LETTERS TO THE EDITOR. A SUGGESTION. Sir,—As it is now well known that the chairmen of the urban and. rural district councils will be justices of the peace by virtue of their office, and inasmuch as their appointments will not be made until afcer the quarter sessions week, it is suggested that the quarter sessions should be adjourned to such a time as will enable the various chairmen to attend after their appointment to take the necessary oaths, and that the various clerks of the peace should inform the clerks of the rural and urban district councils of the date of such adjourned sessions. If this be not done, the chairmen cannot qualify until the Easter quarter sessions, and the country will therefore lose their services for three months.—Yours truly, PRO BONO.

HOLYHEAD DISTRICT COUNCIL ELECTION. Sir,—It has occurred to me that many of your readers would be interested in a few particulars regarding the election on Mon- day. The North-Eastern Ward is the one in which I am more particularly concerned, having been a successful candidate therein, and I venture to forward you some details a& shewing the remarkable public-spirit dis- played by the electors in exercising their privileges under the new Act. It is pos- sible that other wards may have done equally well, and some of the candidates who have contested them may be induced- to publish similar statistics. I am convinced that too much publicity cannot be given to the working-out of the Act. In the North-Eastern Ward there are 393 names on the register, and the following figures will show how they are accounted for :-Total number on register, 393. De- duct 68, being, deceased, 2; living in other parts of the country, 9; duplicate entries, 13; at sea, 35; acting as presiding officers, 3; sick, 4; and errors in list, 2; making the number who could vote, 325. Of this number no less than 310- came to the poll, thus leaving only 15 absentees, and for most of these I believe valid reasons could be given for their abstention, so that pradaoally the whole electorate polled. This speaks volumes for the manner in which they responded to their publio duty, and if other places can show a similar re- sult it will be most gratifying to those who for years have urged the placing of more extended powers in the hands of the people. There is another point which I Lhmk it only bare justice to mention, and that is with regard to the rcli-mce to be placed on promises of support. During my thorough canvass of the "ward I was warned again and again to treat promises as of no weight, but it will interest many to know how they were redeemed in my case. After a very careful calculation, I estimated my supporters at a certain figure, and the actual result showed that I polled six more than that. To my mind this is a Oifficien" answer to those who unfairly judged their fellow electors. It is a good healthy sign that the ward has chosen its representatives by what is virtually a unanimous voice, and is also a convincing proof that the inhabitants are thoroughly roused to the necessity of having the town made as bright, beautiful, and healthy as they have a right to expect it to be. and as it is possible for the new council to make it. I think it only right that publio attention should be called to the unsatisfactory state of the registers of voters. All the candidates will bear testimony to this fact. A large number of people entitled to exercise the franchise have been omitted, whilst others in numerous cases have been put on who had no claim to be there, and in other ways the list comes far short of what is expected. If permitted, I may, at some ifuture period, venture to give you my views on what may fairly- be expected from the .w- rvimirrM without unduly burdening the ratepayers.—I aiii, &c., J. HALL. PAIILSH COUNCILS. Sir,—I have read in your paper the letter from Captain Cay, aoid the one from your correspondent "Cybi." Captain Cay says: I strongly disapprove of canvassing, espe- cially in the looail elections." In my abhor- rence to the practice of canvassing, be it either for Imperial or local elections, I take second place to no man. But permit me, sir, to ask your esteemed correspondent, Captain Oay, that, in order to give prac- tic.atl effect to his emphatic declaration of dislike to canvassing, would he give a willing support to a Parliamentary measure whioh would so amend the Corrupt Practices Act aa to make canvassing an offence against the TatW, the penality of which should be impri- sonment ? I most certainly would do so. Captain Cay then proceeds to advocate—in- fere,ii.tial,lv--tlie establishment of a free library and reading rooms, the erection of pubic baths, the purchase of a fire engine, and last, but by no means the least, im- proved sanitation. I am sure Captain Cay will agree with me in saying, all these changes cannot be carried out at one and the some time, as the necessary amount of B. s. d. would not be forthcoming. Then, I would venture to suggest to Capt Cay that the most pressing should be first taken in hand. namely, domestic and general sanitation. The first to do, as it appears to me, is to make the homes clean, comfortaJble, and healthy. This once done, such an impetus will have been imparted to the ball of pro- gress, that it will never again stop until all the before-mietnULowed abominaitaons have been cleared, "and the pHace thereof shall know them no moie." To the aspirations of your correspondent "Cybi" do I givt; my heartiest and warm- est sympathy anent the so-called ownership of lairud. According to your report of the last meet- ing of the Holyhead Local Board, the question of postal accommodation and facilities was before them. One anomaly is enteresting as regards the delivery of letters in Holyhead. We will suppose, W way of illustration, that I receive two important letters to-morrow morning, one coming from Dublin and the other from Holyhead, a prompt reply to each is absolutely necessary. My reply letters are written in time for out-going mail at 10.20 a.m. The Dublin one is delivered the same evening, and the Holyhead one the-what did you say, the same day 1-no, not till the following morning! Comment is needless, but action—by the new local body-is neces- sary.—Yours, &c.,

The following extracts from the House of Commons returns in 1838 will be interesting as showing the circulation of Welsh news- papers at that time. THE RECTOR OF FLINT ON 1 MODERN CALVINISM. On Sunday, the Rector of Flint (the Rev I W- Ll. Nicholas), preaching in aid of the Flint National Schools, said he had to refer to a matter which had been taken up bv many English newspapers. Mr J. Herbert Lewis, M.P. for the Flint Boroughs, had promised to do his utmost to induce the Government to withdraw the grant from the National Schools of the Principality, and had pledged himself to try to convert Mr Aclond to Ms proj ect. That design was opposed to the English sentiment in favour of fairplay, for it practically meant the compulsory form- ation of school boards, with their attendant rates, and the total extinction of all religious teaching of the young in the Schools. He did not blame Mr Herbert Lewis. It was merely what could be expected from one brought under the blighting influence of modern Calvinism, which, when, engaged attacking the Church, always scratched out from the dictionary the three words, "Truth, honesty, and fairplay." The two main ob- jects of modern Calvinism were the destruc- tion of the Church and the expulsion of the Holy Scriptures from the schools of the young. With regard to the latter, they had been successful in many districts, especially in Carnarvonshire and the crowded colliery districts of South Wales. He would give them an instance—no fanciful picture—of what occurred when a large Church School was handed over to a school board. The schoolmaster, a man greatly respected in the neighbourhood, was retained. In the school the master had Biblical instruction and the Lord's Prayer in the morning, the singing of the Doxology at the close t>f the morning sohool, and the evening hymn at the close of the evening school. The first order from the board was, "Give up all Biblical instruc- tion the second, "Give up the Doxology and the evening hymn," and the third, "Give up the Lord's Prayer." After that the conscientious master told the children that every morning there would be perfect silenoe for two minutes, so that any child who wished could say the Lord's Prayer. The board then gave its final order, "Give up private prayer." Could they wonder at the frightful pidtures of the moral charac- ters of those districts where such a state of tilings existed? He was thankful to say that the notble missionary efforts of the Wes- lemns in the Rhondda Valley, under the Rev John Evans (Eglwyslxich), in reclaim- ing men who had sunk into practical heath- enism under the influence of modern Calvin- ism, were meeting with much success. The Baptist were also coming to the front to ex- pose the frightful results of modem Calvin- ism. As a crushing exposure of the failure of modern Calvinism, which had the reina of powr. in 1870, to ameliorate the con- dition of society, a meeting had been con- vened at the English Baptist chapel, Porth, by Baptist ministers, when resolutions were passed oailling upon school boards, colliery managers, police committees, and others to do what Jay in their power to check the evil habit of profane swearing which was un- doubtedly growing in Christian Wales, while it was decided, to ask permission of the Taff Vale Railway Company to place posters in their railway carriages and local tramcars asking the public to aid in the movement. But the fixing of posters in a railway car- riage or traimcwr was not the remedv. During the French revolution the people took a woman of hiul oh-anaubor, placed her upon the altar in their ca/bhedrad, and worshipped her under the name of Reason and although they disclaimed God himself, they still paid a tribute to Him in the wor- ship of one of his gifts. But that was. scarcely a parallel. The only parallel insult in the history of the world was the slaying of a pig on the altar in the Holy of Holies by the great Antiochus Epiplianes after he had conquered Jerusalem. What were they as Church people to do? They saw modem Caivinisrts united and bitter, and bent upon the destruction of the Church by the expul- sion of the Bible from the day schools. To those who called themselves Churchmen, but who spent their time in assisting the enemies of the ChitioAi, he would say, "Give up the name of Churchmen, or give up help- ing the enemies of the Church in aiding to destroy it and to squeeze the life out of all the religioiM education of the country." WHAT MR HERBERT LEWIS HAS TO SAY. A constituent having written to Mr Herbert Lewis, M.P., with reference to the attacks I made upon liini and the Welsh Calvinistic Methodists in the course of a recent sermon preached by the Rector of Flint, has re- I ceived the following reply — Dear sir,—In re/ply to the question asked in your letter, it is entirely untrue that 1 have promised to do my utmost to get the Government to withdraw the grant from the Church schools of the Prinoipa-lity,' or that I have pledged myself to try and convert Mr Acland to this pri$ject.' The Rector of Flint says this is a statement of fact which has been taken up by many English news- papers. The newspapers to which lie refers are under a complete misapprehension. I have given no such promise or pledge. I am not opposed to voluntary- schools. On the contrary, I have for several years past sub- scrifbed to Ohurcdi and Nonconformist volun- tarv schools. In one case I have made re- ligious instruction a condition of the sub- scription. All I ask is that in parishes where there is only one school to which Noncon- formists are compelled to send their children, the parish, either through the parish council or in same other form, shall have some re- presentation oil the board of management. Nor am I opposed to religious instruction in elementally schools. I have always advocated it, and shall continue to do so. I am first credited with views which I do not (hold on religious instruction in schools, and my views are then accounted for by being attributed to the religious uody to which I belong. But the statement that the Calvinistic Metho- ds are opposed ito religious education in elementary schools is absolutely untrue. The Flintshire Monthly Meotingthe representa- tive body of the Calvindstac Metlh-odis;tg for I this county—in 1886 passed a resolultion urging all Calvinistic Methodist members of school 'boards to promote religious teaching in the board schools. The North Wales Ciailviaiisfcic Met hex Hist Association and the General Assembly, representing the Calvinds- Itic ior Presbyterian body throughout Wales, j have ailso unanimously passed simiLar resolu- i tioiiis. And yet we are told that one of the j main objects of the Calvinistic Methodists is the expulsion of Holy Scripture from the schools of the young. No statement could be more directly the reverse of the fact. The Nonconformists of Wales have, in proportion to their numbers, done more for the disseini- nation of Holy Scripture than any other body of Christian people in the world. They were among the first founders, and have since been amongst the most generous supporters, of the Bible Society, and to accuse them, or any single denomination among them, of want of loyalty to the Bible is the worst perversion of fact I have ever heard. It is as blameworthy as the repeated attempts made at Flint, for purposes that are only too obvious, to sow dissension between the Wes- leyans and the Oallvinistic Metliodists. AOOuit six woeks ago, speaking at Holywell upon the unity of spirit that underlies the surface of differences ibetween Nonconformist denomina- tions in Wales, I mentioned that at Caerwvs, where I live, the Wesleyans and: Calvinistic Methodists recently worshipped together for nearly two years while their respective chapels were being rebuilt, the services being taken alternately by ministers of both denomina- tions. I also took occasion to speak of the I ROA by the Rev JqJux Erwp, I Eglwysbach, and of the joy which all Welsh Nonconformists felt at has return to the WJsih ministry-. I added that the attempts which had been made to sow disseiiscon be- tween Welsh Nonconformists had deservedly failed. I leave you to judge whether such manifestations of brotherly feeling between two bodies of Christian people have or have not had their share in originating the bitter attack to which you r,efer-I am, dear sir, yours faithfully, J. FATHER IGNATIUS ON THE WELSH CHURCH. THE HIGHER CRITICISM DE- NOUNCED. In an address delivered by the Rev Father Ignatius at Newport, he gave a brief sketch of the history of the Church, -and protested warmly against the statements which he said had been made by the enemies of the Welsh Church, that that Church was the Church of England in Wales. Last year the Bishop of Worcester wrote to him, and in the letter said that there was no such thing as a Welsh Church. He replied, "Then let the Church of England go out of Wales and return to the place from whence it came" fapplause). The Church of Wales was founded prior to that of England, and when St. Augustine arrived in England he found that there was a British Episcopal Church in existence. He quoted the Welsh bards and the testi- mony of the Greek Church to show that the Welsh Church was of apostolic origin. His- tory also showed that the Welsh Church sent representatives to the great church councils which were held on the Continent prior to the time of St. Augustine. From the time of Henry II., however, there had been deli- berate attempts to denationalise the Welsh Church, and her sees had been filled with English bishops, and her incumbencies iield by English clergymen. The first great na- tional wrong done to Wales was that of St. Dunstan, who abolished the Welsh arch- bishopric, which was oider than that of Can- terbury, and made Wales a province of Can- terbury. The endowments of the Welsh Church had been given by Cambrians for Church purposes, and he thought that once Welshmen realised the true position of things they would ask, not for the Disendowment of their Church, but that it should be re- stored to its ancient position—that the Old Church should be given back her rights, that they should be given Welsh bishops and Welsh clergymen, and that her ancient archbishopric should be restored. If any church was to be disendowed, then, let them commence with the Church of Canterbury, for that was the new portion of the Church. The Church of Engfland, if Canon Fremantle and others were allowed to continue their teachings, would soon disestablish herself, for such teaching tended to remove the foun- dations of the Christian faith. The teaching of some of the Canons of the Church of Eng- canon of that Church was almost as bad as to lose one's character (laughter). He was sorry to find that such teachings were mak- ing headway in Nonconformist churches, and he was afraid that those churches would also have to be disendowed, for their en- dowments had been left for the preaching of the Christian religion. He protested against any minister, whether of the Church of Eng- land or the Nonconformist churches, receiv- ing the emoluments of such churches whilst he preached doctrines which denied the truth of the, vital principles of the Christian reli- gion. The Disendowment, he declared, which they had most to fear was the removal of the spiritual foundations of their faith (applause).

OUR BOYS AND GIRLS. When a son, grown to manhood, leaves the parental roof to take up life's fight for himself, both mother and father keenly feel the loss. Perhaps the father carries himself in a matter-of-course way, slaps the young fellow on the shoulder and wishes him luck, but the mother shedlcJ many a tear all to her- self. She bore him, nursed him, pulled him through bia ;1J.jQ1 f i I"v.,ed him about on her tireless left arm. lie is her 11 bauy still, and as he goes he takes a big piece of her heart with him. But she mourns the girls even more when they abandon her. That is why a wedding in the old home, a daughter being the bride, is proverbially as sad as a funeral. Yet, in one way or another, the young people go, God help us I and leave father and mother alone with their grey hairs and their memories. A father who came near losing a beloved daughter with disease speaks of it thus: Our Anna," he says, had an attack of influenza in October, 1889. Her food did not nourish her, and in spite of all we could do she wasted away till she was thin and wan aud weak. Her hands and feet were cold and clammy—she was always cold, not- withstanding extra flannels and clothing. A little later she became so emaciated that it did not seem as though she had iany life left in her. She lost all her bright spirits and was listless and helpless. At this time she was about sixteen years of age. 41 Then her breathing got bard and difficult, and it was painful to hear her. Next her legs became swollen and puffed, and she could only walk a few yards. I Absoesses began to form en her legs, arms, neck, and ankles. They finally came to be about as large as eggs—about three inches in diameter. Nearly a pint of matter came away from some of them. At length the poor child had twenty..four of these on her body. "For weeks and weeks she lay on the couch, sinking gradually, until she looked like death. Wife and I felt like having to give her up. During eighteen months it took my wife over an hour, night and morning, to dress these terrible and painful abscesses. At first we had a doctor from Faringdon, but she got no better from his treatment. He recommended us to get her into a hospital, but we did not like to let her go. We next tried a doctor at Stanford. He attended her twelve months, but she got worse and worse. What more to do we did not know. It seemed as though she was surely doomed to die. Yet help came when we had stopped looking for it. In December, 1891, we heard of Mother Seigel's Curative Syrup, and the great things it had done after thp medical men had failed. We got the medicine from Messrs Ballard and Co., chemists, Faringdon, and she commenced taking it. In a few weeks we noticed a great improvement in her general health. Her food digested and strengthened her, and in two months we could see the abscesses dying away, and soon they were all gone. "Shs is now as strong as evet, she was, and is the picture of health. Who would not be in his place ? But there I Was no miracle. What the Syrup did was on Nature's straight lines. His daughter's case was one of blood poisoning from the deadly acids engendered by the non-diges- tion of her food. Probably it had been coming on, unsuspected, longer than her parents thought. The danger of her life was great; indeed, death was certain in a little more- time. Most fortunately they heard of Seigel's Syrup before it was quite too late. This magnificent remedy expelled the poison from the blood, and by righting the digestion prevented the formation of more. Long may the family circle continue un- broken.
