We may say that Honours are not granted at this examination to candidates over 16 years of age. Dinglewood seems to have beaten the record at this examination. Last week, sensational paragraphs respecting the Local Board's finances appeared in the daily papers on Friday and Saturday. The following appeared in the Liverpool Daily Post (Friday, Sept. 2nd, 1892), and substantially the same para- graph (with but slight verbal divergences) appeared in Friday's Manchester Guardian and Liverpool Courier, and in Saturday's Leeds Mer- cury. "COLWYN LOCAL BOARD AND ITS BANKING ACCOUNT.—The National Bank of Wales cashier at Colwyn Bay, who has acted as treasurer of the Colwyn Bay and Colwyn Local Board, yesterday intimated to the chairman of that board that the bank will not honour any more of the board's cheques. In the effort to place Colwyn Bay in the front rank of Welsh watering-places the board has been for some years past been engaged in large aud important works, the ctiief of which are the construction of a new marine drive and approach to the beach, recently completel at a cost of nearly £ 8,000, and a new water supply from Llyn Cowlyd, to cost X30,000, and which, it is claimed, will be the finest in Wales. In payments on account in respect of these and other works the board has overdrawn its account at the bank to the extent of £ 3,000. Hence the present stoppage of supplies. The rateable value of the district is £ 35,800." The two subjoined letters appeared in the Manchester Guardian, respectively on Saturday, September 3rd, and Monday. September 5th :— COLWYN BAY FINANCE To the Editor of the Manchester Gaardian. Sir,—On opening my paper this morning, being from home, I was startled by the grave if not sen- sational paragraph headad "Financial troubles of Colwyn Bay," furnished by a Bangor correspondent. Fortunately, corporations have no souls, so cannot be crushed or even knocked down, else the Colwyn Bay Board could hardly expect to rise after the blow Local aimed from such a vantage ground as the :1!anchestcl' Guardian. As a member of the Local Board, I sup- pose I must share the responsibility of dishonoured cheques, &o. In the meantime, awaiting our Clerk's or Chairman's explanation, I must urge, in extenuation (unofficially) of our woful condition, two or three facts. Our indebtedness to the Oank will be promptly relieved, and that ''national" institution may breathe again. Partly by unnecessary delay and partly tarough the serious illness of an official, the laying of our rate was delayed for three months, and I believe that to the end of August less than < £ 1,003 had been collected The provision for our new water supply, £ 30,000, has been granted by the Government, but none of it received. By the bye, our rate for the current year—not heavy-is 6d. less than last year's. I am credibly informed that within a week of our obtaining ttie new water supply something like X20,000 was offered for our bargain by a popular town 40 miles distant. Had I been at home I would have supplied you with exact figures, but this much of explanation seems to be called for. Friends here ask me, have many of you left Colwyn Bay to-day? As a well-wisher to and admirer of your city, I would say, I would that Manchester were not almost but altogether like us at Colwyn Bay, with an overdraft of £ 3.000 —Yours, &E., JAMES WOOD. Reform Club, Manchester, September 2. P.S.—I have omitted to state that the expense of our new water supply is to be share 1 by three oodies — Colwyn Bay, Conway Corporation, and the Rural sanitary Authority,—and, moreover, the cost of getting the bill through Parliament amounted to a sum under £ 7." "THE FINANCIAL TBOTJBLKS OF COLWYN BAY. To the Editor of the Manchester Guardian. Sir,—It is perfectly true that the cashier of the National Bank of Wales intimated to me two days ago that the Bank authorities had instructed him not to honour any more of the Board's cheques, but I hasten to disabuse the public mind of the idea of the CL Board being in a state of quasi-bankruptcy or any- thing approaching thereto. We have loans amount- ing to £ 3,700 sanctioned by the Local Government Board payable a month from this date, in addition to the district rate of at leaat £ 5,000. Surely a rateable value of £ 35,000 is sufficient guarantee. I have no hesitation in becoming personally responsible for the more than solvent position of the Board.—Yours, &c., WET. VEKABLES WILLIAMS, Chairman. The Vicarage, Colwyn Bav, September 2, 1892." THE FIRST COLWYN BAY REGATTA. The first ol what is intended to be a series of annual regattas was held at Colwyn Bay on Thursday afternoon, September xst, under favourable conditions. Despite the short notice at which the affair had been arranged there was a capital entry, no fewer than eight boats having entered for the chief sailing event, and from four to six in each of the others. Dr Montague Venables-Wilhams was the Commodore Mr Samuel Highfield, Vice-Commodore and Mr W. Jones, Rear-Commodore the Hon. Secretary and chief promoter of the meeting being Mr J. S. Highfield. Sales of programmes brought in jQi 2s 9d, and the subscriptions amounted to £13 :45, lid. the receipts totalling £ 14 17s Sd. Out of this was expended, for prizes, £ 10 19s, and for printing, cartridges, etc., etc., £ 1 19s 2d. The £ 1 19s 6d balance the Committee decided to distribute amongst the boatmen, who, lately, have not been doing much business.
