The Public Footways. TO THE EDITOR OF THE RHYL JOURNAL. Sin,-If the Rhyl authorities will take the trouble to go to Colwyn Bay, or any other North Wales retort, they "Ill not see such disgraceful negligence of comfort and appearance as will be seen on the footpath (marked Public ") leading from the new iron footbridge to the golf links. The stiles and gateway are patched np in the manner ud by labourers in erecting a pigstye, and arenotocly difficult to get over hut dangerous. There also two wrecks of seats perfectly unusable, the frames of which could easily be UBed for new wood-work. Now, this walk, I believe, is more used than any other footpath in KHYL, and for visitors to see such a God- forsaken state of things is, without doubt, an advertise- ment, bnt of a contrary character to what is needed. The district coancil spend thousands of pounds in ether waj s, and yet leave a most important element in the attractions of Rhyl to go to ruin for the sake of two or three pounds. A RECORD HISTORY. Messrs J. & j. Colman, Ltd., have again made a record at the Paris Exhibition, having been ^Warded the Grand Prix, the highest honour pos- sible, both for their mustard and for their starch. Ihe.y have also been awarded the Silver Medal the highest award to any English house, for their blue. This is a remarkable instance of the contin- ued supremacy of well-known articles; for Messrs Colman have previously obtained no fewer than 43 highest awards at International Exhibitions all Over the world.

LAWS OF THE SESSION. The following is a continuation of the summary of Acts of Parliament which have received the Royal assent during the Session of 1900:— V. 45.-Poor Belief in Ireland. This Act amends the Poor Relief Acts of Ireland in two particulars. In respect to relief given for maintenance of lunatics and children, this Act makes it admissible for such relief to be given for the maintenance ot a child or a lunatic outside the Union. The Act alsj increases the quantity of, land which may be acquired by the Guardians of a Poor Law Union in Ireland. 46.—Local Government and Military Service. This Act relieves officers and men of the auxiliary and reserve forces from being required to vacate their offices as members of County, Borough, Dis- trict or Parish Councils or Boards of Guardians by reason of absence on active military service be- yond the seas. of Jtloney Paid into Court. This Act amends the law with regard to the in- vestment of money paid into a County Court and invested for the benefit of an infant or a person of unsound mind. The provisions of Sec. 71 of the County Court Act 1888 is to extend to such invest- ments. 4S.-The Companid Act, 1900. This Act amends the Companies' Act in the direction of fixing more definitely the responsi- bilities of promotors and directors for the protec- tion of investors. In future a person is not to be named as a director in any prospectus unless he has given to the Registrar of Companies his consent in writing, and has either paid, or signed a contract to pay, for his qualifying shares, and if after two months from the formation of a Company a Direc- tor acts without having paid for his qualifying shares, he will be liable to a penalty of 95 per day. There is to be no allotment of share capital to the public unless the amount fixed, as the minimum subscripton has been paid, or, if no minimum has been fixed, there is to be no allotment till the whole of the amount has been subscribed and the whole of the amount payable on application been received by the Company, and the amount payable on application is not to be less than five per cent. of the nominal amount of the share. If these con- ditions are not complied, with within forty days from the issue of the prospectus, the application money must be returned in full to the applicants, and if not returned in 48 days the directors are to be jointly and severally liable to repay the money with five per cent interest, but a director who can prove that the loss of the money was not due to any misconduct or negligence on his part, shall not be liable. No Company is to commence business until the minimum subsciption has been paid, and a certificate has been given by the Registrar to that effect and until such certificate be given no contract is binding. When an al- lotment is made by a Company a return has to be made to the Registrar within one month, giving the names and description of the allottees, and the amounts paid and payable, and there is to be a separate return showing the number and nominal value of all shares alloted for a consideration other than cash, and the particulars of such consideration. All commissions and discounts allowed are to be at a fixed rate disclosed in the prospectus, but noth- ing in the Act is to affect the power of the Company to pay brokerage, such as it has been lawful here- tofore for a Company to pay. There are] stringent specific requirements as to the particulars to be given in a prospectus, too numerous to be set out here, the object being to enable the person apply- ing for shares to know the nature of his risk. There are very strict requirements as to the regis- tration of mortgages, and directors, managers, or officers of the Company making a default in this respect are liable to a fine of £100. Any person wilfully making a false statement in any return report, certificate, balance sheet or other document will be liable to indictment for misdemeanour and punishment by imprisonment. This Act comes into force on the 1st day of the year 1901. ,19. Th c Town Councils (Scotland) Act: This Act consolidates and amends the law re- lating to Town Councils in Scotland. After the coming into force of this Act from and after the 31st of December, 1900, in every burgh in Scotland a Town Council is to be elected under the style and title of The Provost (or Lord Provost), Magistrates, and Councillors." The powers of existing Councils and Commissioners are to be transferred to these Town Councils. The gener il provisions are somewhat similar to those contained in the Municipal Corporations (England and Wales) Act 1882. The most important difference between the English Municipal Act and this New Act for Scotland are (1) That in Scotland the annual elections are to be always on the same day of the week, while in England it depends on the incidence of the 1st of Novembar; (2) Magis- trates are elccted by the Town Council, whereas in England they are a separate body nominated by the Crown; (3) The municipal accounts are to be audited by a Government Auditor, whereas in England the auditors are elected by the burgesses: (4) The Scotch ratepayer may appeal to the Sheriff if dissatisfied with the accounts, whereas in England there is no redress except by application to the High Court of Justice. /it).—A <jricultAircU Holdings. This Act amend the law relating to agricultural hold. ings by giving greater power and facilities to a tenant, who has made improvements on his holding, to obtain compensation from his landlord on quitting, the compen- sation to be such sum as fairly represents the value of the improvement to an incoming tenant." The Act makes new provision for settlement of differences by arbitration, and although the compensation for improve- ments made before this Act comes into force, must be such as could have been claimed under the previous Acts, the amount of the compensation shall be ascertained in the manner provided by this Act. This law comes into operation on 1st January, 1900, and applies to Great Britain only. 51.—The Money Lenders' Act. This Act amends the law with respect to persons carry- ing on business as money lenders. After this Act comes into force, which will be on the 1st of November, 1900, every person whose business is that ofjmoney lending, or who advertises or announces himself or holds himself out in any way as carrying on that business (excepting pawn- brokers, Friendly Societies, Societies registered under the Building Societies and Loan Societies Acts, bankers, and other corporate bodies empowered by Act of Parliament to leud money'' shall be registered as a money lender at the Inland llcvenue Office under his own name or usual trade name and in no other name, together with all the addresses at which, he carries on business, and he shall do 4 no business as a money lender except in that registered nnme at the addresses given. Contravention of this provision renders the offender liable to a penally of £ 100, but prosecutions are not to be instituted without the consent of the Att irney General. In future when proceedings are taken by a money lender for the recovery of money lent, or for the enforcement of any agreement, the Court may re-open the whole proceeding and relieve the person sued from the payment of any sum in excess of the Rum adjudged by the Court to be fairly due. J2.—Naral Rcserrc Act, 1000. This Act makes further provision for a Naval Reserve by enabling the Admiralty to raise and keep up a new division consisting of (1) persons who are in receipt of pensions (Navy or Marines) who have enlisted after the passing of this Act; (2) persons not exceeding 15,000 in number who have served in the Navy and Marines but are not in receipt of penlions but who shall enlist in tlli, division (3) persons employed as artizans in naval or civil establishments, subject to a condition of service in the Jftserye. i

Rhyl as a Winter Resort Rhyl can justly lay claim to being the fiuest winter resort on the North Wales Coast. The climate is mild and it sutlers but little from frost and snow. The air is bracing, and Rhyl enjoys during the winter and early spring an abnormal amount of bright sunshine. The winter train service from Rhyl is excellent, and Liverpool and Manchester are reached by through trains. The Railway Company last winter added a very convenient down train service, whereby visitors and others are able to break their journey overnight at Rlryl and leave at it a m to do business down the coast at a convenient hour. Rhyl affords excellent facilities for commercials staying in the town, as they are able to post letter up to ten o'clock at night for delivery in English towns the next morning. Sir Chas Cameron recently favoured, a Rhyl Journal' representative with a few minutes' conversation, and in reply to questions said it was the first time he had ever been in Rhyl, although lie had visited most places of importance in the United Kingdom. Hew was charmed with all he had seen, and was sure th at as the attractions of Rhyl, as well as the improvemients,pbecarne more widely known, visitors would 1\o.:k here in larger numbers. Had he been merely told that there was so much public spirit displayed in a town of the size of Rhyl lie could not have believed it. Bathing and Boating, &c. The charge for the use of a batliing machine is lid per person, but a reduction is made for children. Rowing and sailing boats can be hired on the beach, and parties are taken out by licensed boatmen at cheap rates. Bath chairs, Is per hour asses, 6d pLT hour. Drives. Many of the visitors whose stay in town is of some days'duration take short drives into the country. Long journeys are generally fatiguing. Char-a-bancs from the Alexandra and White Lion Hotels leave the town morning and afternoon for Bodelwyddan, St Asaph Prestatyn, &c.; and coaches also are run. Full par-, ticulars of routes, &c., can be had at the above hotels. The Marine Lake. This was formed on the west side of the town. It is about forty acres in extent, and as the water is but four feet deep, boating thereon is perfectly safe- Yachts, boats, canoes, efce., can here be hired by the hour and experienced boatmen take out pleasure parties. Rural Walks. In the vicinity of the town several ploaaant pjiths In to he fUUllrl. But it would be. too ditncult lor visitors to discover mul follow them from brief written instructions. Besides, but few visitors come to Rhyl in search of rural paths. The wanderings of must people are confined to the long stretch of beach and the sandbanks at its back. A walk extending for some miles in length can be enjoyed in the direction of Prestatyn along either the ba::lis or the shore. The ticld-patli to Dyserth, the Matlock of Wales," is a particularly pleasant one, and not very difficult to follow after the receipt of intelligent oval instructions. There arc paths to Rhllctdlan also, one oil the east and the other on the west side of the highroad. Persons can take train to Rhulldlan, aud from there walk to Bodelwyddan Church (three miles) or St Asaph (three miles) by road. Those who take train to Prestatyn could, if fairly good climbers, take to the hill at the back of the town, and on the ascent to the little village of Gwaenyscor be able to enjoy splendid sea and land scenery. There is a cave to be seen on the road to Newmarket, a village situate on a broad expanse of table-land, at the back of which is the tumulus known as YCtop.

NORTH WALES WOMEN'S TEMPERANCE UNION. The eighth annual council 0f the above, held at Carnarvon, was largely attended. The President, Mrs Jacob Jones, occupied the chair. Reports were presented by the treasurer, secretary, and superintendent of the Literature Department. The treasurer's report showed a small deficit, which was, however, met by a special collection and extra subscriptions. Mrs Davies (Llandinam) made an earnest appeal for more funds to carry on the work. The Secretary reported that much good work had been done in various* directions during the year.-In her address from the chair, the Pre- sident said that while lhllercnces of opinion might exist among members of the Union with regard to the justice of and necessity for many events in the political world, all are united in their desire to procure temperance reform. She dwelt upon the fact that we were drawing to the close of a century which had witnessed the rise and growth of the two important movements known as the 11 woman movement," and the temperance movement. The former had produced such a revolution in the position, responsibilities, and opportunities of women, that the whole face of social life and philanthropy had undergone a change. One of the most important results of this was the intelligent interest taken by women in the question ol temperance reform. the history of the many temperance organisations of the age was briefly sketched and tltc vnluc of their work estimated. But m spite of all these agencies they were face to face with the facts that the annual drink bill was steadily growing, and that drunken- ness among women was on the increase. The position, therefore, called for more energetic work jn all directions—iu the home, in society, the State, and the Church, in all of which spheres women could render important service. The President gave expression to the disappointment and indignation of the Union in her reference to the shelving of the three temperance bills before Parliament last session. She also urged the Union to give continued attention to Lord Peel's report and to avail itself of every oppurtunity to secure legislation on the main lines laid down in it

ST. ASAPH. The Parish Council met on Monday last, but there was no business to be transacted. Consider- ing that some members of the Council reside on the Mount Road, it is a pity they did not draw attention to the neglected state ot the hedge on the east side of that highway. What with a luxuriant growth of weeds at the bottom, and the want of trimming, the hedge takes up nearly the whole of the pathway. Where are the road officials that they do not insist upon people doing their duty ?
