Urban District Council. To the Parochial Electors of the Colwyn Bay Ward. Ladies and Gentlemen, My term of office as your representative on the Local Board being now near its end, I beg to offer myself as a Candidate at the Election of the Urban District Council. There is no need for me to inform you of my opinions and principles in regard to local affairs. My great aim, ever since I have had the honour to represent you on several Boards and Councils, is efficiency and economy. I am in favour of improvements, but all improve- ments must be effected carefully and steadily, so that none of the Ratepayers may needlessly feel too heavy a burden. And when improvements are carried out, it has been always my great effort to carry each and every detail as economically as possible, consistent with true efficiency. I am in favour of two or more members being elected from the rural part of the District, so that the farmers may be directly represented on the Board. I am in favour of having the payments of Rates arranged to be twice a year, with a view to avoiding any unnecessary hardship to many of my fellow ratepayers. I may mention that I have taken great interest in all improvements that have taken place in the Town and District generally, since the time when the first house was built in the neighbourhood, such improvements including, among others, the mending of the roads, the asphalting of the parapets, the lighting of the Town, the New Bridge now in course of construction, the arrang- ing for the Revision Court to be held in our Town, the furthering of Education in all its branches. Among the later improvements, I desire to refer especially to the the care and trouble I take with the Cowlyd Water Scheme, which (when com- pleted) I hope, will be one of the best Water Supply systems in the British Isles Many other Improvements are in view,-such as the Esplanade on the Foreshore, the Parapet from Colwyn Bay to Mochdre, and the Improve- ment of Roads and Foot-paths in the Rural Dis- trict,—for the enjoyment and pleasure of residents and visitors alike. Should you see fit to honour me, by recording your votes in my favour, it will be my greatest pleasure to do all in my power to further the welfare of the Town and neighbourhood. Urban District Council. To the Parochial Electors of the Colwyn Bay Ward. Ladies and Gentlemen, By this notice it will be seen that I beg to offer mv services as a candidate for the above- named Council, should the Electors place me thereon. Having had the honour of representing the District on the Local Board since its forma- tion, and having for many years previous been on the Sanitary Authority and also Guardian, naturally. I have taken great interest in matters of Local Government, and on the various Authorities have served the ratepayers to the best of my abilities, and have combined with others to watch with the closest and deepest interest matters concerning the progress and welfare of Colwyn Bay and District. If the ratepayers compare the local rates with those of neighbouring watering-places, I have no doubt that they will be gratified at finding that our rates are less. We hope to keep the local rates about the same as at present, namely, four shillings in the xJ d. The extra water-rate (d.) on consumers, must come down, because our own water from Lake Cowlvd will be turnee on. A sea-wall in connexion with an esplanade along the beach is an essential needing the speedy attention of the new Council, which, in my opinion should also obtain power (by an Order, if necessary) to stop the various unsanctioned Bands, as well as the trading without toll or market-dues non-ratepaying persons with baskets or carts (these traders contributing little or nothing to the District's revenue or prosperity, while competing with shopkeepers who pay heavy rates). Another question we must face, is that of providing further burial-ground accommodation, whether by addi- tion to the Parish Churchyard or by provision of land elsewhere in the parish; I, for one, should allow the ratepayers to have a voice in deciding which land is to be purchased. The population is growing so briskly that it would number by now about 5000, whilst in 1881 it was only 1630. The new Council will have to face the questions of a new drainage extension, and also the extension of water mains. Last season, the health of our District-the most important matter after all,- was excellent, and as a practical man I place myself at your service in the Colwyn Bay Sanitary Authority upon which (in its different forms and varying names) I have faithfully served for the last eighteen years. Election of District Councillors. To the Electors of the Colwyn Bay Ward. Ladies and Gentlemen, I beg respectfully to offer myself as a Candidate at the approaching election of the new District Council, and to solicit the favour of your votes. I have been a member of the expiring Local Board from its commencement, some seven years ago, during which time I have taken a warm and earnest interest in the important work of developing the attractions of Colwyn Bay, and in doing all in my power to increase its growing popularity as a first-class watering-place. I point with the utmost satisfaction to the successful carrying out of the Cowlyd Water Works, which, when completed, will be one of the finest and cheapest schemes in the kingdom, and will give an abundant supply for both household purposes and the necessarily important flushing of the drains. The finances of the District, I am pleased to tell you, are in a thoroughly satisfactory and sound condition, all the current Rate having been collected (except some -So). When the Rateable Value of the Colwyn Bay and Colwyn District has so increased as to warrant an outlay of public money, I shall be prepared to advocate the purchase of the Pwllycrochan Woods (the crown- ing feature of the Bay), and also the construction of an Esplanade on the Foreshore tor the enjoy- ment of both residents and visitors. I venture to think that I can claim that my public services in every direction, during a quarter of a century, entitle me to your confidence and that you will in the future find in me, if elected, a representative whom you may depend upon as having sincerely at heart the betterment of the town and the welfare of the ratepayers generally. Colwyn Bay and Colwyn Urban District Council. To the Electors of the Colwyn Bay Ward. Ladies and Gentlemen, Having been nominated as a Candidate for the Urban District Council, I beg respectfully to solicit your votes at the approaching election. I am an old resident and one of the largest rate- payers in the District, and considering that the whole of my interests are centred in Colwyn Bay, it is but natural I should take the deepest interest in the welfare and prosperity of the town and neighbourhood. I have been a member of the Local Board since its formation in 1887, and for many years previously I acted upon the Rural Sanitary Com- mittee. I have also been Guardian for the Poor for a number of years. Amongst other public improvements which I have always supported, I would call attention to the Cowlyd Water Supply, the Asphalted Foot- paths, the improved state of the Roads, &c., &c. There are several very important matters which will have to be dealt with in the near future, and if I am returned I shall be prepared to support all movements likely to benefit the town and the neighbourhood, provided they can be carried out with economy and efficiency. I would point out to the Rural Electors of the Ward, that whatever step is taken to benefit Colwyn Bay, must also benefit the Agricultural portion of the electorate, as the more prosperous the town becomes the better market they will have for their produce. Election of District Councillors. COLWYN BAY WARD. To the Electors. Ladies and Gentlemen, Having been selected at a public meeting of the Ratepayers' Association as a Candidate for the new District Council, I beg to offer you my services in that capacity, and to solicit your votes in my behalf. I venture to think that I have already in many ways shown my interest in the welfare of the town and if you think fit to choose me as one of your representatives, no effort shall be sparing on my part to bring my best energies and judgment to bear upon all those matters which are so closely connected with the continued prosperity of Colwyn Bay. Urban District Council. To the Parochial Electors of the Colwyn Bay Ward. Ladies and Gentlemen, I humbly desire to offer myself as a Candidate at the Election of the Urban District Council. I am of opinion that we want great improve- ments at Colwyn Bay, but such improvements must be effected carefully, so as not to be a burden on the ratepayers. Also, we require to see that all the business of the Council is carried out effectually, and looking after roads, drams, etc., in all parts of the town equally. I am in favour of having the payment of rates arranged to be twice a year. We have several things to face shortly,—a new cemetery, sea-wall, parade, extension of water-pipes and drains, etc. It is of great importance to us all to have practical men on the Council. Colwyn Bay and Colwyn District Council. To the Electors of the Cohvyn Bay Ward. Ladies and Gentlemen, I respectfully beg to offer myself as a Candidate at the forthcoming Election of Councillors for the Colwyn Bay Ward. If you consider me worthy of your patronage and support, and think fit to elect me, I can assure you that I will support all measures tending to make Colwyn Bay the most attractive of watering-places. I may say that I have been a resident at Colwyn Bay for five years, and during that time I have had plenty of opportunities of seeing the wants—and also of hearing the views- of the Colwyn Bay visitors in regard to the wretched state of the Beach. I am in favour of improving the foreshore, as one of the first duties of the new Council. I am also in favour of making a Promenade (from the Station to the Dingle) without the aid of a sea- wall, and that omission would greatly relieve our finances, while the suggested Promenade would, in my opinion, do very well for a good many years. I am also in favour of reporters being admitted to all Council meetings, so that the Electors would be able to judge of the merits of the Councillors, and also thereby take more interest in the welfare of the town. I am also in favour of securing the Woods on the most advantageous terms, as I consider the Woods the backbone of Colwyn Bay. In fact, I am in favour of all measures which tend to promote the comfort and enjoyment of Visitors, and will, if elected, always try to act so as to be worthy of your support.
