Notes and Comments. POOR LAW GUARDIANS AND PRIVATE CHARITY. WE find there is a very strong feeling of annoyance and disgust at the action of the Poor Law Guardians in withholding the amount of relief due to the widow and family of the late Mr Alfred Smith, simply because a few friends have chosen to give a trifle to augment the miserable pittance which they extended to her as her share of the amount paid by the Rate- payers of Penarth to the Cardiff Union. Here is a woman and eight children left to the tender mercies of a body of men who are elected to do justice and to provide for the poor, and they consider they have d'\ne their duty when they make an order for a weekly dole of 10/ but how can their consciences be at rest when, because a few others, having more sympathy with the poor than they have, give a trifle each out of their private purses, to render further assistance, they (the Guardians) cut off the relief they had pre- viously ordered. This a matter which requires further investigation, and we are glad to know that there will probably be a public meeting called, when our Guar- dians will be requested to attend and give the rate- payers an explanation of this strange proceeding. The ratepayers, should the meeting take place, will '-want to know what was meant by the suggestion that they, (Mrs Smith and family) should go to the "big house."

We may pooh- pooh being called superstituous, and strongly resent the reflection upon our vaunted civilization and edu- cation, but we are imbrued with it. Even the doctors perpetuate the idea every day. Take the R in their prescription. The ornamental part of this letter is the symbol to Jupiter, under whose special protection all medicines were placed. The letter itself (Recipe, take) and. its flourish may thus be paraphrased Under the good auspices of Jove, the patron of medicines, take the following drugs in the proportion set down." Faith, no doubt, plays a mighty factor in our getting and keeping well, and a charm, perchance, may do as much good as a nostrum. Abracadabra was a supreme deity of the Assyrians, and the use of his name was recommended as a power- ful antidote against ague, flux, and toothache. That the neoessity should arise again of answering that ques- tion is only another instance of crude bull-headdenets and crass pig-headeness which one occasionally cornea across. Here we are almost rushing off to pay £ 5 instead of £ 2 an acre for Allotments and forsooth because of tha alleged indignity of treating in the first instance with the ground land lord. Happily, a sublime snub from the Clerk and the unanimity of Messrs W. L. Morris, J.P., D. Morgan and R. Guy, saved us from a suicidal policy. As the Clerk said, First approach Lord Windsor through Mr Snell, and failing to get satisfactory terms, then adopt other methods." Surely its time to talk when we can't get what we ask for. Let us, though, ask first. We need not go cringingly, nor the other hand with airs. Go about it, lawyer-like and business-like. The Estate can do better without us than we can do without it. There's no need to pay through the nose for anything we want, through lack of tact. Reciprocity ought not to be forgotten, The word might bo adopted as our motto. 0 0 0 THE LAWS DELAY. It is not a new experience for the paucity of local magistrates to cause the postponement of police-court business. Thirty J.P's are there alone in Penarth and yet a two hour's scouring of the vicinity last Monday failed to unearth a colleague for Major Thornley. Mr W. L. Morris, J.P., whosa attendance on the Bench so far has been most exemplary, was pre- vented from occupying his wonted seat owing to his visit to Altcar. This, his only absence, caused a legal stoppage. Whilst complimentary to the Chairman of the Penarth District Council it is a reflection upon the other 28 Justices, and the only way to preclude future contretemps is to make a rota, or these magis- terial abstentions will expedite the appointment of a stipendary and the relegation to deserved limbo of the J.P. burlesque. OOO TRESPASSERS WARNED OFF! Dear me what an aneient, quaint dear old place Penarth is becoming. Who would think time had set his seal upon the place which to an outsider still possesses a pristine charm and loveliness ? Surely it is not the sere and yellow leaf! Where are its rains hoary with bald antiquity ? it's decaying mansions ? where the dilapidated castle ? Truly someone mistakes. Why, the place is brand-new. There's the new pier, new bye-laws, new influenza, new Council, new lights, new flag, new roads, naw humbugs-the latest being fortunately out of town owing to great mental strain—everything new except the beach and that is washed twice a day. But stay, there are a few old fogiee-huh, not a word, let us humour them- who fancy they've shifted into the seventh age, and they are going to have a merry-making down at the Penarth Hotel next Saturday night- Only the old inhabitants of Penarth-those with a 20 year's resi- dence to boast of-admitted. Ah, methmks, there will be some gay old sparks among them. As equally ft gay old time may b expected and some very interest-- ing disclosures.

Dearth of Magistrates at Penarth. Notwithstanding the fact that there are 30 magis- n trates (including two local chairmen of the district councils, Barry and Penarth) in the Dinas Powi9 Petty Sessional Division, the public were kept waiting for two hours at the Penarth Police-court on Monday morning, and, even then. only Major Thornley put in an uppearance, and most of the busiuess on ?be calen- dar had, consequently, to oq ftdjourned for is week, ill the absence of a quorum.
