had to pay double fees if they required a Noncon- formist minister to officiate, one fee go- ing to the incumbent of the Parisii. He (Mr. Tidman) questioned the legali- ty of.that, in face of a decision given in the Law Courts some time ago.—The I Clerk now reported that he had very great doubts as to whether they were right in collecting double fees, and sug- gested that counsel's opinion be taken. —Rev. E. V. Tidman contended that the Council had been collecting fees ille- gally for several years. It was illegal for any Burial Authority to collect fees except for services rendered. Recent- ly he had come into touch with certain facts, which showed they were clearly in the wrong. He was not in favour of taking counsel's opinion again; that would be a waste of time and money. The clause in the Act was plain enough, "No fees other than for ser- vices rendered." The Osborne Morgan Act applied to Churchyards and not to Public Cemeteries.—Clerk No, to all burial grounds.—Mr. D. Rogers: All consecrated burial grounds.—Rev. E. V. Tidman Consecration carries with it no privileges whatever; it is simoiy a ceremony.—Mr. J. Powell moved that the clerk's advice be accepted, and counsel's opinion taken.—Rev. E. V. Tidman said he would agree to this, but he believed it would be a waste of he believed it would be a waste of money. But should he (Mr. Tidman) prove to be correct in what he was i ing, what about the fees that had been I collected illegally for the last 7, 8 or 10 years?—Mr. T. Jones We can consider that later.—Mr. W. Lamburn agreed with Mr. Powell's motion to obtain I I counsel's opinion.—The motion was car- ried. I ¡ The Waterworks.—The Council hav- ing complained of the slow progress of Ithe new waterworks, Messrs. Under- I wood and Bro., contractors, replied I that this was due to the extraordinary weather. They were saving no effort in hastening on the work. t Cas for Cooking Purposes -The Sur- j ve.vor reported as follows:—The gas | sold for cooking purposes is consumed j principally when the demand is low, viz., in the day time or during the sum- mer months, and this is the consump- tion which you ought to encourgae as much as possible. As it is impracti- cable to fix a separate meter for the gas cookers on each consumer's premises, I would suggest that the practice which was formerly adopted by you be again considered and that a reduction of 3d. or 4d. per 1,000 c. ft. in the price of gas during the summer months be made to all consumers who use gas for c"oofc> iing purposes. At present the gas is sold at a flat rate of 3s. 6d. per 1,000 c. ft. For the purpose of comparison, 1 have assumed that your former prac- tice was in force for the year ended March 81st, 1912, and have worked out the figures on the basis of 3d. and 4d. per 1,000 reduction, with the result that the gross profit which was £ 3,025 7s Sd. would have been reduced by £ 36 5s. with the first figure, and £ 48 6s. 9d. with the latter figure."—Mr D. Rogers said that the reduction should be greater in order to encourage people to use gas cookers.-Mr. W. Millar was afraid that a reduction during the summer months only would lead to complications.—Mr. J. Powell said that the intention was to win additional con- siimers.-ALIr. B. Jones said he was in favour of making the reduction during the year round.—Mr. T. Jones moved that a reduction of 6d. per 1,000 be made for gas used for cooking from April 1st to Sept. 30th.—Mr. Rogers seconded, and the motion was carried. —With regard to the use of gas for power, Mr. Bruce Jones moved that a reduction of 3d. per 1,000 cubic ft. be made for any amount up to 250,000, and 6d. reduction over 250,000.—This was unanimously carried. Mr. W. Millar said that the Mountain Ash Palace were contemplating having gas installations as a stand-by, in the event of a break-down in the electric plant, which would render the place in dark- ness and endanger the public safety. (-d He had been informed by the manage- ment that the Council had made a. de- mand for £ 25 per annum for connect- ing the Palace with the gas main. As this was, in his opinion, an exorbitant sum, he proposed that the charge be simply for the gas consumed.—The Sur- ve-lor was authorised to connect the Palace with the gas main, provided they required gas for lighting purposes only. Application for an increase. Mr. Powell, head clerk in the accountant's department, applied for an increase of salary.—Mr. Stock, the accountant,

ABERCYNON POLICE COURT. On Thursday, Feb. 13—Before Col. M. Morgan, Capt. G. A. Evans, and Mr. T. W Jones. DRUNKS. — Charles Bluett and I Arthur Martin, in Margaret Street, I Abercynon, 10s. and costs each; W in. Davies, in Main Road, Tynetown, two charges, 10s. and costs in each instance. Elizabeth AYhite, in Walsh Street, Ynvsboeth, 10s. and costs. THEFT OF HOOTS. Phyllis May Jenkins and hMorencp Jenkins, two young women, were brought up for stealing two pairs of boots and a blouse. —Edward Halewood. Canon Street, Aberdare, from whom one of the pairs, was stolen, said that on February 10th the prisoners came to his shop and asked to see gents hoots. He had oc- casion to go to another part of the shop, and when he returned they were leaving. Shortly afterwards he missed a pair of boots. The following day he informed the poLice.-P .C. Heneburv deposed to arresting the prisoners in Cardiff Street, Aberdare, on the 12th mst. They denied the theft. They were asked by the Magistrates if they had a home.-—They replied they had not, but that they had stayed for some time with their brother at 5(5 Penrhiw- ceiber Road, Penrhiwceiber. This brother was present in Court, and he promised to take care of them until they would be brought up at Aberdare Police Court on Wednesday. The mother subsequently appeared, and asked the Magistrates to send the elder girl to a Home, hut her request was not acceded to. REFrS8 TO PAY.—Robert Jones, Penrhiwceiber, was sunimoded by Alice Hawkins for owing her £ 5 os. arrears on a paternity order. An order was made against defendant at Aberdare I'(i ice Court last July, and he had not- paid anything.—Col. Morgan (to de- fendant) What offer do you make?—I make no otfer. T have a wife and two children. — Col. Morgan: You have another child here. — Defendant: I knew nothing about the order made against nip.Tlie case was adjourned for a week. Defendant's wife joined him in the dock, and said he should not pav anything. ATTEMPTED STrCTDE. George ^'roud, Tvntetown, who last week was remanded on a charge of attempting to cut his throat, was again brought up. His aunt, a respectably dressed lady, who said she came from London, pro- mised to take crfre of him, and he was allowed to go. VARIOUS. Jenkin Rawley, defiling a wall in Cardiff Road, Abercynon, 5s and costs.—David Jarinan, Tvntetown, was ordered to pay 10s and costs for not having lights attached to his vehicle in Abereynon.-P.C..Jury proved the case. —For a similar offence Hananiah Thomas, Abercynon, was fined 5s and costs.—P.C. Williams gave evidence. ARREARS. — J. Elizabeth Jacobs summoned Henry Greaves, Abertridwr, for owing her £4 on a bastardy order.— Complainant said he had paid her 16s 6d since the case was adjourned.—Clerk: Do you want to send him to prison ?— Complainant: Yes. it will do him good. (Laughter).—The Bench ordered that de- fendant be sent to prison for a month unless he paid the money in a fort- night. GREENGROCER'S RATES. Harry Coomes, greengrocer, Oxford Street, Mountain Ash, was summoned with re- spect of poor rate amounting to J513 9s 9.—Defendant's son appeared, and asked for a month in which to pay.—The rate- collector opposed this, and the case was adjourned for a week.

Order- ed to pay 12s. a month. Rescission of Order William Mioses Davies, 107 High Street, Mountain Ash, was granted an administration order on October 29th, 1907, but he failed to disclose a debt of £ 5 5s. 3d. due to W. H. Jones, 2 Mill Street, Tre- cynon. Mr. Gwilym Jones, Mountain Ash, appeared for the applicant.—Or- der rescinded. Apportionment. Elizabeth Ann James. 2 Walsh Street, Penrhiwceiber, applied for an apportionment 01£300, a compensation award paid into court, i, respect of the death of her husband. There were five children.—An order was made to refund tO to the Federation, who had paid funeral expenses, the widow to receive 2s. (kl. in respect of herself and also 2s. 6d. each for four children, to cease when they reached 14. Handwriting in Court.—Joseph Solo- mon sued G. A pw, 73 Phillip St., Mountain, for the price of a skirt and coat, value 18s. 6d. Defendant denied owing the money, as the goods were supplied to his wife before he married her. The letter produced by the plain- t.ff was not in defendant's handwriting. —The Judge dictated the letter for the defendant to write, and on perusing' the handwriting gave a verdict for the plaintiff and costs. Colliery Firemen's Class at…
Colliery Firemen's Class at Aberdare. There was a large gathering of the students of the above class at the County School, Aberdare, on Tuesday last to receive their certificates after the recent examinations. Councillor T. Walter Williams was in the chair. There were present: Mr Henry Davies, Director of Mining Education; the Rev. R. Jenkin Jones, M.A.; Mrs W. Lloyd, who very gracefully distributed the certificates, and Mr W. R. Williams, B.Sc.—The chairman wished that men in other industries would take such a keeu interest in their respective callings as miners did in theirs.—The Rev. R. J. Jones congratulated the students upon the success they had attaiiie(t.-ALIrsit Lloyd made a very neat speech, remark- ing that knowledge was no burden, and was always useful.—Mr Henry Davies said that the County Council had per- I mitted new classes to be formed for the purpose of coaching advanced students for 1st and 2nd class managers' certifi- cates. See our windows.—J. M. Evans, Gadlys. INTERMENT. The interment of .the late Mrs Ann Thomas, grocer, o-f 72a, Wind Street, took place on Mon- day, 10th February, at the Aberdare Cemetery. The Rev. D. Bassett, Gadlys Baptist Chapel, and the Rev. Thomas Jones, B.A., curate-in-charge of St. Mary's Church, officiated at the house and the former at the graveside. The cortege included: Messrs R. L. Mathias, -Tol-in Davies (Messrs. Rees Evans and Son), H. Williams (Canon Street), George Parr, Harding Burgess, Job*' Davies (deputy-parish clerk), David Davies (Oxford Street), W. J. Harries, T. F. Hayter, Otho Cook, R. Fitton, D. T. Jones, W. E. Davies, William Jenkins, David Thomas, P. T. Griffiths, etc. Four members of Gadlv* Church (of which the deceased was one of the oldest members) acted as bearers. The mourners were: Messrs Samuel Thomas, J. R. Thomas, and G. J. Thomas, sons; Mr and Mrs G. T. On Tuesday morning at the Public Hall an inquest was held by Mr R. J. Rhys. coroner, touching the death of the' three-months-old child of Sydney Thomas, 10, Wordsworth Street, who was found dead in bed on Saturday morning. The mother stated that at 7 a.m. she fed the child who appeared to be alright. An hour later she went to fptch the child down, and found it dead. It was a delicate child.—Dr R. F. Thomas, who examined the body. said ) that tho child died from convulsioiis.t The jury returned a verdict of "Death from natural causes." AMATEUR PHOTOGRAPHIC SO- CIETY. Taking "My first year as an amateur photographer," Mrs E. Davies, Spencer. Street, read a most interesting and amusing paper before a large num- ber of members. The numerous and usual failures were all related, and most entertaining was the account of how the competitions were managed. A hearty vote of thanks followed. Another new member was enrolled, and like the last three lie hailed from Aberaman. The next lecture will be on "Laytern Slide- making." and will be demonstrated by Mr A. Riddiford." PUBLIC HALL MEETING. On Wednesday, February 5th. the adjourned meeting of the Public Hall and Institute was held to elect a correspondence and minute secretary to take the place of Mr Tom Harris, who has resigned. The ,chairman was Mr C. A. Parr, vice- chairman of the Institute. Mr Evan E. Jones was elected secretary for the even- ing. Inhere were nine applicants for the position, viz.:—Messrs D. T. Bowen, Fforchaman Road; David Lloyd. Milton Street; T. J. Griffiths, Kingston; John Davies. Prospect Place; David Rees Thomas, Milton Street; John Lewis, Llanwonno Road; Gwilym Thomas, Byron Street; David Owen, Byron Street, and David Evans, Kingsbury I Place. It was decided that the nine applicants be reduced to three, the re- sult of t > first ballot being David I Owen, In.'r. J. Griffiths, 92; and John I Davies, 34. After the second ballot Air David Owen was duly elected, having a clear majority of 22 votes over the other two candidates. It was decided that Mr Tom Harris be elected a honorary mem- ber of the committee during -his lifetime, as a slight recognition of the valuable services rendered by him to the Insti- tute during his term of office as secre- tary for 26 years.
