FLINTSHIRE POLICE COMMITTEE
FLINTSHIRE POLICE COMMITTEE THE EXCESSIVE NUMBER OF PUBLIC-HOUSES. A meeting of the Flintshire Police Committee was held yesterday at Mold, Mr R LI Jones, of Rhyl, presiding. The quarterly return of the Chief' Constable (Major Webber) showed that 19 persons had been proceeded against for indictable offences. Of the latter 240 were convicted. There bad been 108 convictions for drunkenness, as com- pared with 72 in the previous quarter and 99 in the corresponding quarter last year. Four tenders had been sent in for the supply of police clothing, and that of Messrs Dolac and Co. was accepted. Mr J P Jones (Holywell) moved that the police be asked to furnish the justices at the Licensing Sessions with a report, giving particulars as to the character of each licensed house, similar to the return that was made by the :police in Liverpool. The justices ought to know the character of the business carried on in every public-house. A public-house might rely mainly for its trade upon the wives of working men, and the justices ought to have such informati on. Mr Reney (C)nnah's Quay) seconded, and the motion was carried unanimously. Mr Prince (Connah's Quay) moved that a letter be sent that by Committee to the Licensing Committee of the county calling attention to the increase in drunkenness and to the belief which was felt that the number of licensed houses in some urban districts was largely in excess of what it ought to be. Further, the Police Committee was of opinion that some steps should be taken to reduce the number of licenses, and they respectfully submitted that expression of opinion to the Licensing Com- mittee for the consideration of the Bench at the next licensing meeting, Mr Reney seconded. Mr P P Pennant, chairmaD of the Quarter Ses- sions, agreed that there were many public-houses which might with advantage be abolished alto- gether. He did not, however, altogether approve of the terms of Mr Prince's resolution. He thought that the motion should be framed in a mote definite manner. He moved dS an amendment, merely altering the latter part of Mr Prince's resolution, so as to read that the Committee was of opinion that a considerable reduction in the number of licensed houses in the county would be to the public benefit. Mr H J Roberts seconded. Mr Prince declined to withdraw his motion, and on bcing put to the vote the amendment by Mr Pennant was carried by eleven votes to two. Mr Lindop asked what was being done with regard to the resolution passed at the last meeting on the subject of the use of obscene language in the streets. So far as he could gather, the b con- victions, as a rule, were for being drunk and using obscene language, but he would point, out that it was not always those who were drunk who used bad laneuage. The Chief Constable explained that there had been convictions for the use of obscene language alone. There was a case at Mold the previous Monday. »Mr Watkinson There have been cases at Hawarden of simply using bad language. Mr H J Roberts said the use of bad language in Mold on Saturday nights was awful. 0 It was understood that attention would be given to this matter.
