AN EARLY BUTTERFLY AT LLANDRILLO.—A correspondent writes As some ladies and gentlemen were walking through the Churchyard at Llandrillo, on Tuesday, the 13th inst, they were surprised to see a lovely tortoise-shell butterfly, as strong-, happy and vigorous as if it were June. THE ST. PAUL'S YOUNG MEN'S SOCIETY.—The first of a series of lectures on Church History, illuminated by lime-li^ht views, will be delivered, in the St. Paul's Mission Room, on Tuesday evening, February 27th, by the Rev M. J. Hughes, F.R.H.S. Mr A. Grant, M.A., will take the chair at eight o'clock. "MY SECOND VISIT TO THE DARK CONTINENT." —Next Monday evening, February 19th, the Rev W. Hughes, F.R.G.S., will deliver a lecture entitled as above, at the Engedi (C.M.) Chapel, Colwyn Bay. The Rev Owen Evans (pastor) will preside, and the proceeds will go in aid of the Chapel Funds and of the Congo Institute. THE COLWYN BAY ENGLISH BAPTIST PASTOR- ATE.—The Rev H. T. Cousins, F.R.G.S., has received and accepted a most cordial and unani- mous invitation to become the Pastor of the English Baptist Church at Colwyn Bay, as successor to the Rev W. Hughes, F.R.G.S., who recently resigned the same, in order to devote his whole time to the important labours connected with the Congo Institute. Mr Cousins proposes to commence his pastoral duties as early next March as possible. We wish both, Church and Pastor, every Success Next Sunday evening, February 18th, the Rev H. T. Cousins, F.R.G.S., will preach a sermon, in the English Baptist Church at Colwyn Bay, on "Missionary Enter- prise," after which a collection will be made on behalf of the Congo Training Institute at Colwyn Bay. It is hoped that many will show their liberality towards this good work, by not only coming to the Church, but by their kind donations. The service will commence at 6.30. All seats are free. THE COLWYN BAY MUTUAL IMPROVEMENT SOCIETY.—The Colwyn Bay Mutual Improvement Society's meeting was held in the Lecture Hall, on Thursday evening, February 8th, when Mr Jeffries read a paper on the Direct Veto, the Rev T. Lloyd (president) in the chair. The reader dwelt on the Liquor Control Bill, and the advan- tages that would be acquired by the passing of that measure, and said that points of deeper interest were aimed at than the casual observer would consider likely to arise upon a cursory discussion of this vital measure, for, by the pas- sing of such a bill through both houses, the "Alliance" men would have gained another stroke on the wedge they were driving home in respect to the liquor traffic, the Welsh Bill was also discussed, and was shown to include more advantageous points than the Bill for England.— Several of the members then spoke with respect to the bills, and, at the end of the discussion, the chairman put before the meeting a resolution, urging upon the Right Hon. W. E. Gladstone the necessity of getting the bills passed. The resolution was duly seconded, and was then forwarded.—The next meeting will be held on Thursday, February 22nd, when Prof. Phillips, of Bangor, will give a lecture on "How England obtained her Flora." This will be one of the best lectures given in Colwyn Bay during the winter, and it is hoped that those purposing attending will note the time is altered. The doors will be opened at 7, and the lecture will commence at 7.30 prompt. THE BISHOP AND THE VICAR OF LLANDRILLO.— The Liverpool Courier says:The Bishop of St Asaph has served a monition on the Rev W. Venables-Williams, M.A. Oxon., J.P., Vicar of Llandrillo-yn Rhos, and upon his Churchwardens, that the former must on every Sunday and on Holy Day throughout the year hold a full Welsh service and sermon in the Parish Church of Llandrillo." THE ENGEDI (C.M.) CHAPEL, COLWYN BAY.- Under date February 13th, Mr John Roberts, Fern Bank, writes as follows :—"Engedi Chapel. The above Church and congregation, have col- lected during 1893, towards the ministry and general purposes, the sum of £ 344 11 71; also towards Chapel debt, in the course of last year (by the way of bazaar, etc., and kind donations), ^981 6 7 from the Connexional Fund, £$o > total, £1,031 6 7. This enabled the Church to pay off _iooo of the Chapel debt, and our thanks are due to all who have helped us. We shall have the reports sent to them very shortly." COLWYN BAY AND COLWYN LOCAL BOARD. At the Colwyn Bay and Colwyn Local Board's monthly meeting, on Tuesday, February 13th, the Chairman (Rev W. Venables-Williams) pre- sided, and there were also present, Messrs John Porter, A. O. Walker, W. H. Roberts, Charles Frost, Thomas Parry, George Bevan, O. Williams, John Roberts, James Wood, and William Jones, and the Clerk (Mr T. E. Parry), the Surveyor (Mr W. Jones), and the Collector (Mr Benjamin Powell). THE NEW SYSTEM OF REPORTING THE MINUTES. At the Board's January meeting, it was decided that for the future the minutes of the Board and Committees be cyclostyled, and a copy thereof supplied to each member. This had been done, and it was now decided that the preceeding Board's minutes be taken as read.—The Chairman then asked Mr Parry (the retiring Clerk) what was the cost of producing the minutes in that form. The Board had limited it to 5s a month. —After some calculation, it was found that the number as cyclostyled, cost 19s 3d. Mr John Roberts: Could we print them cheaper? The Clerk I think that we can. Mr Walker thought that it would be as well to get estimates for printing the minutes, and after some discussion, the Board decided that this be done. It was reported that at a special meeting held on February 7th, for the purpose of selecting candidates, for election by the Board, to the office of Clerk, the Rev W. Venables-Williams presided, and there were present Messrs John Porter, George Bevan, A. O. Walker, John Roberts, James Wood, O. Williams, Charles Frost, William Earp, and W. H. Roberts. Brooks, Colwyn Bay; James Porter, Colwyn Bay and Eustace Owen, Richmond.—On the motion of Mr Walker, seconded by Mr Charles Frost, it was carried unanimously that Mr James Porter be selected for election as Clerk, by the Board on the terms of the advertisement.—At the same meeting a letter was read from the Local Government Board, asking for two copies of the Board's Bye-laws respecting nuisances and common lodging-houses. —The Clerk stated that the Board had no Bve- laws for the prevention of nuisances arising from snow, filth, dust, ashes, and rubbish, or for preventing any animals being kept on any premises so as to be injurious to health.—On the motion of Mr Walker seconded by Mr W. H. Roberts, it was decided that 100 copies be printed. THE STEAM ROLLER. At the Road and Promenade Committee's meeting on January 30th, it was resolved that, provided that Mr Bostock would accept 37s 6d per day for the hire of his road traction-engine, he to pay the engine-man in charge of same, the Surveyor forthwith engage it, and place it on the roads, and, in the event of Mr Bostock's refusal, that the Surveyor engage the Llanrwst engine. At Thursday's Board meeting, the Chairman read a draft-agreement from Mr Bostock, to the effect that the Board agree to pay the sum of 37s 6d per day for the use of the steam-roller, the Board to provide a man and fuel, and to take the risk of claims and expenses hereon if required. It was also stated that Mr Bostock would require the Board to provide a shed to shelter the steam- roller during the night, or take it back to Mr Bostock's place. The Surveyor pointed out that that would involve a great loss of time, as the man would have to go for the steam-roller early in the morning, and would not get to work before nine o'clock. Mr W. H. Roberts offered the use of land at back of his house, for the erection of a shed. The Chairman thought that the thanks of the Board were due to Mr Roberts for getting the Board out of the difficulty. It was decided that two or three members of the Board, should go and inspect the place, and, whatever they decided upon, the Surveyor was to carry out.—The Committee's minutes were taken as read, and were confirmed. THE EIRIAS FOOTPATH. At the Road and Promenade Committee's meeting on the 6th February, a letter was read from the Public Works Loan Board, stating that they were prepared to advance the Board the sum of £ 500 at 4 per cent, per annum to be repaid by forty half-yearly payments of principal, for the purpose of reconstructing the Groes-yn- Eirias Bridge, and it was ordered that the Clerk reply. The Local Government Inspector had told the Board that, if a stone bridge was erected instead of the iron one, the period of repayment would be thirty years, and asking whether the Commissioners could extend the period to thirty years. A letter was read from the executors of the late Mr Robert Roberts, Milk street, Liverpool, stating, in reply to the Clerk's letter of January 9th, that, with respect to the trees on the Groes- yn-Eirias field, their man on the ground would see to the same whilst the work executed by the Board is proceeded with. THE PROMENADE. A letter was read from the London and N. W. Railway Co. as to the proposed Promenade between the Colwyn Bay Hotel and the Railway Station, together with a memoranda of terms, and asking for the same to be returned (if ap- proved), so as to have the approval of the Board of Directors It was resolved that the Railway Company be thanked for offering the tenancy of proposed Promenade, but, owing to the condition imposed, the Board was unable to accept the same, and also that, provided that the Railway Company themselves carry out the conditions which are stipulated to be made by the Board on the agreement, the Clerk inquire upon what terms the Company would let the Promenade to the Board. THE FORESHORE. A letter was read from Sir G. Osborn Morgan, M.P., acknowledging the receipt of the Clerk's letter as to the Railway Company's purchase of part of the foreshore, and stating that the Board may rely upon his keeping the matter in view, and that he had written to Mr Stafford Howard upon the subject. A letter was also read from Mr Herbert Roberts, M.P., stating that he had an interview with Mr Stafford Howard (of the Woods and Forests) upon the subject of the fore- shore, and Mr Howard had informed him what had taken place, and of the circumstances which led the Railway Company to break up negotia- tions for buying a strip of the foreshore, and that y I Mr Stafford Howard's agreement with the Board respecting any further action in the matter, appeared to him to be just, and rhat Mr Howard was resolved to maintain the legitimate rights of the ratepayers. A letter was read from Mr Stafford Howard, stating that, upon the sub- ject of the foreshore, he recently made a pro- posal to the Railway Company, which he had thought might prove satisfactory to all parties, but that the Company had expressed their unwillingness to accede to it, and, in consequence, the negotiations are at any rate for the present at an end, and that, in the event of negotiations being resumed, he would not conclude any agree- ment on the subject, with the Railway Company. without giving due considerations to the several interests concerned. THE FIRE BRIGADE. Upon the Surveyor tendering his resignation as Captain of the Fire Brigade, it was proposed by Mr James Wood, seconded by Mr Tho-. Parry, and resolved, that Mr Jones' resignation be accepted, and that he be thanked for his ser- vices, and it was also resolved that the Fire Brigade Committee be convened to appoint a Captain. THE GROES BRIDGE. The following tenders were submitted for the construction of a parapet and wall at Groes Bridge Mr David Jones, £ 19; Mr Bateson, L40 Messrs Jones & Ellis, -23 J7s.; Mr Row- land C. Williams, L22 16s. It was proposed by Mr Wood, seconded by Mr Jones, and carried, that Mr David Jones's tender at Lig be accepted. The minutes dealing with all the above matters were confirmed. THE SANITARY COMMITTEE. At a meeting of the Sanitary Committee held on February 6th, a letter was read from the Local Government Board stating that they sanction the re-appointment of Dr Hugh Rees, as Medical Officer of Health for the district, at a salary o £20 per annum, until 25th March, 1895. With reference to the Cemetery, a letter was read from Mr J. T. Davies, Tan'rallt, stating that, if the Board wished to complete the hospital contract, the whole field would be at their disposal, containing about six acres.—A letter was read from Major Birch, stating that Sir George Cayley would sell two acres of land adjoining the Llan- drillo-yn-Rhos Churchyard, at the rate of £ 350
