The Education Act in Flint- shire. CO-OPTED MEMBERS. On Wednesday at Mold a special meeting of the County Council was held to make arrange- ments for constituting a permanent educa- tion committee and to consider other details connected with educational work in the county. Mr P P Pennant presided, and there was a very larg attendance of members. The Clerk (Mr R Bromley) read the lists of nominations of outside representatives to act on the Education Committee, and the following were appointed :—To represent the elementary teachers, Mr T H Haswell, Shotton, and Mr Pierce, Holywell to represent the secondary teachers, Mr J C Davies, Holywell; to represent the intermediate school districts, the Rev R Jones (Hawarden), the Rev Dr Oliyer (Holy- well), Mrs Edwards (Mold), Mrs Everatt (Rhyl), and Mr Peter Roberts (St Asaph). The appointment of a representative for the Maelor district was deferred until the 9th December, when the quarterly meeting of the County Council will be held. The follow- ing lady members were elected on the Educa- tion Committee :—Mrs Muspratt (Rhyl) and Mrs Williams (Flint). Arrangements were made for the holding of the first meeting of the Education Committee at an early date. Mr Muspratt asked whether the County Governing Body would cease to exist on the 31st December.—The Chairman said this was a question that might be considered at the first meeting of the Education Committee.—Mr Thomas Parry asked whether there would not be changes in regard to the various local gover- ning bodies. —Mr Lewis explained that the position of the local bodies was entirely differ- ent from that of the county body in regard to secondary education. At present, however, the local governing bodies would continue in office as heretofore.

Holywell. The Tramways. At the fortnightly meeting of the Holywell Rural District Council on Friday the Clerk (Mr P Harding Roberts) stated that a meeting had been held at Mold—convened by the Duke of Westminster's agent—to consider how far the Flintshire electric tramway echemc would benefit the Halkin district. "At the meeting a suggestion made that the line, instead of following the main road from Holywell to Northop, should take the top road and go right through the heart of the Halkin district, tapping the lead mines and quarries, thus affording means for the conveyance of their output. It was decided that this suggestion should be thrown out to the promoters. —Mr Lloyd Davies understood the suggestion was that the line should go through the Brynford district.—The Clerk thought not.—Mr Pickering thought there was little doubt the promoters would see the advisability of taking the line through the mining districts as far as possible, as it was upon that their success depended.

Dyserth. Tea and Concert Last Thursday all the adults and juveniles con- nected with tho Calvinistic Methodist Chapel and Sunday School were entertained to tea in a most liberal manner by Mr Hugh Hughes, Ty Coch. Afterwards there was a largo attendance at the con- cert in aid of the chapel funds, at which MrHughes presided in an able manner. A capital programme was rendered, the artistes including the following well-known ladies and gentlemen :—Mr and Mrs Gutyn Eifion Jones (Dobenmaen, Carnarvon). Rev W Lewys Davies (Prestatyn), Miss Williams {Rosslyn), and Mr Davies (Abergele). The Dyserth Juvenile Prize Choir also took part.

A fortnight ago lie received, a kick from his hoi sc. In his younger days he was a traveller, and joined several big game shooting expeditions in South Africa. He was 77 years of age and unmarried. The disappearance of an Edinburgh lady ten days ago has been elucidated by the discovery of her body in Duddingston Loch, on tho outskirts of the city. In ten days—the time since the lady's dis'appearanee—three persons have been found drowned in this sheet of water, while with- in living memory no previous suicide has been known to have been committed there. Miss Macpl id-Bon. the drowned lady, was in comfort-1 able circumstances, and save the death of her father some months ago no reason can be assigned for her action. The Warrington Education Committee, on Monday, docided that all uncertificated teachem bo required to attend clashes which were being provided free of charge with a view of their be- coming fully qualified teachers. T'he Rev. Morley Stevenson pointed out that the Committee felt the importance of having fully qualified teachers in the schools, and through the projiosed classes it was not only hoped to Secure efficiency, but to confer a boon upon uncertificated teachers, who often, through lack of means, were unable to prosocuto thoir studies and become certificated teachers. A moderately light person might safely hsivn stepped over the quay of the Prince's Hallf-hide Dock, Liverpool, and walked across at certain angles on Tuesday on floating soap. It was a strange sight. Something like 70,000 tablets of soap, packed in wooden boxes, littered the sur- face of the water, and a gang of labourers, some in hmts, others standing on the dock side, were hauling them out again. Tenders. It was reported that at a special meeting of the Council, last week, the tender of Messrs Hughes and Williams, amounting to £ 192 19s 6d., for carrying out the drainage of Nant Hall Road and Gronant Road was accepted. With regard to the other sections of the scheme it was decided to invite further tenders, It was decided, on the recommendation of the Public Health Committee, to advertise for tenders for the supply of coal for the pumping station year 1904. Matters Deferred. In connection with the scheme for the improve- ment of High Street, it was reported that the trustees of the Welsh Wesleyan Chapel bad expressed their willingness to give up a strip of land in front of that building, provided the Council undertook to set the boundary wall back. It having been estimated that the cost of doing that would amount to £ 40, the matter wa deferred. The Surveyor, replying to Mr Pritohaid, said they could not compel the chapel people to set the wall back at all. The Road and Improvement Committee repor- ted having had under consideration a letter from the Rev. J. O. Davies, vicar, on behalf of the trustees of the Parish Church, stating that they were not in a position to sell any portion of the land at the rear of the Council buildings, but they were quite prepared to let it for a term of five yeare at a rental of L15 per annum. Con- sideration of the matter had been deferred. Another motter deferred was the question of the widening of Fforddlas Road. Plans. The Road and Improvement Committee also reported having approved of plans of a proposed shop and house in High Street, for the Misses Higgins. Ffordd Isa Water Supply. The Water Committee reported that this subject had been brought to their notice, and ,hey had requested the Medical Officer of Health (Dr, JLloyd Roberts) to report upon it.

It is somewhat strange that such a useful contrivance 118 a change-speed gear should have met with so little favour in the past; possibly the reason is to be found in the LId that the public require a deal of teaching or culti- vating before they take up anything in the way o! an innovation. Free wheels had to be pushed by the trade before any marked demand was experienced,and it would secm tllat the same methods will have to be employed in regard to change-speed gears. b The advantage of such a gear must be apparent to everyone who has given it careful consideration, and when demonstrated at the allows it will he bound to draw many advocates. To he able to change the gear of one's machine at will from S'iy, tifly to sixty-five or eighty, is bound to appeal to many, who during their tours awheel have -i a time whilst fighting against a strong lu-ad-wind or toiling up a long incline, when the gear of their machine appears too high and they wish for a lower one; then, what a saving of exertion it would be just slipping on a low gear. ThclI, turning the conditions round and assuming the course to be one of a gradual descent, or that there is a strong wind blowing from the rear, with a high gear one could speed along merrily withoul any evil forebodings of the return journey, since that could be covered on the low gear. In our opinion, change speed gears are bound to become popular in time.
