GENERAL ELECTION, 1900. TO THE ELECTORS OF THE COUNTY OF FLINT. BROTHER ELECTORS,—Colonel Howard has consented to allow himself to be j^minated at the pending General Election as 'Zionist Candidate, in support of the Govern- ment of Lord Salisbury. As you are aware, e is, at present, serving his Queen and ^°untry with the Army under Lord Roberts in °uth Africa, and as the Election will take PIace somewhat earlier than expected, it is 1111possible that he should address you in the Usual manner. However, as we have had recent communication with him, and are well acquainted with his political opinions on all Objects of interest, we are able to speak to You on his behalf. Q The very gallant fight which he made in the County at the last Election, when the majority our opponents was reduced by more than a -*0 votes, entitles him to our full confidence a.s a Candidate, but at the present time he P^cially deserves our most active and earnest ^Pport. an^ mos^ important question with c" the Electors have to deal is the settle- eilt of the extremely important portion of rp r Colonial Empire which lies in South Africa. War there has now practically come to an thanks to the gallant efforts of our Army, not least to those who like Colonel Howard so many others from our neighbourhood, given up the peace and quiet of their d life, to encounter the hardships and ajigers of War. Colonel Howard, we know, 11 heartily support the Government in their f ^ared aim of securing for these countries the n I0w'ng conditions, so completely absent n<ler Boer rule :— j-' —-Equal freedom for all white men. ^•-—Justice and equity for the native races. Let them give the Tories a chance of doing something for the various towns. In Chester Mr Yeiburgh is being opposed by Mr Thomas Howell Williams Idris, chemist and mineral water manufacturer, London. Mr Idris is a Welshman, and has been angling for many seats. He has not picked a safe one at Chester and in a few days the city will know him no more. The polling for Denbigh Boroughs takes place this day (Friday). Mr Clement Edwards, the Radical Candidate, being in favour of Home Rule, will receive the support of the Wrexham United Irish League. Other Catholics, who set such vital questions as the schools and education b fore a moribund Home Rule, will vote for Mr Kenyon. Several newspapers, including the "Times," were on Tuesday morning hoaxed over the Oldham election, and were made to say that Mr Winston Churchill was at the bottom of the poll. In some of these papers the statement did not agree with the comments on the Oldham election. Many Radicals took comfort for a brief period of the day from the inaccurate report. Mr Emmett, the elec ted Liberal member, said that his party was bitterly disappointed at the election of Churchill. The Unionist Clnb-room at Rbyl is to be found at the Town Hall, the room untiL recently occu- pied by Mr Hall, auctioneer. The room is open every evening, and papers and reports can be inspected by any Unionist. The distorted version of Mr Chamberlain's con- nection with Kynoch's firm is being circulated widely, despite the contradiction that the tales are not worse than other lies with which the Home Rulers and pro-Boers endeavour to bolster up a bad cause." Contrary to expectations Mr Osmond Williams, Castell Deudraetb, was selected by the Merioneth- shire Radicals as their candidate, in preference to a gentleman from Manchpf;tr named Mr Leif Jones, who until the selection actually took place was supposed to be first favourite. We commend the Radicals for selecting a county man in pre- ference to an utter stranger. There is not a Radical that goes about these days but girds at the Agricultural Rates Act, passed by the Government in 1896, in which pro- vision was made that after March, 1897, occupiers of land should pay only one-half of the rate in the £ payable in respect of buildings. No measure, except, perhaps, that providing relief of rates on clerical incomes, has suffered so much misrepresentation as that Act. In spite of patent facts, the Radicals aver that it is nothing but a dole" for the benefit of the landlords. There is absolutely no evidence to show that landlords have benefited by the Act in the way suggested by the Radicals-by raising the rents. The evidence is all the other way. The only two classes who have profited by the measure are the farmers themselves and the agricultural labourers, whose wages in many localities have been raised in consequence. Evidence to that effect was tendered by three unimpeachable witnesses before the Royal Commission on Local Taxation, namely, Mr Samuel Rowlandson, once a Radical candidate for the North Riding of Yorkshire; Mr Albert Pell, formerly M.P. for Leicestershire and Capt. Pretyman, M.P. for South east Suffolk. Nothing would so please the Radicals as to get hold of an instance of any landlord raising the rent by reason of the Act. But they cannot produce one example. One is puzzled to reconcile the conduct and the sayings of Radicals in this town. They will tell you that Mr Smith is going to win "hands down, with a thumping majority of fifteen hundred." If that is the case why this terrible energy in canvassing? Why agitate themselves? The fact is that, dwpite a'l their protestation to the con- trary. th, yare afiaul that Mr Smith's small majority at the last election will be completely wiped off at the nr. sent. r — 1 — Before the Ballot Ad was passed we heard a great deal about the "TuIY Screw," but at the first election after the ballot was passed Mr Disraeli got a majority of 50. The Tories did screw their tenants, and so did the Radicals. But now the screwing is generally on the part of the latter. The Co Sii-vat!vfs, now that they cannot do it openly, dibtain to do it in a cowardly, under- handed, manner. Considerable surprize was felt that Mr Smith'# Election Address, accompanied by scurrilous cartoons, should be delivered in this town on a Sunday morning. We would not have expected this in connection with Mr Smith's candidature. It entailed considerable extra Sunday work for the postmen. Besides that, the great majority of the electors in this county do not desire to carry election turmoil into their Sunday life. We repeat again that we would not have expected it In the present election there are 16 Noncon- formist candidates classed as Unionists, and 12 as Conservatives. There are nine Jews who are Unionist candidates. How strange are these Liberal conversions to Imperialism A week before the elections, as Mr Chamberlain points out, the voice of the Opposition was that of denunciation of the war. Now those who denounce the war may be counted on the fingers. Where are the Little Englanders? Their voice is no longer heard in the land. Sudden and wholesale conversions do not inspire confidence in their sincerity, and in this case one cannot help the feeling that they are prompted by the desire to conform to the clearly manifested feeling of the British populations, lest the feeble Opposition of the last Parliament should become even more feeble in that which is now being elected. This is why Mr Stevens in East Bir- mingham sends out his portrait with the Union Jack and the Royal Standard emblazoned on the lame card At a time when Radical candidates are making desperate efforts to conceal the vital issue before the electors by attacking the Government on its sins of omission and commission in regard to social legislation, the attention of working men, in rural districts especially, may appropriately be directed to one measure which is not the least important of the many the Unionist Government have placed on the Statute Book. The Act ex- tending to workmen engaged in agriculture the benefits of the Woikmen's Compensation Act of 1897 places the rural woiker on an equality with his comrades employed in industrial occupations, who have greatly benefited by Mr Chamberlain's labours to secure for them better treatment in case of accident. A correspondent states that paragraph ten in Mr Smith's election address is a libel on the. National Schools and their management. He suggests further Board Schools. Do the rate- payers relish increased rates ? When first in- troduced, the Radicals stated that 3d in the £ would suffice. Some of them cost 2s. Paragraphs 11 and 12 are a species of omnibus clauses, including projects for robbing the poor man of his beer, robbing the landlords and conveiting contented Wales into another Ireland, with class set against class. Farmers should recollect that their burdens have been considerably relieved (Mr Smith says to the extent of aC3,000,000 per annum), and that it was not by Mr Smith and his party, but by Lord Salisbury and his Unionist Government. Paragraph 13. Mr Smith will find if be reads the papers that he has been forestalled, the Government having de- cided to give all disabled soldiers and sailors 10s Od per week. The Unionists have no reason to regret the return of Mr Keir Hardie in the place of Mr Pritchard Morgan for Merthyr Tydvil. But what must be the feeling of the Radical party particularly those who call themselves Radical Imperialists! Mr Keir Hardie is politically and ocially a wild revolutionist, and can be safely elied on during the present Parliament to do he Radical Party incalculableham.

MR. SMITHS CANDIDATURE.
MR. SMITHS CANDIDATURE. Liberal Meetings at Rhyl. Last night the Liberals took advantage of the presence in the town of Mr Ellis Jones- Griffiths, M.P., to hold two meetings. The first one was held in the Vale Road British School, but there was a poor muster, the gathering at no time numbering more than 80 to 100. Mr R Llewellyn Jones occupied the chair, and he spoke for upwards of half an hour in anticipation of the arrival of Mr Ellis Jones Griffiths, In his speech he criticised the policy of the Unionist Government, and compared the two candidates for the County of Flint, speaking nothing but praise for Mr Samuel Smith, and the opposite tor Colonel Howard, who he said had done nothing for Flintshire. He referred to the gift of dtlOOo which Mr Smith had given towards intermediate education. The landlords and parsons came in for an equal share of criticism. The speaker was especially severe on the Government, who he alleged had taxed the towns in order to reduce the rates of the landlords in the rural districts. Mr J Roberts Jones proposed a resolution ex- pressing thanks to Mr Samuel Smith for 14 years' faithful service, and pledging the meeting to return him with an increased majority. The speaker then criticised the Government on the conduct of the war, and referred to the charges against it with reference to the hospitals. Mr J W Jones also spoke, and the meeting was afterwards addressed in Welsh by Mr Ellis Jones Griffiths. The resolution was carried. At Christ Churoh Schools There was a good attendance, and when the contingent from the Vale road meeting arrived the room was filled. Mr E P Jones presided, and said that they as Liberals had reason to feel proud that they had the opportunity of returning such a man as Mr Samuel Smith, who was true to the prin- ciples of Liberalism and would serve the county faithfully and well, his extensive know- ledge of commerce placing him in a position to help forward the trade of the country (applause). The Rev J Verrier Jones touched on the war question, and fonnd fault with the Government as to its conduct. He also urged that it was the duty of the people to return to Parliament men who would advocate social reforms. The Rev E E Ingham, in the course of an able speech, traversed the political arena, and dwelt on the advantages which, in his opinion, were to be obtained by voting for the Liberal candidates. He contended that [the Liberals were the party who carried out the reforms necessary for the welfare of this country. He plainly told the audience that he had been with the Government on the war question from the starting of it, but he did not agree with their foreign policy. Mr Ellis Jones Griffiths said he was pleased to say that for the first time for 50 yearsthe Conserva- tives in Anglesey had showed their good sense in not opposing the return of a Liberal (applause). He was more than surprised that the Tories of Flintshire were opposing Mr Samuel Smith, who had served the county faithfully and well for 14 years (applause). He honoured Colonel Howard for what he had done in going to South Africa, and thought that he would be better engaged there, and could do more service than entering the House of Commons (applause). If he wanted a soldier he would support Colonel Howard, but if he wanted a statesman he would prefer Mr Samuel Smith (applause). In 1895 the people of Flintshire had said that they did not want Colonel Howard, and they would on the 13th inst. repeat that declaration. It was true that Mr Samuel Smith did not know the Welsh language, but his steadfastness to the Welsh Liberal Party entitled him to their respect and admiration (applause). The speaker said he looked forward with interest to the first meeting of the Welsh Liberal Party since he had heard the result of the elections at Swansea and Merthyr (applause and laughter). He felt proud that Welsh Nonconformists were represented by such men as Mr Samuel Smith, and he hoped he would be returned by an increased majority (applause). He then proceeded to criticise in very severe terms the policy and conduet of Mr Chamberlain, who he said had got the Tories into an awful mess, and had forced on the election (applause) He dealt with Mr Chamberlain's political career, and said that whereas the Colonial Secretary pleaded for patriotism before politics he really wanted the people to put Chamberlain before both (applause) He contended that the Liberal Party would be best able to settle the Transvaal question, and that afterwards they would give the people those social reforms which were needed. He urged that overcrowding in the towns:and:overdrin kiug were crying evils that would have to be dealt with. In conclusion he asked that Mr Samuel Smith would be triumphantly returned (applause). M r S Perks proposed a vote of thanis t,o Mr Ellis Jones Griffiths, Mr R Bromley seconded, and it was carried. Mr R Llewellyn Jones then proposed a vote of confidence in Mr Samuel Smith.
