THE SOAP COMBINE Railway companies comuTne, and the public I benefit by better services. iBanks and" insur- ance companies combine, and the public enjoy superior security as the result. Newspapers combine, and the public get bigger sheets for fewer pence. Sbap manufacturers combine, and what happens? According to the "Daily Mail," whose pro- prietor is a very Napoleon of amalgamators, the result in the case of the soap combine is quite different from that of every other sort of capi- ftalistio concentration. The plain man can scarcely see why that should be the case. He can see very welt that the "Daily Mail" may lose a few page advertisements; but that will not trouble him very much. The plain man, though very forgetful, has not yet for- gotten what the "Daily Mail" cried for when Tariff Reform was a "live issue." Had Mr Chamberlain succeeded, and had foreign soap and soap ingredients been taxed-, a Soap Trust, without a doubt, would have been a serious men- ace to the public. Under a system of Free Trade, there will be no evil results so far as the igeneral public are concerned. Tt is pos- sible, though not probable, that some ind'vi- duals may be put to inconvenience. As for the general public-either by securing a reduc- tion iw the price of soap, or by escaping a rise otherwise unavoidable—they will most cer- tainly benefit. (We hold no brief in any way for Mr W. H. Lever and his associates. But when an un- principled and unscrupulous assault is made upon a distinguished1 ptublio man, long and honorably known for splendid practical r' throphy, it is the duty of every honest, jvrvn to do what he can to secure fair play. Heive, I we think it only right to explain to those "wiho [ may not have investigated1 the matter, what the facts are. The prices of soap-making the facts are. The ,price5 of soap-making materials have gone up about twenty-five per cent. What used to cost a pound now eúts twenty-five shillings. It is a very carious thing, but it is a fact that the rise is largely due to the enormous demand for suet and tallow for the making of "'bosh butter." The makers of soap had either to raise prices or effect economies by amalgamating. They have decided on the latter course, thus imi- tating, at a respectable distance, the commer- cial example of the Harm sworths and other or- ganisers of capital. For this. and. for this only, they have been held up to obloquy as a ganj of robbers. It has been alleged that they mean to effect a « corner" in soap. There is not a shred of proof that they have tried to do so. It is quite certain that no possible combination of capitalists could effect such a corner. Hence, the whole agitation is ridiculous, pitiful, de- grading. Two great newspapers--the dearest and the cheapest—are now engaged in a huge humbugging campaign. The Times, which became almost apoplectic a few years ajro in denouncing Irish boycotting, is now actively organising' a boycott of (publishers. The "Daily 'Mail"—the property of a champ on organiser of "com/bines" and a member of Chaml),erlain's "Plunderbun-cl- "-now poses as at denouncer of a combination of soap-making firms in a Free Trade country. In th's cam- paign of humbug, as in many other respects, the "Mail" is quite equal to the "Times." The British public is rather duU and slow sometimes, but just now, the husttlem have presumed a little too much on the general gullibility of the masses.

THE BOER WAR: ONE RESULT. The moral upshot of the Boer war is as un- satisfactory as the financial. Briefly, the most loathsome vices have been propagated on a scale unimaginable huge. The proof is the I BucVnill report, which, owing to its truth- fulness and candour, is so utterly vile that the Government dares not publish it. We trust that the Bishops and pastors, who blessed the war, have the decency to be slightly ashamed of what they patronised.

TOWN AND COUNTRY NOTES The Town Council of Carnarvon, with the unanimous assent and approval of the burgesses, have re-elected Mr W. A. D-arbishire to be Mayor of the town. His Worship has worked hard during his year of office in all soivs of ways; and his efforts to promote the welfare of the borough have been indefatigable. HiG i generosity has been conspicuous. In connec- tion with the Eisteddfod, he gave much valuable personal service and the success of the festival was due, in a large measure, to his efforts. In every activity, he has been most seconded I toy the Mayoress- whose popularity amongst all glasses is great. The re-election of the Mayor is therefore an event that affords universal satisfaction. • tt • Colonel Platt, the new Mayor of Bailor, is one of the best known gentlemen in North Wales. When the city was incorporated. I Colonel Piatt became its first Mayor, and after the lapse of many year&—years in which Ban- gor has made great progress educationally and otherwise-lie again becomes its chief magi- strate, As a breeder of Welsh black cattle, he has. been without a rival, and Welsh farmers owe him a debt, of gratitude foT his efforts- in that direction, A Conservative m politics, h/j is yet "a fine old English gentkman," full of good nature. -He -bias tried conclusion* wilh Mr William Jones in the Arvon Division of Carnarvonshire, and wifch Mr D. Lloyd-iGeorga in the Boroughs, but he has lived to forgive and, forget. The Lords persist in trying tel wreck the Edu- cation Bill. A gallant stand is made by the Liberal peers, re-inforced now and then by the Bishop of Hereford and (on one occasion) by the Bishops of St. Asaph and Chester. On Tuesdiay, there was a discussion on Clause 4, which embodies the provision that four-fifths of the parents shall be able to secure denomi- national religous teaching, an amendment by Lord Jersey substituting for that proposition "a majority" was carried by 133 votes to 83. in this debate Lord Stanley of Alderley took, a noteworthy part. He is, by the way, at- tracting considerable attention by the clear- ness and brilliancy oif Ibis speeches. He Showed that "atmosphere" had hitherto been illegal in public elementary schools, and pointed to the absurdity of trying to legalise it in a bill which was intended to correct the excesses of the Act of 1902. "This claim for 'atmosphere' in the sahocp," protested his- lordship, "is a complete innovation and infringement of the principles whioh have guided: the Department in regard to elementary education since 1870." On Wednesday, an amendment of the Bishop of Hereford compelling local authorities, to per- mit ordinary teachers to give religious insitruc- tion was carried by 195 votes to 47. Lord Stanley maintained sitrongly that liberty should be preserrod to the local authorities to appont teachers in all Che schools upon the grounds of teaching qualifications alone. But the Bishops had their own way for the occasion. Thank God, there is a He of Commons to undo their misdhief.
